English Mirror: We ask that the salt and iron monopolies, the liquor levy, and the equitable-transport officers be abolished — that the state cease competing with the empire for profit, and set an example of frugality. Only then can moral instruction flourish and customs be changed.
Dongpo's Note
Foreign friend — Sang Hongyang again, briefly, because the important voice this morning was not mine.
You have been treating the man who buys fruit as a toll on the road, and you spent four months working out how to get around him. This morning he told you what he actually earns: five fen a jin, on three thousand tonnes, about a hundred and fifty thousand a year — and three of those five fen are a wager on what the price will be twenty-four hours after he loads the truck. Last November it fell four mao overnight when the Shandong crop arrived.
He is doing the same thing your grower is doing. He is betting on a price he does not set. The only difference is the clock: seven days for the grower, twenty-four hours for him.
And then he told you why the company that came ten years ago to "remove the middleman" left after two seasons. Growers would not honour contracts for the sake of one mao. Nobody graded the fruit. And — the one that finished them — they could not sell what they bought, because the buyers in Guangzhou and Shanghai had no reason to take their goods.
His own reason is fourteen years and one bad truck. He shipped a load with good fruit on top and poor fruit underneath, four thousand yuan' worth of deceit, and the man in Guangzhou paid him the full price for all of it and said: if you are short of money, tell me — don't damage your own name. Twenty thousand tonnes have gone down that line since, and the man no longer inspects, or even reads the weighbridge tickets.
That is Kang the sabao's strip of leather, in a different alphabet. And notice which way the forgiveness ran. The wronged party paid in full. It cost him four thousand and bought fourteen years.
Now hear what I heard, standing in the doorway. You were listening to the Salt and Iron conference. I argued from the capital that the machinery was necessary; sixty men argued from the counties that the machinery becomes something else when it arrives. Both were true. The commonest error in front of two true things is to pick one. The correct move is to find the man who has been living between them, and ask how he has survived there — and he has been sitting across a bowl of mutton soup from you all morning.
One more thing about my own law, and it is the flaw that took me two thousand years to name. I wrote: when dear, sell; when cheap, buy. I did not write to whom. So my officers sold first to men they knew, then to men who bid high, and last to whoever was queuing.
Your sixth article — first come, first stored, every man's fruit the same — is the clause I failed to write. In any rule, what matters is rarely what it permits. It is the order it fixes.
Marco's Memo
Memo to file. Paomo shop, Zhuque market gate, 07:00. Third gate, night eighty-three.
Subject: I have spent four months trying to disintermediate a man who earns five fen.
1. Zhou. Nineteen years. Three thousand tonnes a year across roughly forty villages, six staff, four trucks. Net ~¥150,000/year, which is ¥0.05/jin. My working assumption since July has been that the ¥1.93 spread was substantially rent. It is not. It is freight, cartons, stall fees, spoilage, and five fen.
2. Of those five fen, he says three are a bet on the twenty-four-hour price. Reference event: 17 November last year, minus ¥0.40 overnight on arrival of the Shandong crop.
Restated: the grower is long fruit for seven days; the trader is long fruit for twenty-four hours. Same position, different duration. Neither sets the price. I have been calling one of them a victim and the other an intermediary, and the distinction was mine, not the market's.
3. Price formation, observed. He checks three sources at 04:00: this market's clearing prices, his Guangzhou buyer's quote, and a 487-member WeChat group of competitors posting live regional prices. They report to each other because a trader who does not know Baishui printed 0.79 will overpay in Luochuan and lose money.
That group is the actual price-discovery mechanism of this industry and it is not in any of my thirty-seven pages.
4. Why the corporate disintermediation attempt failed, ten years ago, two seasons: growers walk on contracts for one mao and cannot be sued economically; fruit arrives ungraded and nobody can hand-sort forty villages; and — decisive — they could not sell the volume they bought, because downstream buyers had no reason to take them.
5. The fourteen-year relationship, and it is the most valuable asset described to me on this trip. Year three, Zhou shipped a double-layered truck: good fruit above, poor below, roughly ¥4,000 of fraud. The Guangzhou buyer discovered it on unloading, paid the full first-grade price for the entire load without deduction, and said: if you're short, tell me — don't damage your own name.
Twenty thousand tonnes since. No inspection. He does not read the weighbridge tickets.
I have structured collateral, escrow, holdbacks, and inspection rights for twelve years, and I have never seen anything with this cost-to-durability ratio. Four thousand yuan, once, by the injured party.
6. His verdict on my six articles: well written, and irrelevant to him. Luochuan produces ~1,000,000 tonnes. Our store is 500. That is five parts in ten thousand, and he was not being cruel — his phrase was that if I think 984 jin has solved the thing, I have not come through the door yet.
7. Sang Hongyang's reading, delivered outside: this morning was the Salt and Iron debate. Capital versus counties, mechanism versus its local behaviour, both true. The error in front of two true things is to choose one. The correct move is to locate whoever has been living between them for nineteen years and ask how.
8. His confession about his own statute, which I am taking to Luochuan: he wrote when to buy and when to sell, and never wrote to whom. So his officers sold first to their own contacts, then to high bidders, and last to the queue. My article six — first come, first stored, every man's fruit the same — is the clause he failed to write.
"In any rule, what matters is rarely what it permits. It is the order it fixes."
9. Action, 08:20. Invited Zhou to the February opening. He objected, correctly, that 984 jin does not fill a truck. Reframed: not come and buy — come and look at what four months in a cold room does to it. He declined again until I asked where he intends to source when Guangzhou runs short on 10 February. He did not answer, and then said he would come.
He added that he is not coming to help me. I told him that is exactly why I want him there. A buyer who arrives out of self-interest will tell me the truth about my fruit. A buyer who arrives to be kind will not.
English Highlight
"We ask that the state cease competing with the empire for profit." — the reform party, 81 BCE
"Then what will feed the frontier?" — Sang Hongyang, in reply
The Salt and Iron debate is usually taught as a contest between Confucian idealists and a Legalist technocrat. Read the transcript and something less comfortable emerges: both sides were describing something real, and neither could answer the other.
The scholars had come from the counties. They could name a district, a year, and a household that had gone half a year without salt because the monopoly price was too high. Sang Hongyang could compute the wealth of the empire to a single figure and knew what the frontier armies would eat next spring. He had the aggregate; they had the instance. The aggregate could not feel the instance, and the instance could not fund the frontier.
His own account of losing: for half a year I argued from principle, and I could out-argue them on principle. What they had that I did not was that they came from the counties.
Which is why the useful move, when two true things collide, is neither to arbitrate nor to pick a side. It is to find whoever has been physically living in the gap.
In this case a fruit trader of nineteen years, who earns five fen a jin, wagers three of them on the overnight price, and holds his most valuable asset — a fourteen-year relationship in Guangzhou — because he once cheated that man out of four thousand yuan and was paid in full anyway, with one sentence: if you're short, tell me; don't damage your own name.
