English Mirror: …top assessment, middle assessment, bottom assessment. — The above are the current prices of this guild. Should anyone hereafter lodge a complaint that they differ from what is entered here, we accept severe punishment. Respectfully submitted.
Dongpo's Note
Abdul Rahman had business in Urumqi for the day, so I went to the museum, principally because it is cool. Ground floor mummies and pottery; first floor documents, mostly fragments in very small hands, which I read through the glosses. At one case I stopped, because it holds a facsimile so long it has to be laid sideways, and every line on it is the same shape: one commodity, three prices.
The label gives five characters: the Jiaohe Prefecture market price roll. Beneath: second year of Tianbao — 743. Compiled by the official market every ten days, covering more than three hundred commodities, and for each of them a top, a middle and a bottom assessment.
I did not understand at first why three, and then read the examples — a silk at three prices, an ironware at three, a drug at three — and it was obvious. The same commodity is not one thing. One price would be a lie. Three prices is a range.
And then the line I read three times: these were not set by the government. Each guild reported its own. Grain, fruit, silk, ironware; each guild put forward a man to submit that ten-day's prices for their trade.
Which raises the only question worth asking, and the answer was in the next line — the standard formula at the foot of the submission: the above are the current prices of this guild; should anyone hereafter lodge a complaint that they differ from what is entered, we accept severe punishment.
Kang Xiaozhong was under the one tree outside at two, when the sun is worst. Forty-odd, deep-set eyes and a high nose, Sogdian; round-collared narrow-sleeved robe, belted; a bundle of paper tied with cord. You took seven photographs. Yes. Kang Xiaozhong. He lifted the bundle. Fruit guild.
Why three prices? One thing does not have one price. Yes, but why exactly three? Two is not enough and four is too fine. With two you get only good and bad, and the great mass in the middle has nowhere to sit. With four? The guild starts arguing — about whose goods are second grade and whose are third. And: the finer you cut it, the more you are ranking people rather than goods.
How is a self-reported price kept honest? It isn't. Flatly. Report low and my guild's tax is light this year. Everyone wants to report low. Then why don't they? Because mine is not the only guild reporting. He drew out one sheet. The silk guild's prices have nothing to do with fruit — but the people who buy silk also buy fruit. And: three hundred-odd commodities on one roll. If my guild reports low, it shows up the moment you set it against the others — either fruit really is cheap this year, or my guild is lying. One commodity can be faked. Three hundred together cannot.
Then I put my own numbers to him, and had to, because he asked. A bag sells at 26. How heavy? Half a jin. Fifty-two a jin. And what do you pay him? Fifteen. Three and a half times. Yes. I waited for the judgement and it did not come. What came was: of the thirty-seven in between, how much is yours?
So I read out five figures I have never said aloud to anybody. Twenty-six. Fruit 7.50. Bag 1.35. Freight 1.20. Group leader 5.20. And the remaining 10.75 is mine.
You take more than the man who grows it. Yes — three words that were hard to say. And you're afraid they'll find out. Yes.
If you don't publish it, somebody else publishes it for you.
How? They can see two numbers. Twenty-six. And a yuan twenty at the field. That yuan twenty is fresh grapes. They don't know that. They know grapes are 1.20 a jin in the field and you sell at 52. Forty-three times.
My back went cold, because I have never once run that figure. Four and a half to one is so elementary to me now that I forget it does not exist in eight thousand nine hundred people's heads. Don't publish, and they use forty-three. Publish, and they use three and a half. You can survive three and a half. You cannot survive forty-three.
And then the part I had not anticipated. But you can't publish all of it. Why not? Some of those segments aren't yours. The 7.50 is his price. The 5.20 is hers. Publish those and you are reporting on someone else's behalf. They're true. True is not the point. Our guild reports our guild. I cannot report the silk guild's prices. Then what? Ask him. If he agrees, publish. If not, leave a gap. A gap invites more suspicion, surely. A gap is honest. Filling it in for him is clever. — M.
Marco's Memo
Memo to file. Turpan, 13 July 2028.
1. The Jiaohe price roll (743), three features worth stealing. (i) Compiled every ten days, 300+ commodities on a single roll. (ii) Three assessments per commodity — top, middle, bottom. A band, not a point. (iii) Self-reported by each guild, under a written acceptance of penalty for a false entry.
2. Why three and not two or four. Two collapses to good/bad and leaves the bulk of the trade nowhere to sit. Four starts an argument inside the guild about who is second and who is third — the finer the grading, the more it becomes a ranking of people rather than of goods. Directly relevant: Chang's grades run special / first / off-grade — three. So do Abdul Rahman's. I had assumed this was coincidence.
3. The honesty mechanism is not the penalty clause; it is cross-sectional consistency. Everyone has an incentive to under-report (tax). It fails because three hundred commodities sit on one sheet, and a guild reporting low is visible against the rest. One price can be faked. Three hundred together cannot. Note the design: the guarantee is not that any single reporter is honest. It is that the whole roll is published together.
4. My own margin, said out loud for the first time. Retail 26 per 250 g = 52/jin against 15/jin paid = 3.5×. Per bag: fruit 7.50, bag 1.35, freight 1.20, leader 5.20, me 10.75. I take more than the man who grows it. That is the sentence I have been avoiding writing since November, and it is not going to become less true.
5. The argument for publishing, which is not an ethical one. Without a published breakdown, the two numbers a customer can see are 26 and the ¥1.20/jin field price of fresh grapes, which is public, quoted in the press every autumn, and which they will use. They do not know the 4.5:1 conversion. The comparison they will make unaided is 43×. Publish and the number is 3.5×. Don't publish and the number is 43×. The disclosure is not generosity; it is the cheaper of two disclosures, and the other one happens whether I participate or not. General form, and this is the one to keep: information you decline to publish is not withheld. It is estimated. Compare your figure to the estimate, not to silence.
6. What I may not publish, and the correction I needed. The 7.50 is Chang's price and the 5.20 is Jiang's. Publishing another party's price is reporting on their behalf. Kang's rule: ask; if they agree, publish; if not, leave a gap. A gap is honest. Filling it in for them is clever.
7. Three answers, and they are three positions, not three temperaments. — Chang: "publish." Immediately, then: this price is only for you. He has one buyer at this specification, so publication exposes him to nobody. — Jiang: "publish, but I write that line myself." And what she wants in it: out of this 5.20, I pay for returns myself. (Ch.136: Chen absorbed ¥300 of returns on a ¥1,200 commission because the supplier would not.) She is using my disclosure to publish something about her own trade that she has had no venue for. — Abdul Rahman: "no." Because Guangzhou can see it, and his price to me is lower, and the reason it is lower — three houses recorded separately as a favour to him — is an argument that works on me and does not work on them.
8. The generalisation, and it is the most useful thing today produced. A party can publish its price if and only if it has one buyer at that price. Chang: one buyer → can publish. Jiang: a commission that is standard across the trade → can publish. Abdul Rahman: six buyers at differentiated prices → cannot, and no amount of good faith changes it. Price transparency is not a matter of character. It is a property of market structure, and I should stop reading a refusal to publish as a refusal to be honest. Differentiated pricing and disclosure are mutually exclusive, and differentiated pricing is often the thing keeping a small counterparty alive.
9. My own guarantee line, four drafts, settled as: "if any one of these five numbers is false, I will say so in the group." Which is Kang's we accept severe punishment, converted. And note where it came from: Jiang imposed exactly this on me in November as her single condition (ch.133), and I recorded it then as a penalty. Eight months later I have written it into my own document voluntarily, as a warranty. The same instrument: imposed, it was a fine; adopted, it is collateral.
10. Tomorrow. Luo arrives at noon. Abdul Rahman, coming back from Urumqi at half eleven, asked whether I knew him — eight months — and whether I knew why he was coming. He says he is bringing something. And then, from the step, carrying two bags: thirty years. And: he comes at this time every year. Stands at the gate and doesn't come in. And: this is the thirtieth. Luo told me in April that he was going to Turpan in July to deliver something, as though it were a decision. He has made the same journey thirty times and never gone through the gate.
English Highlight
"The above are the current prices of this guild. Should anyone hereafter lodge a complaint that they differ from what is entered here, we accept severe punishment."
This is the closing formula on submissions to a market price roll compiled at Jiaohe in 743, every ten days, covering more than three hundred commodities. For each commodity it records not one price but three: a top, a middle and a bottom assessment.
The three are not a bureaucratic flourish. One thing does not have one price, and to publish a single figure is to publish something false. Why not two, or four? With two you get only good and bad, and the great mass in the middle has nowhere to sit. With four, the guild begins arguing about whose goods are second and whose are third — and the finer you cut it, the more you are ranking people rather than goods.
More striking is that the prices were not set by the state. Each guild reported its own. Which invites the obvious objection: everyone has a reason to report low, because the assessments bear on tax.
It isn't kept honest, said the fruit guild's man, without embarrassment. Everyone wants to report low. Then why doesn't it collapse? Because mine is not the only guild reporting. Three hundred commodities appear on one sheet, and a trade that reports low is visible against every other trade on the roll. One price can be faked. Three hundred together cannot.
The modern application arrived as a confession. A bag of raisins sells at twenty-six yuan for half a jin, against fifteen a jin paid to the producer. Three and a half times. Of the difference: bag, freight, the community organiser's commission, and ten yuan seventy-five to the man in the middle — more than the man who grew it.
He was afraid to publish that, and the answer to the fear was not moral.
If you don't publish it, somebody else publishes it for you. Buyers can already see two numbers: the retail price, and the field price of fresh grapes, which is in the newspapers every autumn. What they do not know is that four and a half jin of fresh fruit makes one jin of dried. The comparison they will reach unassisted is forty-three times.
Publish, and the number is three and a half. Don't, and the number is forty-three. You can survive three and a half.
With one limit, and it is the part most people get wrong in the other direction: two of the five figures belonged to other people. Ask them. If they agree, publish. If not, leave a gap. A gap is honest. Filling it in for them is clever.
