三月二十七日,上午八点。
马可把去年年底那七张纸从抽屉里拿出来。
皮筋绷了三个月,一扯就断了。
第一张摊在桌上。
这一张上有一小块,是他的成本表。
五行。
货:七块五。
袋:一块三毛五。
运:一块二。
团长:五块二。
他自己:十块七毛五。
下面一行是零售价:二十六。
马可看着这五行,看了很久。
十块七毛五除以二十六,是百分之四十一点三。
团长那五块二,是百分之二十。
这两个数并排放着,很难看。
马可把这两个数写在一张便条上,看了一会儿。
他做过投行。
投行里有一个说法:拿走大头的那个人,得能说清楚自己承担什么。
他试着说了一遍。
他承担的是:货款先出,两个月以后钱才回来。
他承担的是:货坏了算他的。
他承担的是:一年跑四趟新疆。
他承担的是:卖不掉的库存。
这四条说完,他自己听着是站得住的。
可是这四条,团长不知道。
团长知道的是:她发一条朋友圈,二十六块里有五块二是她的。
她不知道那二十块八里,有多少是风险,有多少是路费,有多少是他自己拿走了。
马可把这一层写下来,写完在旁边打了一个问号。
问号后面他写了一句:
「她不知道,是因为我没说。」
难看的不是四十一。
难看的是四十一和二十并排。

*English Mirror: I succeeded to a great inheritance and came to rule over ten thousand states, and I have failed to hold the ancestral shrines and am here among the wild grasses. Not to have thought of following virtue — that truly cannot be recovered now it is past; but in speaking always of my faults, I hope for a restoration in what is to come. — I grew up in the depths of the palace and was ignorant of the business of governing a state. Habit made me easily drowned; sitting safe, I forgot danger. 那天上午,马可先算了一遍不给看的理由。
他列了四条。
第一条:做买卖的不跟渠道说毛利,这是行规。
第二条:说了,明年谈佣金的时候,对方手上就有了一个数。
第三条:四十一比二十,说出去像在占人便宜。
第四条:他自己那四十一个点里,去年是负的。
这四条里,前三条是他昨天晚上想到的。
第四条是今天早上想到的。
第四条一想出来,前三条就都松了。
因为要是说了以后人家来算账,算出来的是他去年净赔七万八。
这个不叫占便宜。
这个叫做得不好。
马可在纸上写了一行:
「我怕的不是他们知道我挣得多。」
他停了一下,写完下半句:
「我怕的是他们知道我挣得少。」
写完这两行,马可在下面又写了一句。
他写的是:这两种怕不一样。
怕人知道挣得多,怕的是分钱那件事。
分钱是可以谈的。
怕人知道挣得少,怕的是另外一件事。
怕的是人家不跟他做了。
去年他跟乔总收两万,乔总没有问他一年挣多少。
要是乔总问了,问完知道他一年净赔七万八,明年那两万还给不给?
给一个赔钱的人两万,是买他的判断。
也可能是不敢买。
马可在纸上写了一句:
「一个亏钱的人说的话,别人要打折听。」
他停了一下,写完下半句:
「这个折扣是真的,不是偏见。」
因为亏钱的人有一样别人没有的压力。
他要在明年七月之前,把话说得比事实好听一点。
段三·事件主体
陆贽是那天上午出现的。
九点多,马可正在把那张成本表重新画一遍。
画到第三行的时候,屋里多了一个人。
四十上下,个子中等,脸很白,眼下有一圈青。
穿的是唐代的官服,绿色,看得出赶过路,下摆上有土。
他手里拿着几张纸,卷着,边上翻毛了。
他走过来,看了一眼那五行。
看完他说的第一句是:
“你在挑哪一行不给人看。”
马可说:
“先生。”
那个人说:
“陆贽。”
那天上午,陆贽先说了奉天那个冬天。
他说:
“建中四年冬天,泾原的兵在长安反了。”
他说:
“皇帝出城,跑到奉天。”
马可问:
“奉天是哪儿?”
陆贽说:
“长安西北,一座小城。”
他说:
“围了一个多月。”
他说:
“城里没有粮,皇帝身边的人吃的是粗饭。”
马可问:
“您在那儿?”
陆贽说:
“在。”
他把手里那卷纸放在桌上。
他说:
“第二年正月,改元。”
他说:
“改元要下一道大赦的制书。”
他说:
“那道制书是我起草的。”
马可问:
“大赦的制书,一般写什么?”
陆贽说:
“一般写:赦免哪些人,免哪些税,赏哪些人。”
他说:
“前头照例有几句客气话。”
马可问:
“您那一道呢?”
陆贽说:
“前头那几句我没有按例写。”
他把那卷纸摊开一点。
他说:
“我写的是他自己错在哪儿。”
马可问:
“皇帝肯?”
陆贽说:
“他不肯。”
他答得很平常。
他说:
“他改了两次,我又改回来。”
他说:
“最后他认了。”
马可问了一句。
他说:
“先生,他改的是哪几句?”
陆贽说:
“两次都是同一句。”
马可问:
“哪一句?”
陆贽说:
“不知稼穑之艰难。”
马可问:
“他想改成什么?”
陆贽说:
“第一次他改成「未尽稼穑之艰难」。”
他说:
“「不知」改成「未尽」。”
马可想了一下这两个词的差别。
不知,是完全不知道。
未尽,是知道一些,没有全知道。
陆贽说:
“第二次他改成「颇知稼穑之艰难」。”
马可笑了一下。
颇知,是相当知道。
从「不知」到「颇知」,改了两次,意思翻了个个儿。
陆贽说:
“我第三次送上去,还是「不知」。”
马可问:
“他没有发火?”
陆贽说:
“他问了我一句。”
他说:
“他说:这三个字非写不可吗。”
马可问:
“您怎么答的?”
陆贽说:
“我说:陛下,这一道制书里,别的话他们都会跳过去。”
他抬起头。
他说了一句,马可当天在本子上抄了三遍:
“他们只看这三个字。”
那天上午,陆贽念了几句。
他念得不快。
他说:
“朕以长于深宫之中,暗于经国之务。”
他说:
“积习易溺,居安忘危。”
他说:
“不知稼穑之艰难,不恤征戍之劳苦。”
他停了一下。
他说:
“天谴于上而朕不悟,人怨于下而朕不知。”
他说:

抄完他抬起头。

“不具体的那种,我也会写。”

他说了一句,马可当时把笔停住了:
“写「朕之不德」,人听完就散了。”
他说:
“写「不知稼穑之艰难」,种地的那个人会抬头。”
马可问:
“后来呢?”
陆贽说:
“制书发下去,四方人心大悦。”
他说:
“这句话是史书上写的,我不喜欢。”
马可问:
“为什么?”
陆贽说:
“太顺了。”
他说:
“我记得的是另一件事。”
他说:
“后来皇帝回了长安,李抱真进京。”
他说:
“李抱真是带兵的。”
他说:
“他跟皇帝说了一句话。”
马可问:
“说的什么?”
陆贽说:
“他说:山东那边宣读赦书的时候,士卒都哭了。”
他说:
“他说:臣看见人情是这样,就知道贼不足平。”
他把那卷纸卷起来。
他说:
“这一句是带兵的人说的。”
他说:
“带兵的人不说虚话。”
马可把桌上那张成本表转过去。
他说:
“先生,我这五行,该给几行?”
陆贽看了一遍。
他说:
“你已经给了一行。”
他说:
“昨天那个六万二。”
马可说:
“是。”
陆贽说:
“那一行是最好看的一行。”
马可停了一下。
他说:
“六万二不好看,那是我快没钱了。”
陆贽说:
“正因为它是坏消息,它才好看。”
他说:
“说自己快没钱了,人家觉得你实在。”
他抬起头。
他说了一句,马可当天在本子上抄了三遍:
“说自己一袋赚十块七,那才是要命的一行。”
那天上午,陆贽说了他真正要说的。
他说:
“你把那道制书想成什么?”
马可说:
“认错。”
陆贽说:
“不是。”
他说:
“认错是给自己听的。”
他说:
“那道制书是给人看情形的。”
马可问:
“看什么情形?”
陆贽说:
“看皇帝到底知道多少。”
他说:
“那时候天下人最怕的不是他做错。”
他说:
“是他到现在还不知道自己做错了什么。”
他抬起头。
他说:
“制书里那一句「不知稼穑之艰难」,是在告诉他们:我现在知道了。”
他说了一句,马可当天把那张成本表拍了照:
“立国之本,在乎得众;得众之要,在乎见情。”
他说:
“见情两个字,是让他们看见真的是什么样。”
他说:
“不是让他们看见我心里多难过。”
马可问了最后一句。
他说:
“先生,那要是看完,他们不信呢?”
陆贽说:
“会有不信的。”
他说:
“那道制书发出去,也有人说是权宜。”
马可问:
“那怎么办?”
陆贽说:
“没有办法。”
他答得很直。
他说:
“信不信不在写的人手里。”
他说:
“写的人手里只有一样:写得够不够具体。”
他站起来。
他说:
“还有一样,你要记着。”
马可问:
“哪一样?”
陆贽说:
“那道制书发出去以后,我们还是被围着。”
他说:
“城里还是没有粮。”
他说:
“该打的仗一场也没有少打。”
他说了走之前那一句:
“见情不解围。”
他说:
“见情只是让后面那些事,有人肯跟你一块儿做。”
段四·钩子结尾
三月二十七日下午三点,马可把整张表发出去了。
不是五行。
是三张图。
第一张:一袋二十六块钱,五个人分。货七块五,袋一块三五,运一块二,团长五块二,我十块七五。
第二张:我那十块七五,去年一年一共两万五千九百零七。去年一年花掉十万四。差七万八。
第三张:这十万四花在哪儿。
第三张最长,十一行。
跑新疆四趟,一万二。
给阿不都热合曼那一里多路,三千五。
留样:团长那边九袋,我这边四十袋,两千三。
退款:一千四百二。
房租:三万六。
吃饭、社保、手机、电脑折旧:两万八。
给陈姐那一列的钱:三千六。
给食堂那三十袋不贴标的:一千八百四。
给库车那三家的定金:两万四千八百二十,这一笔是去年的,不算今年。
别的杂项:一万一。
最后一行他写的是:以上都是我一个人的账,没有请人,没有办公室。
这三张图他做了三个钟头。
做的时候他改了两次口径。
第一次做的时候,他把房租算了一半。
因为那间出租屋一半是住的,一半是办公的。
做完他自己看了一遍,把它改回了全额。
因为要是算一半,那另外一半去哪儿了?
另外一半也是他花的。
只不过花在「活着」上头。
一个人做生意,活着的钱和做生意的钱分不开。
分开算,是给外人看的算法。
第二次改的是电脑。
六千八,他去年全算了。
这一次他还是全算了,可是在旁边写了一行小字:
「这台电脑一半时间在给别人读账,那一半的收入没有算在这张表里。」
写完他觉得这一行最重要。
因为一张表最容易骗人的地方,不是数字算错。
是把成本算进来,把跟它对应的收入放在别处。
发出去以后,马可把手机扣在桌上,出门去买菜了。
回来的时候是四点半。
出门是故意的。
他知道自己要是坐在那儿,会一分钟看一次手机。
看一次,心里就要把那三张图过一遍。
过一遍,就会想到某一行是不是该改。
发出去的东西再改,等于没发。
四条回复。
四个人,四个不同的第一句。
马可后来把这四句抄在了一起,因为这四句合起来是一面镜子。
王姐是第一个:
「你才挣这么点?」
下面一条:
「我以为你一袋能挣十几二十。」
马可回了一句:
「王姐,您这个猜法有意思。」
他问:
「您是怎么猜的?」
王姐回:
「新疆的东西便宜嘛。」
下面一条:
「我以为你那边收三四块一袋。」
马可看着这一条,想起去年在托克逊那个仓库里的编织袋。
统货,三月,九块一斤。
九块一斤,一袋二百五十克,四块五。
王姐猜的三四块,跟那个价差不多。
她没有猜错。
她只是猜的是另一种货。
马可打了一句:
「三四块一袋的有,不是我们这个。」
王姐回了两个字:
「哦哦。」
这两个字后面没有再问。
马可看着这两个字,知道她没有懂。
这一句要讲清楚,得从统货讲到挑货,从挑货讲到那三座房。
讲完要二十分钟。
他没有讲。
因为他自己也是去年十月才明白的。
陈姐第二个。
她没有说毛利。
她问的是第三张的第二行。
「阿不都热合曼那三千五是什么?」
马可回了一段,说了那一里多路和七千三百分钟。
陈姐过了十分钟回:
「这一条你为什么算在成本里?」
马可打了三个字:
「不然算哪儿?」
陈姐回:
「你这一条算在成本里,明年你缺钱的时候,第一个砍的就是它。」
下面一条:
「你把它单独列一行,别放在杂项里,也别放在成本里。」
再下面一条:
「就叫它那个名字。」
马可看着这几条,先没有动。
他问了一句:
「陈姐,您怎么想到这个的?」
陈姐回得很快:
「我以前在厂里做过会计。」
下面一条:
「做了十一年。」
再下面一条:
「厂里每年砍成本,从来不砍设备,也不砍原料。」
再下面一条:
「砍的都是那些说不清楚的行。」
再下面一条:
「培训费,招待费,什么什么补贴。」
最后一条:

马可看着最后这一句,站起来走了两步。
他去年在乔总那儿说过一句话:越是天天看见的,越不会被记下来。
今天陈姐说的是另外一半。
越是说不清楚的,越先被砍掉。
说不清楚不等于不重要。
说不清楚只等于:没有一个格子放它。
马可看着这几条,把第三张图改了一遍。
他把那三千五从「成本」里挪出来,单独放在最下面。
旁边写了四个字:走路的钱。
郭老师那条是晚上八点才来的。
她隔了五个钟头。
她只发了一句:
「十块七毛五,我看了很久。」
马可等着下一条。
下一条隔了三分钟:
「我一开始有点不舒服。」
再下一条:
「后来我算了一遍我自己。」
再下一条:
「我一年四百一十袋,拿两千一百三十二。」
再下一条:
「我一年发朋友圈大概两百次,收钱记账加起来一个月三四个钟头。」
再下一条:
「我算下来,我这两千一百三十二是好挣的。」
最后一条:
「你那十块七毛五,我算不来,因为我不知道你一天在干什么。」
「现在这三张图,我知道了。」
马可给郭老师回了一句:
「郭老师,您那两千一百三十二,我不觉得好挣。」
郭老师回:
「怎么讲?」
马可打了几行。
他说:您那两百次朋友圈,我发不出来。
他说:我去年试过一次,自己发了十条,一条也没有人问。
他说:您发一条,第二天有二十个人来问。
他说:这个差别不是文案。
他说:是您在那个小区住了十九年。
发完他等了一会儿。
郭老师回了一句:
「十九年这个,我自己没算过。」
下面一条:
「我一直以为我就是发得勤。」
小雷是九点多回的。
他先发了两个字:
「行了。」
下面一条:
「昨天我说不同意第十三条。」

六万二那个数,昨天单独发出去,是一个人的处境。
处境是给人看的,看完人会同情,或者会躲开。
今天这个数放在一张五行的表里,它就不是处境了。
它是一个分子,上头有分母。
小雷拿这张表算的是自己那一份。
他能算,是因为表里有他那一行。
马可在本子上写了一行:
「昨天我给的是我的处境。」
他停了一下,写完下半句:
「今天我给的是他自己的位置。」
这两句写完,马可在下面又写了一段。
他写的是:为什么这两样差这么远。
一个数是一个点。
一个点,人只能围着它想:他要死了吗,他撑不撑得住,我要不要躲。
一张表是一个结构。
结构里有他自己那一行。
有了自己那一行,人就开始算自己。
算自己的人,第二天会来跟你谈。
围着一个点想的人,第二天不说话。
马可在这一段底下写了一句:
「透明这个词,说的是两样东西。」
他停了一下,写完下半句:
「一样叫我给你看我,一样叫我给你看你。」
这两样都叫透明。
只有第二样,人拿到手里能用。
过了大概两分钟,小雷又发了一条。
这一条跟前面几条不一样,是他打了很久才发出来的:
「马可,五月那一批,我有个想法。」
下面一条:
「你四月开团,我先收钱。」
再下面一条:
「六月发货。」
再下面一条,发完他就没有再说话:
「我那一份,六百多袋,一万六千多,四月就到你手上。」
马可看着这四条,没有回。
他先算了一下这个数够不够。
小雷六百多袋,一万六千多。
四个团长加起来,一千五百袋往上,四万上下。
五月收货要四万一。
正好够。
够得太正好了。
马可站起来,去倒了一杯水。
站在水池边上,他想的不是这四万够不够。
他想的是这四万是谁的。
是买东西的人的。
四月付钱,六月拿货。
中间两个月,这笔钱在他账上。
他拿这笔钱去吐鲁番收货。
收回来的货再发给这些人。
这个链条没有一处是骗人的。
每一个人都会拿到自己买的东西。
可是有一件事变了。
从今年五月起,这个生意里,先掏钱的不是他。
马可端着杯子在窗边站了很久。
他想起去年在托克逊,那个二十六岁的年轻人说过一句话。
三个月以后店是他的,差评也是他的。
那句话当时听着很冷。
现在他知道那句话的意思是:风险最后落在谁头上。
四月收钱,六月发货。
要是六月发不出来,那一万六千多在谁头上?

苏东坡当夜记下的:这一回他看见了什么
Twenty-seventh of March, eight in the morning. Took the seven sheets out of the drawer; the rubber band had been stretched round them three months and snapped at a touch.
*On sheet one there is a small block, the cost table. Five lines. Goods 7.50. Bag 1.35. Freight 1.20. Leader 5.20. Me 10.75. And under them the retail price, 26. 10.75 of 26 is 41.3%. The leader's 5.20 is 20%. The ugly thing is not the forty-one. The ugly thing is forty-one and twenty side by side.
I listed the reasons for not showing it. (1) Nobody in trade tells a channel their gross margin. (2) Show it and they hold a number the next time commission is negotiated. (3) Forty-one against twenty reads as taking advantage. (4) Last year that forty-one percent was, net, minus seventy-eight thousand. The first three I thought of last night. The fourth I thought of this morning, and it loosened all three — because if they work it out, what they get is not a man skimming. It is a man doing badly. So: what I am afraid of is not their knowing I make a lot. It is their knowing I make so little.
Lu Zhi came at nine while I was redrawing the table — forty-odd, medium height, a very pale face, dark under the eyes, a green Tang official's robe with dirt on the hem, plainly having travelled. A few sheets rolled in his hand, furred at the edges. He looked at the five lines. You are choosing which line not to show them. Sir. Lu Zhi.
Fengtian: in the winter of the fourth year of Jianzhong the Jingyuan troops mutinied in Chang'an. The Emperor left the city for Fengtian — a small town northwest of the capital — besieged for over a month, no grain in it; the men around the Emperor were eating coarse food. You were there? I was. And: in the first month of the next year the reign title was changed, and a change of reign requires an edict of general amnesty. I drafted it.
What does such an edict normally contain? Who is pardoned, which taxes are remitted, who is rewarded. With a few conventional phrases at the front. And yours? I did not write the front conventionally. Unrolling the sheets: I wrote what he had got wrong. Did he agree? He did not. Evenly. He altered it twice and I put it back twice. In the end he conceded.
He read some of it. I grew up in the depths of the palace and was ignorant of the business of governing. And: habit made me easily drowned; sitting safe, I forgot danger. And: I did not know the hardship of sowing and reaping, nor pity the toil of those who march and garrison. And, after a pause: Heaven reproached me above and I did not wake to it; the people resented me below and I did not know it. I said those were very specific. They have to be. And: I can write the other kind too. "The Emperor lacks virtue" — I can write twenty of those in the time it takes a stick of incense to burn. And, and I stopped the pen: write "the Emperor lacks virtue" and people hear it and disperse. And: write "I did not know the hardship of sowing and reaping" and the man who farms looks up.
What happened? The edict went out and the hearts of men in all four quarters were greatly moved — that is what the histories say, and I don't like it. Too smooth. What do you remember instead? After the Emperor was back in Chang'an, Li Baozhen came to court. He was a commander of troops. And? He said: when the amnesty was read out east of the mountains, the soldiers all wept. Seeing the temper of men to be like that, I knew the rebels were not worth troubling over. Rolling the sheets up: that was said by a man who commanded troops. Men who command troops do not say empty things.
I turned the cost table round and asked how many of the five lines to give. He read it. You have already given one. Yesterday's sixty-two thousand. Yes. That is the best-looking line you have. I said sixty-two thousand isn't good-looking, it means I am nearly out of money. Precisely because it is bad news it looks good. Say you are nearly out of money and people find you honest. And, three times into the book: say you make ten seventy-five a bag — that is the line that costs you.
And then what he had come to say. What do you take that edict to have been? An admission of fault. No. An admission of fault is for yourself to hear. That edict was to let people see how things stood. See what? See how much the Emperor actually knew. And: what the empire feared then was not that he had done wrong. It was that he still did not know what he had done wrong. And: the line "I did not know the hardship of sowing and reaping" is telling them: I know now. And, and I photographed the table: the root of establishing a state lies in winning the many; the essential of winning the many lies in letting them see how things actually stand. And: "letting them see how things stand" means letting them see what is really the case. It does not mean letting them see how sorry I am. — M.

Memo to file. Chengdu, 27 March 2031. Published the whole cost table to the four leaders.
1. What went out, at 3 p.m., as three images. — (i) Twenty-six yuan, split five ways: goods 7.50, bag 1.35, freight 1.20, leader 5.20, me 10.75. — (ii) My 10.75 came to ¥25,907 last year. Last year I spent ¥104,000. Difference: ¥78,000. — (iii) Where the ¥104,000 went, eleven lines: Xinjiang ×4 12,000; Abdul Rahman's walk 3,500; retained samples (9 with leaders, 40 mine) 2,300; refunds 1,420; rent 36,000; food, insurance, phone, laptop depreciation 28,000; Chen's column 3,600; the 30 unlabelled bags to the canteen 1,840; Kucha deposits 24,820 (last year, excluded); miscellaneous 11,000. Last line: all of it is one person's account — no staff, no office.
2. Why the fourth objection dissolved the first three. I had three good commercial reasons not to publish, and then noticed that the disclosure does not reveal a man taking 41%. It reveals a man losing ¥78,000. Which is not a negotiating weakness of the kind I was defending against. It is simply the truth being worse than the accusation.
3. Lu Zhi's correction, which is the sharpest thing anyone has said to me this month. I had already disclosed one figure — ¥62,000 in the bank — and felt candid for it. 4. And the reframing of what a confession is for. An admission of fault is for yourself to hear. That edict was to let people see how things stood. And what the empire feared was not that the Emperor had done wrong; it was that he still did not know what he had done wrong. The famous line functions as evidence, not as apology: "I did not know the hardship of sowing and reaping" is telling them: I know now. And the test of specificity: "the Emperor lacks virtue" and people hear it and disperse; "I did not know the hardship of sowing and reaping" and the man who farms looks up.
5. Responses, and none of them was what I braced for. — Wang, immediately: "Is that all you make? I thought you made fifteen or twenty a bag." She had assumed my margin was double what it is. — Chen did not mention margin at all. Yesterday I said I didn't agree with clause thirteen. Today I do." What changed? "Yesterday you gave me a number and I used it to work out whether you'd survive. 6. The line I keep coming back to. The root of it lies in winning the many; the essential of winning the many lies in letting them see how things actually stand. And its second half, which is the part that separates it from performance: that means letting them see what is really the case. It does not mean letting them see how sorry I am.
7. And then Xiao Lei, two minutes later and after visibly typing for a while, proposed something I have not had time to think about. — "About the May run. Open the group in April. I collect the money first. Ship in June." — "My share, six hundred-odd bags, sixteen thousand-odd, in your hands in April." That closes the May gap — ¥41,000 out in May against ¥62,000 in the bank, nothing back until July — and it closes it with other people's money, collected from customers who will not have the goods for two months. I am not answering tonight. Note only: I published a table in order to be trusted, and within six hours the trust has produced an offer of customer credit. That is not a coincidence and it is not obviously good.*

The court was in a small town northwest of the capital, besieged for over a month, the mutiny still unresolved and the grain gone. The reign title was being changed, which required an edict of general amnesty — normally a list of who is pardoned, which taxes are remitted, who is rewarded, with a few conventional phrases at the front.
The drafter did not write the front conventionally. He wrote what the Emperor had got wrong, in particulars: I grew up in the depths of the palace and was ignorant of the business of governing. Habit made me easily drowned; sitting safe, I forgot danger. I did not know the hardship of sowing and reaping, nor pity the toil of those who march and garrison. Heaven reproached me above and I did not wake to it; the people resented me below and I did not know it.
The Emperor altered it twice, and twice it was put back, and in the end he conceded.
Asked what happened next, the drafter quoted the histories — the hearts of men in all four quarters were greatly moved — and then said he disliked the sentence. Too smooth. What he remembered instead was a report from a general: when the amnesty was read out east of the mountains, the soldiers all wept. Seeing the temper of men to be like that, I knew the rebels were not worth troubling over. And: that was said by a man who commanded troops. Men who command troops do not say empty things.
The most useful thing he said, though, was about what such a document is for, and it is not what the word apology suggests. An admission of fault is for yourself to hear. That edict was to let people see how things stood. What the country feared was not that the ruler had erred. It was that he still did not know what he had erred in. The specific clause is therefore evidence rather than contrition: it says, in effect, I know now.*
And when a man showed him a cost table and asked how many of its five lines to publish, he pointed out that one line had already been given away — the one about being nearly out of money — and refused to credit it.
Precisely because it is bad news it looks good. Say you are nearly out of money and people find you honest.
