English Mirror: Of old, the great Yu recorded the mountains and seas — comprehensive but not complete; the Treatise on Geography records them — concise but not thorough; … the Water Classic, though it roughly strings together the fords and courses, lacks the connections between them. — I traced the intake and outflow of their branches, examined the places they pass along their way, visited the channels and searched the canals, gathered it all and stitched it together. — But antiquity is far and dim … rivers have been cut and changed, names differ and labels vary, and the ages are no longer the same. — To seek depth in a silent room, to ask about distances from inside a closed boat — that is hard indeed. — (Later readers said of the book: it uses the rivers to verify the land, and the land to preserve the past. The Classic runs to little more than ten thousand characters; the commentary, to more than three hundred thousand.)

Twenty-fourth of May, 2035, three in the afternoon, Kuqa. Third Uncle's front room, the box on the table, all six layers lifted. The top page — four sentences I wrote last September — pushed to one side. At the bottom, five empty slots, and above them my own words on the board: this is the ruler; 2031, house two; do not open. Beside the slots, five small bags in a row — the same cloth, the same size, sewn shut. Erkin, twenty, very tall, head down. Third Uncle leaning in the doorway, silent. Eli beside his cousin; Eli sent for me. On the plane I recited my four sentences a dozen times: everything in this box that looks identical is identical; take whichever you like; this line was added in 2034 because someone was stuck here four days; if you get stuck anywhere, write it down. Somewhere past the tenth time I knew what had happened. At the table I saw I was right.

Eli told it. This year Third Uncle gave the box to Erkin. Early May he lifted the lid, and the top page was the first thing there. He read it many times. He thought: the maker wrote this, at the very top — it must matter most. Down the layers to the bottom: five bags, exactly alike. He remembered the first sentence. He took all five out, pinched each, looked, and put them back — without minding which had been in which slot. The second sentence said: take whichever you like. On the 18th Eli came for blank cards: which is number one? Same thing, any. Eli stood by the table a long time. Uncle Ma, these five are five grades. One softest, five firmest. Families spent two years aligning them. The slots have no numbers on them; the numbers are the order. The slots are empty now. Erkin, finally: I did what was written. I know. I wrote it.

Li Daoyuan came towards evening. Boots white with the dried dust of many riverbeds; fifty or so, an official's robe with the hem tied up with cord for walking. In his arms a bundle of scrolls so thick he had to circle it with both arms — and tied to the outside with thin cord, one small scroll, thin as a chopstick. He looked at the box, at the top page, at the five empty slots, and said: you've put the commentary on top of the classic.

He untied the small scroll. The Water Classic. A hundred-odd rivers, a few lines each: such a river rises at such a mountain, passes east of such a place, enters such a river. Ten thousand characters or so. He patted the bundle. My commentary. Over three hundred thousand. Why so much? Because it was too short. It says where a river rises and where it goes; not how many streams join in between, who lives on the banks, which stretch changed course. So I went and walked and asked — visited the channels, searched the canals — and wrote down each one. The commentary grew to twenty-odd times the classic. I pointed at the top page: this is commentary too. I know it's commentary. The young man didn't. And: the words on the boards of your five layers are classic. This page is commentary. You wrote them in the same hand, the same voice, on the same paper — and you put the commentary on top, the first thing seen. Of course he took it for classic.

Did anyone take your commentary for classic? He smiled. Yes. When I wrote it, classic was classic and commentary was commentary — you could tell at a glance. Then it was copied and copied. Quick hands wrote classic small and commentary large. After a few hundred years, which line was the classic and which was mine — mixed. Many read my notes as the classic. Separated since? Yes, many years later, by a few scholars, line by line. Not by guessing — by usage. When the classic says a river flows past a place it writes guo; I write jing. The classic names the river at the start of each passage; I carry on without naming it again. Set a few marks like that side by side and they come apart line by line. And, and I picked up the pen: a commentary can be twenty times thicker than the classic, but every line of commentary must be recognisable as commentary.

My first sentence: everything in this box that looks identical is identical. When I wrote it I had in mind only the three bags on layer two — one for the door frame, one for the cupboard, one to send away. I wrote this box. Your sentence governs layer two. You wrote "this box." "This box" is six times the size of "layer two." When I write a note I say which river and which stretch. I never write "all the rivers under heaven." Five times into the book: how far a note reaches must be written inside the note. If it isn't, the reader assumes it reaches everywhere.

That night Erkin asked where he went wrong. You didn't. You did what was written, word for word. Last year your father was stuck on layer two and thought his eyes had failed — four days. This year you weren't stuck. You believed me. And: last year's man blamed himself. This year's man trusted me. I wrote both. He was quiet, then: can the five be put back? — M.

Memo to file. Kuqa, 24–25 May; update 25 August 2035. A note written for one layer, in the voice of the whole box, was obeyed exactly. The reference scale was scrambled. Recovered, with one pair uncertain.

1. Root cause. Layer six's first two sentences were written for layer two (three genuinely interchangeable bags). Scope as written: "this box." Layer one also contains identical-looking bags — five grades whose identity is carried only by slot position. The reader applied the sentence exactly as written. The sentence was wrong for layer one.

2. Aggravating design errors, all mine. (a) Commentary in the same hand, voice and format as the instructions; (b) placed on top, read first, and therefore read as the most authoritative; (c) grades identified by position only, nothing written on the bags. Last year's reader blamed himself; this year's trusted me. Both outcomes came from the same page.

3. Recovery: use what has not changed to re-locate what has. Other copies of the same five-grade set sit untouched with other families. Eli's family's set, numbered by slot, as reference. Three blind raters (Erkin, Eli, Third Uncle), each scrambled bag compared by pinch against the five references. — Unanimous: grade 1, grade 5 (instantly), grade 2. — Split: the remaining two. Erkin 3/4, Third Uncle 4/3, Eli "can't tell." — Yiming (70), blind: left is 3, right is 4 — "the difference is very small; I'm seventy per cent." A card tag now tied to every bag, 3 and 4 circled; the board note reads: scrambled May 2035; re-ordered against Eli's family's set by three blind raters; 3/4 undetermined, judged by Yiming at his own 70%; re-check against the Turpan set next year.

4. Fix to the commentary, on the precedent. The classic and commentary were later separated by consistent usage markers. Every note now begins with its scope: "This line governs only layer N:" (two of Erkin's say "only this year"). My first two sentences were not struck out; they were prefixed. Erkin's first note: "Governs only layer one: these five look the same and aren't. Numbers are on card tags tied at the neck — don't write on the cloth." (I had kept numbers off the bags in the first place because ink bleeds through cotton into a reference sample. The reason was sound; the fallback — position alone — was not.) Third Uncle, from the doorway, in Uyghur: "Last year I got stuck because a sentence wasn't written. This year he went wrong because a sentence was."

5. 25 August. Layer six is now a string-bound notebook: my four + Erkin's eleven = fifteen entries, every one scoped. Eli: "The top layer is thicker than the five below put together." Last September I wrote both the day this layer is thicker than the rest, the box is working and the thicker it gets, the worse it was to begin with. Not a contradiction. The classic looks thinner and thinner; the box works better and better. The commentary holds the classic up — provided every note can be seen to be a note.

5a. Where the commentary goes now. The notebook moves to the bottom, under layer one; the top carries one line: read the classic first; when you get stuck, turn to the bottom. This year the reader read the commentary first and took it for the classic. Erkin will sign the letter when the round is done, under his father's name. Third Uncle, reading his son's eleven pages: "He wrote ten lines more than I did last year" — and put the notebook back very gently.

"A commentary can be twenty times thicker than the classic, but every line of commentary must be recognisable as commentary."
The Water Classic was a terse early text listing China's rivers in a few lines each. A sixth-century official wrote a commentary on it, walking and enquiring along the waterways, recording tributaries, towns, changes of course and local history. The commentary ended up more than twenty times the length of the text, and it is the commentary that became the classic.
Then something went wrong in transmission. Over centuries of hand-copying, the boundary between the original text and the commentary blurred: some text was copied in the small characters used for notes, some notes in the large characters used for text. Readers took local notes for canonical statements. Much later, scholars separated the two again, not by guesswork but by consistent differences in usage, such as the verb each layer used for a river passing a place.
Every organisation that maintains documentation lives through this. The procedure is short and general. Around it accumulate notes, each written after an incident and each true for the situation that produced it. If the notes are written in the same voice as the procedure, readers cannot tell which statements are universal and which are local. The most conscientious reader, the one who follows everything exactly, is the one most likely to apply a local note globally.
The remedy is not fewer notes. The notes are where the knowledge is. The remedy is that every note carries its own scope.
How far a note reaches must be written inside the note. If it isn't, the reader assumes it reaches everywhere.
