English Mirror: The Son of Heaven is punishing the Xiongnu. In my foolish view, worthy men should give their lives at the frontier, and men of means should give up their wealth — and by this the Xiongnu can be destroyed.
Dongpo's Note
Foreign friend — Bu Shi. I herded sheep. I am not a scholar and I will not pretend to speak like one.
In the Yuanshuo years, when the court was fighting the Xiongnu and short of money, I submitted a petition offering half of what I owned. Nobody thanked me. The chancellor Gongsun Hong said: this is not human nature. And then the sentence that finished it — a man who behaves outside the norm cannot be held up as an example, or he will disorder the law.
The court refused my money. I went home and went on feeding sheep, because the sheep did not know what had been said in Chang'an and still wanted grass.
Years later the Yellow River flooded, hundreds of thousands had to be moved, the court asked the rich for loans and nobody gave. I gave two hundred thousand. That time it was accepted — and the only thing that had changed was that this time they were genuinely out of money. When a man gives and you do not need it, you ask what he wants. When you need it, nobody asks.
Then the Emperor tested me by putting me in charge of his sheep in the Shanglin park, which I understood perfectly well was not an appointment. A year later the flock was fat, and he said governing people is much the same, and I told him: keep them to their hours, and take the sick one out at once so it does not ruin the flock. That is not cruelty. If you leave the sick ewe in, within ten days you have failed the other nine hundred and ninety-nine.
I rose to Censor-in-Chief and lasted one year, because I objected in writing to Sang Hongyang setting officials in the market stalls to trade for profit, and I was moved sideways to a decorative post. So do not take my career as evidence of anything.
Now the part I have never told anyone, and the reason I came to your sheepfold.
When I made that first petition, I wanted the court to praise me. I was a herdsman with a thousand head, rich in my district and nobody in the world's eyes, and I was thirty-odd and no man of standing had ever looked at me properly. I meant the money honestly and I also wanted to be seen. Both were true at once, and I have never separated them.
Gongsun Hong was half right. He was right that I wanted something. He was wrong about what.
So when your village asks what you are after, do not tell them you want nothing. Nobody wants nothing, and they know it about themselves, so a man who claims it is either lying or a fool. Tell them the small thing you actually want. They are not frightened that you want something. They are frightened that they cannot guess what — and what cannot be guessed is always guessed at the worst.
Marco's Memo
Memo to file. Luochuan, village committee and the sheepfolds above it. Night eighty-five.
Subject: a rumour, and why "I want nothing" is the worst available answer.
1. Situation on arrival. A printed notice on the village committee door denying that the ¥45,000 is a deposit on land, that the orchards will be bought, that the foreigner will take the ground. Director Li posted it himself. His read: most don't believe the rumour, but the believers are loud.
His instruction: do nothing, because explanation deepens suspicion.
2. My reflex, and the error inside it. I said: I put the money in their account, not mine; I cut the terms into iron for five years; I asked for nothing. Li's response was that this sentence is precisely why they suspect me.
3. Bu Shi's case, which is the same event two thousand one hundred years earlier. He offered half his property for the frontier campaign. Chancellor Gongsun Hong's objection was not that it was too little or suspicious in detail — it was 此非人情, this is not human nature, and therefore the man is irregular and cannot be made an example of without disordering the law. The court declined the money.
Years later, during the Yellow River flood displacement, he gave 200,000 and it was accepted. The only variable that changed: the court was actually out of money.
Extracted rule: a costly signal is read as suspicious in proportion to how unnecessary it is. Give when the recipient is not desperate and they will search for your motive. Give when they are, and nobody asks. My ¥45,000 arrived in a village that had survived three years without the store. It was, from their side, unnecessary.
4. The disclosure I did not expect. He wanted the court's praise. A herdsman with a thousand head, rich locally, illiterate by scholar standards, thirty-odd, and never once looked at properly by anyone of standing. He says the patriotism and the wish to be seen were simultaneous and he has never separated them.
Gongsun Hong was right that he wanted something and wrong about what.
5. Action taken, next afternoon, against Li's advice and with his eventual approval. Called a meeting of ~80 people and did not deny the rumour. Stated what I want, in three items: — that the six articles hold for five years; — that people remember I wrote them (my name is the first line on the iron, and if that looks like a man positioning himself, they are not wrong); — that a success in one Shaanxi county buys me ten extra minutes of attention in the next place, and those ten minutes are worth a great deal to me.
And, when asked whether this makes money: not this year, probably not next. And that ¥45,000 is worth it to me because I made money elsewhere in a way that was not earned one jin at a time.
6. Result, from the village WeChat group Li showed me afterwards: acceptance went up, not down. Representative line — "who doesn't want their name on something? we carve names on a stone when we repair a road."
Li's summary, from twenty years as a cadre: here, a man who says he is good is not believed. A man who admits a private motive that harms nobody is a relief.
Filing this as technique, not virtue: stating your own interest precisely is a way of removing the space in which people invent worse interests for you.
7. 20:10. Qiang Lei reports the refrigeration engineer's finding on the four-hour temperature excursion.
Not a relay. Not equipment. The compressor was fine.
Someone opened the breaker, and closed it again four hours later. By hand.
Three keys exist to that panel. Director Li has one. Qiang Lei has one. The third is held by the cooperative's legal representative — who, per night seventy-eight, was one of the five signatories on the acceptance certificate, and stored nothing.
I am not going to write down what I think this means until I know more. Recording only the facts and the key count.
English Highlight
"This is not human nature." — Chancellor Gongsun Hong, on being told that a herdsman wished to donate half his property to the war effort
Bu Shi's offer was refused, and the reason given was not that it was insufficient or improperly made. It was that a man who behaves outside ordinary self-interest cannot be praised without disordering the law — the court could not model a norm nobody would follow.
Years later, when the Yellow River flooded and hundreds of thousands required resettlement, he gave two hundred thousand cash and it was accepted without comment. The single variable that had changed was the state's desperation.
Which yields an uncomfortable rule about costly signals: the suspicion attaching to a gift is inversely proportional to how badly it is needed. Give to someone who is not desperate and they will spend their energy on your motive. Give to someone who is, and nobody asks.
But the sharper part is what Bu Shi conceded about himself. He wanted the court's praise. He was a herdsman with a thousand head, wealthy in his district and invisible everywhere else, and no person of standing had ever looked at him properly. The patriotism and the hunger to be seen were, in his account, present in the same act and never separable.
Gongsun Hong was right that he wanted something, and wrong about what.
Which is why the answer to a village that asks what an outsider is really after is not nothing. Nobody wants nothing, and everyone knows it of themselves, so the claim marks the claimant as a liar or a fool. The workable answer is the small true thing — because people are not frightened by a motive. They are frightened by a motive they cannot guess, and an unguessable motive is always guessed at its worst.
