段一·现身
那份文件,是小张发来的。
第九十三夜。
一月十七日。
离二月十号,还有二十四天。
上午十点,马可的手机响了。
是小张。
“马先生。”
“小张。”
“我给您发个东西,您看看。”
“什么东西?”
那边顿了一下。
“三十个库那个项目,实施方案初稿。”
马可站在出租屋里,忽然觉得手心有点凉。
“小张,这个我能看吗?”
“能。”小张说,“已经下发到县上了。不是密件。”
那份文件是PDF,二十六页。
马可花了三个小时看完。
看完他做的第一件事,是把那六条抄了一遍。
方案里那六条,跟他那块铁牌上的六条,字面上几乎一样。
第一条:存入当日按当日市价先付五成。
第二条:开库售出后,售价高于存入价的部分,全归存果人。
第四条:此三条谁来经办都照办。
第五条:五年不改。
第六条:先来先存,存满为止。
马可看着这五条,忽然有一种很奇怪的感觉。
他们真的抄了。
一个字没改。
然后他往下翻,找第三条。
第三条在第十四页。
标题是:「风险共担机制」。
底下是一段话。
马可读了三遍。
售价低于存入价的,按下列比例分担:合作社承担百分之四十,运营主体承担百分之三十,存果农户承担百分之三十。
农户承担部分,可从下一年度收益中抵扣,不另行追缴。
马可放下手机,在那间屋里坐了很久。
「不另行追缴。」
这五个字,是他那第三条的影子。
可它前面加了一句:可从下一年度收益中抵扣。
他拿出纸笔,算了一遍。
一户存一万斤,按九毛,九千。垫五成,四千五。
假设二月跌到七毛,卖六千三。
亏两千七。
农户承担三成:八百一十。
「可从下一年度收益中抵扣。」
马可写下这一行,忽然停住了。
他把笔放下。
然后他在纸上写了一个词。
「递延负债。」
他这十五年做过很多这样的东西。
递延负债的妙处在于:它今天不花钱。
它今天在报表上只是一行附注。
而三年以后,它是一个数。
他在纸上又写了一行:
这一条不是恶意。
然后他停了很久,写下第二行:
这一条是一个人,要同时让审计和农户满意,而只有审计会读这份文件。
段二·古文镜像

English Mirror: Formerly a bolt of silk paid in tax was reckoned at three thousand two or three hundred cash; today a bolt is worth one thousand five or six hundred. The tax is assessed in cash and paid in goods — so the amount actually surrendered has doubled.
那天下午,马可去了翠华山。
他不知道自己为什么去。
大概是因为出租屋里坐不住。
翠华山在西安南边,秦岭北麓。冬天,山上有雪,游客很少。
他在半山的一条步道上走。
走到一处,有一片很大的堆积体,那是一场古地震造成的山崩,几万块巨石压在一起。
唐代就有了。
马可站在那些石头中间。
“你在算什么?”
马可回头。
一个人站在石头上。
很清瘦。四十来岁。穿着一件青色的官服,可洗得发白。他的脸很端正,不是好看,是那种一看就知道很难说动的端正。
他手里拿着一卷东西。
不是竹简,是纸。
很厚一卷。
“先生您是,”
“陆贽。”那人说,“字敬舆。”
马可怔住了。
唐德宗时的宰相。
《陆宣公奏议》的那个陆贽。
“陆公,”
“你今天看了一份文件。”陆贽说。
“您知道?”
“我看了一辈子这种文件。”
他从石头上下来。
“你刚才在纸上写了四个字。”
马可低头看自己手里那张纸。
递延负债。
“这四个字我不认得。”陆贽说,“可它的意思,我熟得很。”
段三·事件主体
“先生,”马可说,“我先说我看到了什么。”
“讲。”
“他们抄了我那六条。”马可说,“五条一字没改。”
“第三条呢?”
“第三条改了。”
“怎么改的?”
马可把那段话念了一遍。
合作社四成,运营主体三成,农户三成。农户那部分可从下一年度收益中抵扣,不另行追缴。
陆贽听完,一点表情也没有。
“这一条写得很好。”
马可怔住了。
“先生说好?”
“写得好。”陆贽说,“每一个字都站得住。”
“那,”
“可它是错的。”
“先生,一个每个字都站得住的东西,怎么会是错的?”
陆贽把那卷纸放在膝盖上。
“年轻人,你把那一句再念一遍。”
马可念了:
“农户那部分可从下一年度收益中抵扣,不另行追缴。”
“停。”
陆贽伸出一根手指。
“‘不另行追缴’这五个字,是什么意思?”
马可想了想。
“意思是不上门要。”
“对。”
“那‘可从下一年度收益中抵扣’呢?”
马可停住了。
“意思是,还是要还。”
陆贽点了点头。
“年轻人,这两句放在一起,说的是一件事:”
“今年不来要,明年从你自己挣的钱里扣。”
他把手放下。
“这不是免。”
“这是记账。”
马可看着那份文件。
他忽然发现一个更麻烦的地方。
“先生,还有一层。”
“你说。”
“‘下一年度收益’这五个字,没有定义。”
“怎么讲?”
“要是明年农户不参加了呢?”
陆贽看着他。
“那就没有收益。”
“没有收益,怎么抵扣?”
“抵不了。”
他停了一下。
“抵不了,就一直挂着。”
“错在哪儿?”
陆贽在一块石头上坐下。
“年轻人,我先给你讲一件别的事。”
“先生请讲。”
“建中元年,杨炎行两税法。”
“先生,两税法我读过。”
“你读的是什么?”
马可想了一下。
“书上说,两税法把租庸调那一套并成两次收,按资产收,不按人头收。”
“书上还说,这是一大进步。”
陆贽笑了一下。
那个笑很淡。
“书上说得对。”
“那先生为什么要驳它?”
“我不驳法。”
他把那卷纸摊开一点。
“我驳的是一个字。”
“哪个字?”
“钱。”
马可点头,他昨天刚在第八十六回那本书里读到杨炎的名字。
“那是一个好法。”陆贽说。
马可怔了一下。
“先生说它好?”
“好。”陆贽说得很干脆。
“好在哪儿?”
“从前是租庸调。”陆贽说,“按丁口收。一个成年男子,交多少粟,多少绢,服多少天役。”
“这有什么问题?”
“问题是人跑了。”
“跑哪儿去了?”
“安史之乱以后,天下的户口册全乱了。”陆贽说,“人跑了,册子还在。”
“所以呢?”
“所以跑掉的那些人的税,摊在没跑的人头上。”
马可听懂了。
“越摊越重,越重越跑。”
“对。”陆贽说,“这是一个会自己转下去的轮子。”
“那两税法怎么改的?”
陆贽在雪地上画了一个圈。
“不按丁口,按资产。”
“按什么资产?”
“田,和家产。”陆贽说,“你有多少田,你就交多少。人跑了,田跑不了。”
马可停下笔。
这是税基从人头转到土地。
“先生,这确实是个好办法。”
“对。”陆贽说,“而且它还有一样好处。”
“什么?”
“它把所有的杂税,并成了一笔。”
“并成一笔?”
“从前一年要交十几样。”陆贽说,“租、庸、调、青苗钱、地头钱、户税、盐钱、脚钱,”
他停了一下。
“百姓自己都数不清。”
“并成一笔以后呢?”
“夏一次,秋一次。”
“就这两次?”
“就这两次。”
马可在那些石头中间站着,忽然想起刘晏那句话。
只在盐场收一次。
“先生,这跟刘晏的盐法,是一个道理。”
陆贽看了他一眼。
“你认得他?”
“昨夜见的。”
陆贽的表情变了一点。
“他死得冤。”
马可点了点头。
“杨炎害的。”陆贽说,“建中元年,杨炎构陷他,把他赐死在忠州。”
“可先生刚才还说,杨炎那个法是好法。”
陆贽沉默了一会儿。
“一个人可以又做了好事,又害了人。”他说。
“这两件事不冲突?”
“不冲突。”
他望着那片雪。
“史书上非要把一个人写成一样,那是史书的事。”
马可在那儿站了很久。
“先生,那两税法后来怎么了?”
陆贽把手里那卷纸展开了一点。
“我贞元十年上了一道疏。”
“什么疏?”
“《均节赋税恤百姓六条》。”
“讲什么的?”
陆贽抬起眼。
“讲两税法行了十四年以后,变成了什么。”
“变成了什么?”
陆贽没有直接回答。
他在雪地上写了两个数。
三千二百。
一千五百。
“年轻人,这两个数,你看得懂吗?”
马可摇头。
“这是一匹绢,在两个时候的价钱。”
马可怔了一下。
“哪两个时候?”
“建中元年,一匹绢值三千二三百文。”
“贞元十年,一匹绢值一千五六百文。”
马可算了一下。
跌了一半多。
“先生,绢为什么会跌?”
“钱少了。”陆贽说。
“钱少了,东西不该贵吗?”
“钱少了,钱就贵了。”陆贽说,“钱贵了,别的东西就都便宜了。”
马可站在那儿,忽然浑身一震。
通货紧缩。
“先生,唐代为什么会缺钱?”
“铜少。”陆贽说,“铸钱的铜,一年就那么多。”
“可天下的东西一直在多。”
“对。”
马可点了点头。
货币供给跟不上经济体量。
这是一个八世纪的通缩。
“先生,”马可忽然问,“那朝廷知道吗?”
陆贽看了他一眼。
“知道什么?”
“知道钱在变贵。”
陆贽沉默了一会儿。
“知道。”
“那为什么不改?”
“年轻人,”陆贽说,“户部每年报上来的数,是钱。”
“多少缗,多少贯,那个数一直很好看。”
他停了一下。
“十四年里,那个数没有掉过。”
马可站在雪地里,忽然浑身发凉。
账上的数没变。
所以账上看不出问题。
而那十四年里,百姓交出去的实物,翻了一倍。
他抬起头:
“先生,那要看出这个问题,得看什么?”
陆贽说了三个字:
“看绢价。”
“户部报绢价吗?”
“不报。”
“先生,”他说,“那这跟两税法有什么关系?”
陆贽看着他。
“年轻人,”他说,“两税法定税的时候,用的是钱。”
马可停住了。
“用钱定?”
“对。”陆贽说,“建中元年定下来:某户,年纳两税多少缗钱。”
“那交的时候呢?”
陆贽在雪地上又写了两个字。
纳物。
“交的时候,交的是绢、是布、是粮。”
马可站在那些石头中间,忽然出了一身冷汗。
“先生,”他艰难地说,“定的是钱,交的是货。”
“对。”
“那货一跌,”
“那就要交双倍的货。”陆贽说。
马可闭上了眼睛。
建中元年,一户人家定下来一年交三千二百文。
那时候一匹绢正好三千二百文。
所以他交一匹绢。
贞元十年,那户人家还是交三千二百文。
可绢跌到一千六百文。
他要交两匹。
“同一条法。同一个数。”陆贽说。
“没有一个人改过它。”
“可百姓交的,翻了一倍。”
马可站在那儿,很久没有说话。
“先生,”他终于说,“这不是有人贪。”
“不是。”
“也不是有人改法。”
“没有人改。”陆贽说,“一个字也没改。”
“那这是,”
马可想了很久,说出了一个词:
“是那个尺子变了。”
陆贽点了点头。
“年轻人,我那道疏里,说了六条。”陆贽说。
“哪六条?”
“头一条就是这个。”
他把手里那卷纸展开:
“‘定税之数,皆计缗钱;纳税之时,多配绫绢。’”
“‘往者纳绢一匹,当钱三千二三百文;今者纳绢一匹,当钱一千五六百文。’”
他抬起眼:
“‘所输愈多,所入愈少。’”
马可怔了一下,那句他没听清。
“先生,最后一句?”
陆贽重复了一遍:
“百姓所出的越来越多,官府收到的钱,还是那些。”
马可蹲在雪地里,忽然明白了这件事的全部可怕之处。
这不是一个贪腐问题。
这不是一个执行问题。
这甚至不是一个立法问题,两税法本身是对的。
这是一个,计量单位的问题。
“先生,”他说,“那怎么改?”
陆贽的表情很平静。
“我提了。”
“怎么提的?”
“改为计物纳物。”陆贽说,“定税的时候就定绢多少匹,粮多少石。”
“不再折钱?”
“不再折钱。”
“皇帝准了吗?”
陆贽沉默了很久。
“没有。”
马可站起来。
“为什么没准?”
“因为那时候我已经不在相位上了。”陆贽说。
“您什么时候罢的相?”
“贞元十年十二月。”
马可算了一下。
“先生,您那道疏是哪一年上的?”
陆贽看了他一眼。
“也是贞元十年。”
马可怔住了。
“同一年?”
“同一年。”
“上完疏就被罢了?”
陆贽笑了一下。
那个笑很淡。
“不完全是因为那道疏。”他说,“可也不能说没关系。”
“后来呢?”
“后来贬忠州。”陆贽说。
“忠州在哪儿?”
“四川。”
马可怔了一下。
“先生也去了四川?”
“去了。”陆贽说,“待了十年。”
“十年干什么?”
陆贽望着那片雪。
“闭门。”
“闭门做什么?”
“编医书。”
马可站在那儿,一句话也说不出来。
一个当过宰相、写过中国最好的一批奏议的人,在四川一个小州,闭门十年,编了一本医书。
“先生,为什么是医书?”
陆贽的声音很平:
“忠州瘴疠多。”
“我不能上疏了。”
“可我还能配药。”
马可站在那些石头中间,忽然问:
“先生,那本医书,后来有人用吗?”
陆贽想了想。
“《陆氏集验方》,五十卷。”
“传下来了吗?”
“没有。”
马可怔住了。
“一卷也没有?”
“散了。”陆贽说得很平常,“宋朝的时候还有人提过,后来就没了。”
“那先生那十年,”
陆贽看了他一眼。
“年轻人,你又在算了。”
马可停住了。
“我在忠州那十年,配的药,当地人用过。”
他望着那片雪:
“那本书没传下来。可用过药的那些人,那几年没死。”
他停了一下:
“这两件事,你要分开算。”
马可在那些石头中间站了很久。
“先生,”他终于说,“我今天那份文件,”
“讲。”
“它跟两税法一样。”
“怎么一样?”
马可掏出那张纸。
“它抄了我五条,一字没改。”
“对。”
“它改的那一条,写得很客气:不另行追缴。”
“对。”
马可抬起头:
“可它加了一句:可从下一年度收益中抵扣。”
陆贽点了点头。
“你算一算。”
马可蹲在雪地里算。
一户,第一年亏两千七,承担三成,八百一十。
不追缴,从明年的收益里抵。
明年他要是挣了三千,先扣八百一十,剩两千一百九。
看起来没问题。
可要是明年又亏呢?
马可停住了。
明年又亏,又是八百一十。
加上去年那八百一十,一千六百二。
后年呢?
他站起来了。
“先生,”他说,“这个会累积。”
“对。”
“而且它不追缴,所以它不会破产。”
“对。”
马可站在那儿,忽然觉得胃里发凉。
“它就一直挂在那儿。”
“年轻人,”陆贽说,“我再问你一句。”
“先生请问。”
“一户人家欠了三年,欠了两千四,他明年还敢不敢存?”
马可闭上了眼睛。
“不敢。”
“为什么?”
“因为他一存,就等于承认那笔账。”
“对。”
马可睁开眼:
“而且他要是不存,那笔账就一直挂着,永远不用还。”
陆贽点了点头。
“所以这一条最狠的地方在这儿:”
“它不逼他还钱。”
“它让他不敢再来。”
马可站在那片古地震的堆积体中间,忽然想起杜甫在城墙下讲的那道篱笆。
吴郎没有不让那个老太婆打枣。
他只是插了一道篱笆。
而那个老太婆看见篱笆,自己就不来了。
“先生,”他说,“我明白了。”
“说。”
马可看着那些几万块压在一起的石头。
“我那第三条,写的是‘跌了不追’。”
“对。”
“它那一条,写的是‘不另行追缴’。”
“对。”
“这两句话,字面上差不多。”
他抬起头:
“可我那一条,是让人第二年还敢来。”
“它那一条,是让人第二年不敢来。”
段四·钩子结尾
天要黑了。
陆贽要走了。
“年轻人,我给你三句话。”
“先生请讲。”
“第一,一条法坏掉,多半不是有人改了它。”
马可点头。
“是它挂钩的那个东西,自己变了。”
“所以定规矩的时候,最要紧的是看清楚:你这条规矩,挂在什么上头。”
马可在本子上飞快地记。
“第二句。”
“先生请讲。”
陆贽看着他。
“你那第三条,为什么在他们那儿写不下去?”
马可想了想。
“因为财政的钱不能说亏了不追。”
“不对。”陆贽说得很干脆。
马可怔住了。
“那是为什么?”
陆贽说:
“因为你那一条,没有一个人受益。”
“怎么讲?”
“年轻人,你那一条,跌了你不追。”陆贽说,“钱是你出的,你自己认了。”
“对。”
“那这一条,对经办的人有什么好处?”
马可停住了。
“没有好处。”
“对。”陆贽说,“一条对经办的人没有任何好处的规矩,在你手上能立,因为你就是那个出钱的人。”
“可它一进别人的手,就必须改。”
“为什么?”
陆贽一字一句地说:
“因为经办的人要向上头交代。而‘我们承担了全部损失’这句话,没有一个人敢往上报。”
马可站在雪里,忽然全明白了。
“先生,那第三句呢?”
陆贽已经开始往山下走了。
他回过头。
“第三句最要紧。”
“先生请讲。”
“你现在有两个选择。”
“哪两个?”
陆贽说:
“一个是,你去争。争那第三条不能改。”
“另一个呢?”
“另一个是,你不争。”
马可怔住了。
“不争?”
陆贽望着山下那片渐渐亮起灯的城。
“你不争,他们那三十个库,会照着他们那一版办。”
“头三年,大概会有一些人存。”
“第四年,欠账累起来了,那些人就不来了。”
“到第五年,那三十个库,会跟洛川那个库一样。”
马可站在那儿,忽然觉得后背发凉。
“先生,那我为什么不争?”
陆贽看着他,说了今夜最后一句:
“因为到那时候,你手上会有一样他们没有的东西。”
“什么东西?”
“一个转了五年的库。”
马可一个人站在翠华山的雪地里。
天全黑了。
他掏出手机,翻到那份PDF,看着第十四页那一段。
看了很久。
然后他做了一件事。
他截了图。
然后他打开跟强磊的对话框,把那张图发了过去。
配了一行字:
这是省上的版本。第三条被改了。
那边过了一会儿。
我看了。
啥意思?
马可打字:
意思是,明年三十个库,会用这一条。
那边隔了很久。
那咱们呢?
马可站在雪地里,一个字一个字地打:
咱们不改。
那边很快回了:
那不就跟他们不一样了?
马可看着那片黑下来的山。
对。
不一样好吗?
他想了很久,打了一段:
强磊,我今天想明白一件事。
这三十个库跟咱们,不是一件事的两种做法。
是两个试验。
他们试他们那一版,咱们试咱们这一版。
五年以后,看谁那个库还在转。
那边沉默了很长时间。
然后来了一条:
马哥。
在。
那要是五年以后,他们那个转得比咱们好呢?
马可站在那些石头中间,忽然笑了。
他打了一行字:
那咱们就改成他们那样。
那边过了一会儿。
你舍得?
马可看着手机屏幕,想起商鞅那句「五年不改」,想起陆贽刚才那句「是它挂钩的那个东西自己变了」。
他打了三行:
牌子上写的是五年不改。
五年到了,就该改。
该改的时候不改,那也是一种烂规矩。
他正要收起手机,那边又来了一条。
马哥,还有个事。
你说。
今天群里有人说话了。
马可怔住了。
那个群才建了八天,一直只有强磊一个人在发。
谁说的?
那边发来一张截图。
马可点开。
群名:××村苹果行情(自己人)。
成员:十七人。
最新一条,不是强磊发的。
是一个头像是苹果树的人发的:
「今天有个客商来我家,问还有货没,报八毛。我说没有了。」
「他说明年早点找我。」
底下强磊回了一句:
「记下了。」
马可站在冬天的山上,握着手机,忽然眼眶发热。
第一条不是他发的。
是别人发的。
他把那张截图看了三遍。
那个人报的是八毛。
而他说:我说没有了。
马可忽然注意到一件事。
那个人没有说自己去年卖了多少。
他说的是今天有人来问、报了什么价、他怎么答的。
这三样,都不涉及他自己的家底。
他站在冬天的山上,忽然明白了强磊那个改法为什么成了。
这个塬上,没有人愿意说自己挣了多少。
可每一个人都愿意说,今天有人来问我了。
因为前一句是家底。

附录一·Dongpo's Note
Foreign friend — Lu Zhi. I was chief minister to Dezong, and I was dismissed within a year of submitting the memorial you are about to be told of, and I spent the last ten years of my life in Zhongzhou compiling a book of prescriptions.
You read a document this morning that copied five of your six articles without altering a character, and rewrote the third. I want you to understand what you are looking at, because I spent fourteen years watching the same thing happen to a better law than yours.
Yang Yan's two-tax law of 780 was good. Say that first. The old system taxed by head, and after the rebellion the registers were fiction — the people had gone and the names remained, so the tax of the departed fell on those who stayed, which made more of them leave. A wheel that turns itself. Yang Yan taxed land and property instead, because a man may run and his field may not, and he consolidated a dozen separate levies into two collections a year. It was the right reform and I never said otherwise, and the man who devised it also destroyed Liu Yan, and both of those are true at once. Histories want a man to be one thing. That is the histories' problem.
Here is what happened to it without anyone amending a word.
The assessment was denominated in cash. Payment was made in silk and grain. In 780 a bolt of silk stood at three thousand two hundred cash; by 794 it stood at one thousand five or six hundred. Copper was scarce and the coin appreciated, so everything measured against it fell.
Same law. Same figure. The peasant now surrendered two bolts where he had surrendered one.
No corruption. No amendment. The ruler changed under the rule.
So: when you set a rule, the question is not whether the rule is right. It is what the rule is pegged to. I proposed assessing in goods and being paid in goods. It was not adopted. I was out of office by the twelfth month of the same year.
Now yours. Your third article says losses are not reclaimed. Theirs says losses are not separately reclaimed and may be offset against next year's proceeds. Those sentences are cousins and they do opposite work. Yours makes a man willing to come back next year. Theirs accumulates — three bad Februaries and he carries an unpayable balance that is never enforced and never cleared, and the only way to avoid acknowledging it is to stop storing. It does not take his money. It stops him coming. You have met that shape before, at a gate with dates on the other side of it.
And you have the wrong explanation for why your version cannot be written into their document. It is not that public funds may not be waived. It is that your article benefits nobody who administers it. You can hold a rule that helps no one but the grower, because the money is yours. The moment it passes into other hands it must be amended, because an administrator has to report upward, and no one has ever reported the sentence we absorbed the entire loss.*
Last. You may fight for the clause and lose, or decline to fight and have, in five years, the one thing they will not have.
A store that has been running for five years.
附录二·Marco's Memo
Memo to file. Cuihua Shan, then Luochuan. Night ninety-three. 17 January. 24 days out.
Subject: the provincial draft, and how a rule dies without being amended.
1. Implementation plan received, 26 pp, already circulated to counties. Articles one, two, four, five, six copied verbatim from the plate. Article three replaced, p.14, under the heading "risk-sharing mechanism":
loss allocation — cooperative 40%, operator 30%, depositing household 30%; the household's share offsettable against the following year's proceeds, not separately reclaimed.
2. First read: this is close to my clause. Second read, with a pencil: it is the opposite of my clause.
Worked example. 10,000 jin at 0.90 = 9,000; advance 4,500; February at 0.70 = 6,300; loss 2,700; household share 810, carried forward.
The carry is the mechanism. It does not extinguish, it is never enforced, and it compounds across bad years. Three consecutive poor Februaries produce a balance of ~2,400 that the grower can only avoid acknowledging by not storing — and not storing keeps it dormant indefinitely.
Booking it correctly: this is a deferred liability with no maturity, no interest, and no discharge, and the only voluntary act that triggers recognition is participation. It is exquisitely designed to look merciful and to terminate usage by year four.
Note that I do not believe it was designed. It is what you get when a drafter must satisfy an auditor and a grower simultaneously and only one of them reads the document.
3. Lu Zhi's precedent, and it is the cleanest statement of instrument risk I have encountered outside a derivatives desk.
Two-tax law, 780: assessed in cash, settled in goods. Silk at 3,200 cash in 780, 1,500–1,600 by 794 — copper scarcity, currency appreciation, everything priced against it falling. Same statute, same nominal figure, and the real burden doubles.
No corruption. No amendment. The unit of account moved under the rule.
Restated for my own use: a rule pegged to a floating unit is not a rule, it is a position. My six articles are denominated in "the market price on the day of deposit," which is itself a floating quantity, and I have never once asked what happens to my own clause if that reference drifts. Adding to the error book.
4. Diagnosis of why my article three cannot survive transfer, and my own explanation was wrong. I had assumed: public money cannot be documented as waivable. Lu Zhi's correction: my clause benefits no one who administers it. I can hold it because I am the party bearing the loss. Anyone else must report upward, and "we absorbed the entire loss" is not a reportable sentence.
Which means the clause is not transferable by advocacy. It is only transferable by evidence.
5. Decision taken, and it is a reversal of my instinct. Do not fight the clause.
Their thirty stores run their version. We run ours. Two experiments, five years, and the comparison is the argument. Lu Zhi's projection of their path: some usage in years one to three, accumulated carry by year four, and by year five thirty buildings in the condition Luochuan's was in when I found it.
If I am wrong and their version outperforms, we adopt theirs. The plate says five years unchanged; at five years it is due for revision, and refusing to revise a rule that has been beaten is itself a bad rule.
6. Lu Zhi's biography, recorded because I did not know it. Memorial submitted 794; dismissed the twelfth month of the same year; exiled to Zhongzhou in Sichuan; ten years behind closed doors compiling a book of medical prescriptions, because the region was malarial and he could no longer submit memorials but could still compound drugs.
7. 19:40. Sent the screenshot of p.14 to Qiang Lei and told him we are not changing ours.
And then he sent one back. The village price group — eight days old, seventeen members, and until today only him posting — has its first message from somebody else. A grower reporting that a buyer came asking whether he had stock, quoted 0.80, was told there was none, and said to find him earlier next year.
Qiang Lei's reply, in full: "记下了."

"The tax is assessed in cash and paid in goods — so the amount actually surrendered has doubled."
Yang Yan's two-tax reform of 780 was a genuine improvement. The old head tax had become fiction after the An Lushan rebellion: the people had fled and the registers had not, so the liabilities of the departed fell on those who remained, which caused more of them to leave. Yang Yan taxed land and property instead — a man can run, a field cannot — and consolidated a dozen scattered levies into two annual collections.
Fourteen years later Lu Zhi submitted a memorial describing what it had become, and the diagnosis contains no villain.
Assessment was denominated in cash. Settlement was made in silk and grain. In 780 a bolt of silk was reckoned at 3,200 cash; by 794 it was worth 1,500–1,600, because copper was scarce and the coin had appreciated against everything else.
Same law. Same nominal figure. The peasant now handed over two bolts where he had handed over one.
Nobody had amended a character. No official had stolen anything. The unit of account had moved beneath the rule — which makes this, in modern terms, not a governance failure but an unhedged basis risk written into statute and left there for fourteen years.
Lu Zhi proposed assessing in goods and collecting in goods. It was not adopted; he was dismissed from the chancellorship in the twelfth month of the same year, exiled to Zhongzhou, and spent the last decade of his life compiling a book of prescriptions — because the region was malarial, he could no longer submit memorials, and he could still make medicine.
The lesson survives the man: when you write a rule, the question is not whether the rule is right. It is what the rule is pegged to.
