那家泡馍馆在厅斜对面,隔一条街。
门脸很小,两间。
进门左手一口大锅,右手四张桌。
中午十二点,人满。
郑处长已经坐在最里面那张桌上了。
五十来岁。
灰色夹克。
面前一个空碗,一双筷子,一小碟糖蒜。
马可愣了一下。
这个人他见过。
就在刚才那间会议室里。
靠窗那个位子,六十来岁,他把年纪看老了,面前只有一个茶杯,连本子都没带。
开会两个半小时,一句话没说。
“马先生。”
“郑处长。”
“坐。”
郑处长把桌上那个空碗往前推了推。
“你自己去窗口要一个。”
“要什么?”
“优质。多要两个馍。”
马可去窗口端了一碗回来。
碗很大。
里面是两个死面饼子,没有汤。
“掰。”郑处长说。
“掰多小?”
郑处长伸出两根手指,比了一下。
“黄豆那么大。”
“要多久?”
“你要是头一回,四十分钟。”
马可坐下,开始掰。
郑处长也没说话,自己拿了一个馍,跟着掰。
两个人在一张油腻的方桌上,一声不吭地掰了十分钟。
第十一分钟,郑处长开口了。
“马先生,你今天那二十分钟,讲得不错。”
“谢谢郑处长。”
“我不是夸你。”
他把一块馍捏碎。
“我是说,讲得不错,不等于有用。”
“我知道。”
“你知道什么?”
马可想了一下。
“加的那一栏是填报项,不考核。”
“对。”
“填报项,多半没人认真填。”
郑处长点了点头。
“你说得对。”
他把手上那块馍放下。
“所以我今天要问你一件事。”
“您问。”
“你今天带那个小伙子来,是临时起意,还是想好的?”
马可想了一下。
他决定说实话。
“带他来,是想好的。”
“让他讲那两分钟呢?”
“是临时的。”
郑处长点了点头。
他没有评价这件事。
他只是又掰了一块馍。
“马先生,我在这个处二十九年。”
“二十九年。”
“从科员干到现在。”
他把那块馍捏成三块。
“我这二十九年,见过的试点,一百多个。”
“成的有几个?”
郑处长想了想。
“看你怎么算成。”
“您怎么算?”
他把手上那三块馍丢进碗里。
“我算的是:验收以后第三年,还有人在干。”
他抬起头。
“照这个算法,一百多个里头,八个。”
马可在心里过了一遍这个比例。
不到一成。
“郑处长,那另外那九十几个,是怎么停的?”
“这个问题问得好。”
郑处长把碗往里推了推。
“没有一个是被停掉的。”
“那是怎么没的?”
“是那个人调走了。”
他停了一下。
“或者那个人退了。”
“或者那个人的领导换了。”
他看着马可。
“马先生,试点不是被否掉的。”
“试点是没人管了。”
马可在心里记了一笔。
他这四个月,一直担心的是被否掉。
他准备了三层论证,就是怕有人当面驳他。
而郑处长告诉他:九十几个死掉的试点,一个被驳的都没有。
他忽然想起卷一里的一件事。
在成都,他做的第一个小区,头半年很好。
后来那个小区的物业换了人。
新来的那个人没有反对,也没有支持。
他只是不回消息。
三个月以后,那个群自己散了。
“郑处长,”马可说,“那八个活下来的,有什么共同点?”
郑处长看了他一眼。
这是他第一次显出一点兴趣。
“这个问题,我十年前就想过。”
“您的答案是什么?”
郑处长伸出一根手指。
“只有一样。”
“哪一样?”
“它在那个人调走之前,先长出了一个不靠那个人的东西。”
“什么东西?”
郑处长想了想。
“有的是一个市场。”
“有的是一个厂子。”
“有的是一群已经把钱投进去的人。”
他把手放下。
“共同点是:那个东西一旦停了,会有别人比你更着急。”
马可坐在那张桌前,把这句话在心里念了两遍。
「一旦停了,会有别人比你更着急。」
他想起洛川那个村。
要是他明年不去了,谁会着急?
强东林会。他今年赔了六块八,可他开了一千一百公里。
李叔会。他七十岁,认了错,答应明年存。
强磊会。他二十六,把一百一十六天记在一个本子上。
三个人。
三个人不够。
他掏出本子,写了一行:
「明年之前,要多出第四个、第五个着急的人。而且他们着急的理由,不能是我。」
写完,他抬起头。
“郑处长,我再问一句。”
“你问。”
“这五座试点,选在哪五个县?”
郑处长愣了一下。
“还没定。”
“那能不能听我一句?”
“你说。”
“别选五个县。”
郑处长皱了一下眉。
“那选什么?”
“选两个县。”
“两个县放五座?”
“对。”
“为什么?”
马可把桌上那张写着七条的纸拿回来,在背面画了两个圈。
“郑处长,五个县五座库,是五个孤岛。”
“两个县五座库,是一张网。”
“差在哪儿?”
“差在拼车。”
马可用笔在两个圈中间画了一条线。
“一座库出不了三吨。”
“三座库在一个县里,凑得出三吨。”
他抬起头。
“四块六变两毛四,靠的不是库,是同一天有三座库往同一个方向发货。”
郑处长看着那张纸,看了很久。
然后他做了一件事。
他把那张纸翻回正面,在第七条下面,用自己的笔加了一行。
马可看见他写的是:
「选点:宜集中,不宜均分。」
写完,他在旁边签了一个字,写了日期。

“小崔。”
他把一块馍丢进碗里。
“我看的时候,跳过了前面十六年。”
“为什么?”
“因为前面十六年,跟这件事没关系。”
“那您看的是哪一段?”
郑处长抬起头。
“你在成都那三年。”
“七个小区。”
他停了一下。
“三年七个。这个数很难看。”
马可点了点头。
“是很难看。”
“可这个数是真的。”
郑处长说,“难看的真数,比好看的假数值钱。”
掰到第二十五分钟,郑处长把话说了。
“马先生,我们想请你做一件事。”
“您说。”
“三十座库里,划五座出来。”
“做什么?”
“运营试点。”
他把碗推到一边,从夹克内袋里掏出一张折了三折的纸。
那张纸上手写着几行字。
“这五座,不比别的多一分钱建设投资。”
“可我们给它单列一笔运营经费。”
“多少?”
“每座每年二十万,先给三年。”
“五座三年,”
“三百万。”
马可在心里算了一下。
每座每年二十万。
够养两个人,加上电费和一点周转。
强磊那个月薪四千,一年四万八。
“郑处长,这笔钱哪儿来的?”
“省级现代农业产业发展资金里挤的。”
“挤得出来吗?”
郑处长笑了一下。
“挤得出来。”
他把那张纸摊平。
“三千万都批了,三百万不是钱的问题。”
“那是什么问题?”
郑处长看着他。
“是没有人愿意在验收表上,签一个「运营」的字。”
马可听懂了。
建设是可以验收的:楼在那儿,机组在那儿,容积在那儿。
运营验不了。
运营是一百一十六个夜里,是有人在降温的时候多起来看两次。
这个东西签不了字。
“郑处长,为什么签不了?”
郑处长把筷子横在碗上。
“你想一想验收是怎么做的。”
“一群人去现场,看图纸,量尺寸,试机器。”
“对。”
“一天能验三个。”
“对。”
他抬起头。
“那你告诉我,怎么用一天,验一个人有没有在冬天的夜里起来过?”
马可没有答。
“验不了。”郑处长说。
“所以验收表上就没有这一项。”
“没有这一项,预算里就没有这一笔。”
“没有这一笔,就没有那个人。”
他把筷子拿起来。
“倒过来看,一样成立。”
“怎么倒过来看?”
郑处长在桌上画了四个点。
“你想让预算里有这一笔,”
“就得让验收表上有这一项。”
“你想让验收表上有这一项,”
“就得让这个东西能在一天之内被验出来。”
他把手收回去。
“马先生,你那本台账,我看过照片。”
马可怔了一下。
“一百一十七页。”
“是。”
“它能在一天之内被验出来吗?”
马可想了很久。
“能。”
“怎么验?”
“翻。”
他说,“老周翻了四十分钟。”
郑处长点了点头。
“这就是我今天找你的原因。”
他停了一下。
“马先生,你那本账,是全省第一个可以在四十分钟里被验出来的‘有人干过活’。”
“郑处长,那这三百万,谁签?”
郑处长把那张纸推到马可面前。
他说了四个字。
“所以要你。”
段三·事件主体
姚崇是在马可掰第三十八分钟的时候来的。
他从那口大锅后面走出来。
六十来岁,一身紫袍,个子很高,走路有点跛。
他手里什么也没拿。
“姚公。”
“马先生。”
姚崇在旁边那条长凳上坐下。
他看了一眼马可碗里那些馍块。
“掰得太大。”
“姚公也吃这个?”
“我在陕州做过刺史。”
“姚公,我现在该答应吗?”
姚崇没有直接回答。
他反问了一句:
“你知道我拜相那天,说了什么吗?”
马可点了点头。
这是唐史上最有名的一次面试。
开元元年,玄宗在渭川打猎,把姚崇叫来,要拜他为相。
姚崇没有谢恩。
“姚公那天说了十条。”
“是。”
“为什么是那个时候说?”
姚崇看着门口那口大锅。
锅里的白气一股一股往上冒。
“因为那是我这辈子唯一能说的时候。”
“为什么?”
“马先生,你想一想。”
姚崇伸出手,在桌面上画了一道线。
“这道线的左边,是他要我。”
“这道线的右边,是我要他。”
他把手收回去。
“这两边只隔一句话。”
“哪一句?”
“臣愿受命。”
马可坐在那张油腻的方桌前,忽然出了一身汗。
“姚公,那十条,”
“你记得几条?”
马可想了想。
“记得三条。”
“说。”
“不求边功。”
“对。”
“不用宦官参政。”
“对。”
“皇亲不任台省官。”
姚崇点了点头。
“还有七条你记不住,很正常。”
“为什么正常?”
姚崇看着他。
“因为你记不住的那七条,是给我自己留的。”
“给自己留的?”
“是。”
姚崇把手放在膝盖上。
“马先生,十条里,有三条是为了天下。”
“另外七条呢?”
“另外七条,是为了让我以后不至于被人拿住。”
“姚公,这话是不是说得太直了?”
姚崇笑了。
“我死了一千三百年,还有什么不能直说的。”
他坐直了一点。
“马先生,我给你讲十条里最不起眼的一条。”
“哪一条?”
“租赋之外,不许一切贡献。”
“这一条什么意思?”
“意思是:除了朝廷定的税,地方不许再往上送东西。”
“这一条好像不难。”
“不难。”
姚崇说,“这一条一点也不难,皇上答应得最快。”
他停了一下。
“可这一条,救了我三次。”
“怎么救的?”
“后来有人参我,说我纵容地方,收了下面的东西。”
“然后呢?”
“我说:开元元年,臣当着陛下的面提过这一条,陛下准了。”
他把手一摊。
“这句话一出,参我的人就得先去问皇上,那年准没准。”
马可怔住了。
“姚公,所以那十条不只是条件。”
“是。”
“是,”
马可想了很久,说出了一个词。
“是存档。”
姚崇点了点头。
“你这个词,比我那个说法准。”
“姚公,我还有一问。”
“你说。”
“您那十条,办成了几条?”
姚崇想了想。
“头几年,大半办了。”
“后来呢?”
“后来我不在了,就慢慢松了。”
“那您怎么看这件事?”
姚崇没有露出可惜的样子。
他反而问了马可一个问题:
“马先生,你知道时人怎么称我吗?”
“说姚公是开元贤相。”
姚崇摇了摇头。
“还有一个说法。”
“什么说法?”
“救时宰相。”
“这四个字是褒是贬?”
姚崇笑了一下。
“当时是贬。”
“为什么?”
“因为宰相该定万世之法。”
“救时,是只管眼前那一段。”
他把手放在膝盖上。
“马先生,我这一辈子,从来不定万世之法。”
“为什么?”
“因为我知道我定不了。”
姚崇看着门口。
“我接手的时候,天下刚乱过。”
“中宗、韦后、太平公主,二十年里换了几拨人。”
他停了一下。
“那个时候要的不是万世之法。”
“要的是让这一年的赋税收上来,让这一年的兵不闹事。”
“姚公,那救完这一时呢?”
姚崇答得很干脆。
“那就换人。”
马可怔住了。
“我做了三年多,就荐宋璟接手。”
“为什么荐他?”
“因为宋璟跟我不是一路人。”
姚崇抬起头。
“他方正。他做的事,我做不来。”
“可救完时以后,要的就是方正。”
“姚公,您就不怕他把您那十条推翻?”
姚崇摇了摇头。
“我怕的不是推翻。”
“那怕什么?”
“怕接手的人跟我一模一样。”
他站起来。
“马先生,一件事要是只有你这样的人才干得下去,那它就活不过你。”
马可站起来,跟着他往门口走了两步。
“姚公,那我今天该不该答应?”
姚崇停在那口大锅旁边。
白气从他身上穿过去。
“你要是不答应,会怎么样?”
马可想了想。
“那五座库照样建。”
“那三百万呢?”
“多半就不单列了。”
“为什么?”
“因为没有人肯在那一栏上签字。”
姚崇点了点头。
“那你要是答应了呢?”
“那三百万单列,五个库有人管。”
“代价呢?”
马可停住了。
“代价是,我以后说话,要先想一想我的身份。”
姚崇看着他。
“马先生,这个代价,你以为你现在没付吗?”
“什么意思?”
“你今天在那个屋子里,为什么不争第三条?”
马可怔住了。
“因为争不动。”
“这就是身份。”姚崇说。
他往前走了一步。
“你以为不受聘就是自由。”
“其实不受聘的人,是在门外自由。”
“门外的自由,是没人拦你说话,也没人听。”
掰完了。
马可把碗端到窗口。
煮好端回来的时候,是四十二分钟以后。
郑处长已经吃了半碗。
“你这掰得,还行。”
“郑处长,我有几个条件。”
郑处长把筷子放下了。
他没有说「你讲」。
他说了另外三个字。
“写下来。”
马可掏出本子,撕了一页。
他在那家泡馍馆的桌子上,写了七条。
写了大概二十分钟。
郑处长一直没有催。
他把那半碗泡馍慢慢吃完,然后要了一碗汤。
七条是这样的:
一、运营岗写进预算,每座库每年不低于十二万,专项,不得挪用。这个数在验收表上公示。
二、五座试点库的收储协议,第三条按原文:遇不可抗力或市场系统性下行,损失由运营主体承担,不向农户追缴。不改为三成。
三、台账格式统一,每座库一本。台账的所有权归记账人,离任时可带走复印件。
四、每座库的记账人姓名、任期、报酬,公示在库门口,与制度牌同处。
五、五座试点的入库率、损耗率,由第三方报,不由建设方或运营方自报。第三方名单每年公示。
六、这五条,五年不改。要改,提前一年公示。
七、以上六条,作为附件,与聘任文件同时下发;不作为口头承诺。
马可写完,把那张纸推过去。
郑处长看了很久。
他看的时候,用一根手指按着纸,一行一行往下移。
看到第二条,他停了。
看到第五条,他又停了。
看到第七条,他抬起头。
“马先生。”
“郑处长。”
“第七条,是不是你不信我们?”
这一问很直。
马可也没有绕。
“郑处长,不是信不信。”
“那是什么?”
“是您在这个位子上,能待几年。”
桌上安静了几秒钟。
郑处长把那张纸折起来。
他没有生气。
他反而笑了。
“我五十七。”
“还有几年?”
“三年。”
他把纸收进夹克内袋。
“这五个库,第一个存储季在今年十月。”
“第二个在明年十月。”
“第三个,”
他停了一下。
“第三个存储季出结果的时候,我已经不在这儿了。”
马可看着他。
“郑处长,那您为什么要做这件事?”
郑处长端起那碗汤,喝了一口。
“我八六年从西北农学院毕业,分到延安地区。”
“第一年干什么?”
“推广矮砧密植。”
他把碗放下。
“那年冬天,我在洛川一个村,住了四十一天。”
马可怔住了。
“哪个村?”
郑处长看了他一眼。
“不是你那个。”
“隔壁乡。”
他用手指在桌上点了两下。
“马先生,那年我二十三。”
“跟今天那个小伙子一样大。”
桌上安静了很久。
外面那口锅还在冒白气。
“郑处长,那四十一天,您记得什么?”
郑处长想了很久。
“我记得两样。”
“哪两样?”
“第一样,那个村的支书姓吴,四十来岁,一只手是断的。”
“怎么断的?”
“六十年代放炮修梯田。”
“第二样呢?”
郑处长把那碗汤端起来,又放下。
“第二样是:我走的那天,他送我到村口。”
“他跟我说了一句话。”
“什么话?”
郑处长学了一句陕北话。
学得不太像,可意思在。
“‘娃,你明年还来不?’”
马可没有说话。
“那您来了吗?”
郑处长看着桌面。
“第二年我调到地区农业局。”
他停了一下。
“没来。”
他把那碗汤喝完了。
放下碗的时候,他说了一句话。
“马先生,我这四十年,就欠这一句。”
“所以今天,”
“所以今天你写七条,我一条也没驳。”
他站起来,把夹克拉链拉上。
“因为你那七条,全是冲着‘明年还来不来’去的。”
他走了两步,又回过头。
“马先生。”
“郑处长。”
“这七条,我拿回去,不一定全过。”
“我知道。”
“过不了的,我会告诉你哪一条过不了,为什么。”
他停了一下。
“我不跟你打马虎眼。”
“谢谢郑处长。”
“你别谢。”
郑处长把手插进夹克口袋。
“我说这话,是因为我三年以后就走了。”
“走了以后就没人告诉你为什么了。”
他看着马可。
“你要趁我还在,把该问的都问了。”
段四·钩子结尾
下午三点,马可回酒店。
强磊在大堂等着。
他已经把那件西装脱了,换回了自己的夹克。
那件西装叠得很整齐,装在一个塑料袋里。
“马哥。”
“嗯。”
“我四点的车。”
“这么急?”
“明天要去库里看一下。”
马可愣了一下。
“库里现在是空的。”
“我知道。”
“那看什么?”
强磊挠了挠头。
“四月份要开机试运行。”
“现在才二月。”
“我想看看那个机组,冬天停了这一个月,有没有事。”
马可看着他,忽然把要说的话咽回去了。
他本来想说的是那七条。
他想说:第一条是运营岗写进预算,每年十二万。
他想说:第四条是把你的名字和报酬,公示在库门口。
可他没有说。
因为那七条还只是一张纸,在郑处长的夹克内袋里。
在它变成文件之前,说出来就是许愿。
他这四个月,最恨的就是许愿。
“强磊。”
“嗯。”
“你那个合同,第七条是什么?”
强磊愣了一下。
“马哥每年至少来两次,少一次我可以不干。”
“是你自己加的。”
“是。”
马可点了点头。
“今年我可能来得多。”
“多少?”
马可想了一下。
他没有说数。
他说了另一句话:
“强磊,要是有一年我来少了,你把那一条拿出来。”
强磊看着他。
“马哥,你这话说得不对。”
“哪儿不对?”
“那一条我写的时候,是怕你不来。”
他把那个塑料袋换了一只手拎。
“现在我不怕这个了。”
“那你怕什么?”
强磊想了很久。
大堂里有人在办入住。
外面的天已经开始暗了。
“我怕的是,”
他停了一下。
“我怕的是你来了,可你来的时候,是从西安来的。”
过了几秒钟,强磊自己往回找补了一句。
“马哥,我不是那个意思。”
“我知道你是那个意思。”
马可说。
强磊愣了一下,然后笑了。
“马哥,你别多想。”
“我要多想。”
马可看着他。
“强磊,你今天在屋里问的那两句,是这四个月最要紧的两句。”
“啥两句?”
“谁来管。那个人拿多少钱。”
强磊挠了挠头。
“我就是想问一下。”
“你想问的时候,为什么敢站起来?”
强磊想了很久。
“因为我不在那个系统里。”
他说得很平常。
“我要是在里头,我就得考虑。”
马可站在大堂里,看着这个二十六岁的人。
他忽然明白了那第八条,究竟买的是什么。
买的不是他的嘴。
买的是「不在那个系统里」这六个字。
马可站在那儿,一句话也没说。
强磊走了以后,马可一个人在房间里坐着。
他把那七条又默了一遍。
默到第四条的时候,他停住了。
「每座库的记账人姓名、任期、报酬,公示在库门口。」
他忽然发现一件事。
这一条是他自己想出来的。
可这一条真正的来源,是今天上午那个记录员问的三句话。
姓名。单位。职务。
强磊答不出「单位」。
他最后说的是三个字:记账的。
马可坐在那间一百六十八一晚的房间里,把这一条改了一个字。
改完是这样:
「每座库的记账人姓名、任期、报酬,公示在库门口。记账人有一个职务名称。」
他把改好的这一版拍了照,发给崔处长。
发完,加了一句:
「郑处长手上那份第四条,请照这个改。」
崔处长过了二十分钟才回。
回的不是「好」。
回的是一张照片。
照片上是那七条,就是他下午写的那张纸。
可那张纸上,已经不是七条了。
是八条。
第八条不是马可写的。
是别人的字,用蓝色圆珠笔加在最下面:
「八、马可先生受聘期间,不得以个人名义对外发布关于本项目的评价性意见。」
马可拿着手机,在那间房里站了很久。
他拨了崔处长的电话。
响了两声,接了。
“崔处长,这一条是谁加的?”
电话那头顿了一下。
“马先生,这一条是标准条款。”
“我知道它是标准条款。”
马可说,“我问的是谁加的。”
电话那头安静了三秒。
“不是郑处长。”
“那是谁?”
“是法规处。”
他停了一下。
“所有聘任文件,都要过法规处。”
“他们看了那七条,加了这一条。”
“为什么?”
“因为您那七条里,有一条要求第三方报数。”
“第五条。”
“对。”
崔处长的声音低了一点。
“法规处的意思是:您既是受聘方,又要求第三方核,那您自己算不算第三方?”
马可坐了下来。
“崔处长,我明白了。”
“您明白什么?”
“这一条不是要堵我的嘴。”
他停了一下。
“是要把我,从裁判席上挪到运动员席上。”
电话那头很久没有说话。
然后崔处长说了一句:
“马先生,您这个说法,我不能承认。”
他停了一下。
“可我也不反驳。”

附录一·Dongpo's Note
Yao Chong came out from behind the cauldron at minute thirty-eight, tall, limping slightly, in purple, carrying nothing. He looked at my bowl and said the pieces were too big.
The man waiting in the mutton-soup place across the street was the one by the window with only a teacup, who had not spoken in two and a half hours. Zheng, fifty-seven. He made me fetch my own bowl and tear the bread myself, soybean-sized, forty minutes for a beginner, and did not say a word for eleven of them.
Then: your twenty minutes were well delivered, which is not praise, because well delivered is not the same as effective. A reported field that is not assessed is a field nobody fills in. Agreed.
He had read my CV and skipped the first sixteen years as irrelevant. What he read was three years in Chengdu producing seven residential compounds, which he called an ugly number, and therefore worth more than a good false one.
The offer: five of the thirty stores carved out as operations pilots. Not one fen more in construction, but a separate operating line — 200,000 a year per store for three years, three million in total. Where from: squeezed out of the provincial modern agriculture fund. Can it be squeezed: yes, three million is not a money problem against thirty million already approved.
The problem, in his words: nobody is willing to sign the word "operations" on an acceptance form. Construction can be accepted — the building is there, the plant is there, the volume is there. Operations cannot. Operations is a hundred and sixteen nights and somebody getting up twice more when the temperature drops. There is no signature for that. Hence: so we need you.
Yao Chong on his own appointment. Kaiyuan first year, Xuanzong hunting at the Wei, summons him to be chancellor, and he does not kneel in thanks. He lays out ten conditions and asks after each: can Your Majesty do this?

Of the ten I could name three. He said the seven I could not name were the ones he kept for himself: three were for the empire, seven were so that he could not later be caught out. Dead thirteen hundred years, he said, so there is nothing he cannot say plainly.

And it saved him three times — when someone accused him of taking things from the provinces, he could answer that he had raised it to the emperor's face in the first year of Kaiyuan and the emperor had approved, which forced the accuser to go and ask the emperor whether that was so.
So the ten conditions were never only conditions. I said: they were a filing. He said my word was better than his.
I wrote seven and pushed them across. Operating post in the budget at not less than 120,000 per store per year, earmarked, published on the acceptance form. Clause three restored verbatim for the five pilots, not thirty percent. One ledger format, and the ledger belongs to the recorder, who may take a copy when he leaves. Recorder's name, term and pay posted at the store door beside the rules. Utilisation and loss reported by a third party, not self-reported, with the panel published annually. Five years unchanged, one year's notice to amend. And the seventh: all six attached to the appointment document, not as verbal undertakings.
Zheng read it with one finger tracking down the page, stopped at two, stopped at five, and at seven looked up and asked whether it meant I did not trust them. Not trust, I said. How many years you have in that chair. He laughed, said three, and observed that the third storage season's results will arrive after he is gone.
Then why do it. Because he graduated from Northwest Agricultural College in 1986, was posted to the Yan'an region, spent his first winter promoting dwarf rootstock, and lived forty-one days in a village in Luochuan. Not mine — the next township. He was twenty-three that year. Same age as the young man in the room today.
Qiang Lei took the four o'clock bus, suit folded in a plastic bag, to go and look at a compressor in an empty store, because it has been off for a month and he wants to know whether it is all right before the April trial run.
I nearly told him about condition one and condition four, and did not, because until those seven lines are a document they are a wish, and wishes are the thing I have spent four months refusing to hand out.
I asked instead about clause seven of his own contract. He said he wrote it because he was afraid I would not come. He is not afraid of that any more. He is afraid that I will come, and that I will be arriving from Xi'an.
Later I amended my condition four by one clause — the recorder shall have a job title — because this morning the minute-taker asked him for name, work unit and position, and he had no work unit and answered the third question with two characters: the one who keeps the book.
Cui replied twenty minutes later, not with a word but with a photograph of my own sheet. It has eight lines now. The eighth is in blue ballpoint, in another hand:

附录二·Marco's Memo
Memo to file. Xi'an, mutton-soup house opposite the department, 12:00–15:00. Night one hundred and three. 18 February.
1. Counterparty identified: Division Director Zheng, 57, the silent man by the window this morning. Two and a half hours, no intervention, and he was the one who called the meeting after the meeting. Note the pattern: the person who does not speak in the room is the person who convenes the second room.
2. Assessment of my own result, from him: a reported, non-assessed field is a field nobody completes. Correct. I recorded it as a win this morning; it is a placeholder, not a win.
3. The offer. Five of thirty stores designated operations pilots. No additional construction capital. A separate operating line: ¥200,000 per store per year × 5 × 3 years = ¥3,000,000, squeezed from the provincial modern agriculture fund.
His diagnosis of why this line does not normally exist, and it is the sharpest thing anyone has said to me this year: construction is acceptable; operations is not signable. A building, a plant and a volume can be inspected against a form. A hundred and sixteen nights cannot. The absence of an operations budget is not stinginess — it is the absence of an inspection procedure, and money does not flow where a signature cannot land.
Which reframes what they want from me. Not expertise. A person willing to be the signature on an unsignable line.
4. Yao Chong's structure, adopted wholesale.
The negotiating window exists exactly once, before acceptance. Left of the line he wants you; right of the line you want him; the distance is one sentence. After you accept, a condition becomes a request, and a request is refusable at no cost.
Second, and less obvious: of his ten conditions three were substantive policy and seven were protective of him personally — and he said so without embarrassment. The most trivial of them (no tribute beyond regular taxes) saved him three times, because it let him answer an accusation with "I raised this to your face in year one and you approved," which shifts the burden onto the accuser.
Conclusion I am writing down because I would otherwise be too fastidious to act on it: a stated, dated, witnessed condition is not a demand. It is an archived defence. Refusing to make one because it looks self-interested is not integrity; it is leaving yourself undefended at the only moment defence is free.
5. My seven conditions, written at the table, handed over:

This is the correct answer and I should generalise it. A commitment held by a person expires with that person's posting. A commitment held by a document expires with the document. Neither is permanent; the second is longer.
7. Zheng's own account, unprompted: 1986 Northwest Agricultural College, posted to Yan'an, first winter promoting dwarf rootstock, forty-one days living in a Luochuan village in the next township. Aged twenty-three.
I record it without knowing what to do with it. The man on the other side of this table was Qiang Lei, forty years ago.
