*English Mirror: After Emperor Xuan came to the throne, there were years of famine in Bohai and the neighbouring commanderies, and robbery broke out everywhere; the two-thousand-bushel officials could not suppress it. The Emperor looked for someone able to govern there, and the Chancellor and the Censor recommended Gong Sui as fit for the post; so he was made Governor of Bohai. Gong Sui was then over seventy; when summoned, he was short and small in appearance, and the Emperor, seeing him, thought him not equal to his reputation, and privately made little of him. — The Emperor said: "By what means do you propose to put down the robbers there, so as to answer my intention?" Gong Sui replied: "That seaboard is far off and has not been reached by Your Majesty's transforming influence. Its people are pressed by hunger and cold, and the officials do not pity them; and so Your Majesty's own children have taken up Your Majesty's weapons and are playing with them in a pond. Do you now wish your servant to conquer them, or to settle them?" The Emperor was much pleased with this answer and said: "In choosing a worthy man I did indeed wish to settle them." — Gong Sui went to the office in a single carriage, alone. … He ordered that any man carrying a hoe or a hook or farming tools was to be counted a good subject and no officer might question him; only those carrying weapons were robbers. Then he led by his own frugality and urged the people to farming and sericulture, ordering for each person one elm tree, a hundred plants of xie, fifty scallions, one bed of chives; for each household two sows and five hens. — When people carried swords, he had them sell the sword and buy an ox, sell the knife and buy a calf, saying: "Why are you wearing an ox and carrying a calf about with you?" In spring and summer they had no choice but to go to the fields; in autumn and winter he assessed the harvest and had them lay in fruit and water-chestnuts besides. He went about encouraging them; and there were stores laid by throughout the commandery, officials and people alike were well off, and litigation ceased.

Fourteenth of August, twenty to four, west of house three. First time I have been here in the afternoon.

The tree is thick — arms out, I am nowhere near round it. Bark split in deep vertical fissures. An elm. The crown is wide and hangs low on the eastern side, and the shadow was already on the west wall of house three. I stood there twenty minutes and it moved east about a foot. Twenty to four until four: one foot. I scratched a mark at the foot of the wall with a stone and noted the time.

Back in the yard at half four. What kind of tree? Elm. How old? Same as house three. My grandfather planted it on the west side after he finished building it. Which year? Ninety-two. — thirty-nine years. Then I asked what a tree like that is worth. He looked at me for about two seconds and said: you want to cut it down?

Gong Sui came at dusk while Alim was cooking. Very old, past seventy, very short — a head shorter than me — in a Han governor's dress with no escort and nobody with him at all. He walked in alone, looked up into the crown, and sat on the stone beside me. What you asked just now was the price. Sir. Gong Sui.

Bohai: there was famine in several commanderies that year, bad enough that the offices could not hold it, and the court sent me as governor. How many men did you take? A single carriage, alone. I stopped. One cart, myself. At the commandery border a party came out to meet me with troops. I sent them back. Weren't you afraid? Take troops, and what people see is troops. And: go alone, and what they see is an old man.

And what were you sent to do? He asked me how I would put those people down. What did you answer? I asked him a question first: does Your Majesty wish me to defeat them, or to settle them? That is a dangerous question. It is. And: but without settling it, whatever I did there would be wrong. And, three times into the book: for the same place, defeating and settling are opposite methods. And: to defeat, I should take troops. To settle, I should go alone. There is nothing in between.

The swords: when I arrived, a great many men were carrying blades. What did you do? I had them sold. Sell the sword and buy an ox; sell the knife and buy a calf. Were they willing? Not at first. A man with a blade thinks the blade is what keeps him alive. And so? I said one thing to them. Which? "Why are you wearing an ox and carrying a calf about with you?" And the gloss: a good blade fetches an ox. That thing on your belt already is an ox. And: and you walk about all day with it hanging on you. And, four times into the book: it is worth an ox, and it does not calve.

Then I asked about the tree. He looked up at it. What is it worth? I said I had asked and not yet heard the answer. Then don't listen yet. First tell me what it is on your books. Zero. It is zero on your books. And: it is not zero on somebody else's. He went to the trunk and pressed his hand flat on the bark. On those books of yours, only what can be sold has a figure. And: this tree, unsold, is zero. And: sold, it has a figure. And, and I stood up: those books of yours push people into selling things. — M.

Memo to file. Turpan, 14–16 August 2031. I spent an evening solving a problem that did not exist.

1. The tree, measured. Elm, planted 1992 by Alim's grandfather on the west side of house three the year he finished building it — thirty-nine years, trunk about 60 cm at breast height. Its shadow reaches the west wall at about 15:40 and travels roughly a foot every twenty minutes. Timber value, asked in the county town: ~¥4,000 as furniture stock, ~¥1,000-odd as firewood.

2. The arithmetic I did that night, and what it was actually for. Cut the tree → house three warms to house one → five days earlier take-down → five days saved on collection and despatch, value not computable by me. Against ¥4,000 straight into the family's pocket. Set against a hospital bill. In the book that night: that tree has stood there thirty-nine years and been zero on the books the whole time. And: today it acquired a figure for the first time, because somebody needs money.

3. And on the fifteenth I found out that nobody needs money. — Reyimu, the second brother, 34, foreign trade in Guangzhou. He had wanted to repay the ¥8,000 deposit a week ago and Alim had told him I refused. He transferred it on the spot: "This isn't about how much money. This is about my father." — Remaining cost: twenty more days inpatient, then about a year of rehabilitation, call it a hundred thousand-odd. Who pays? "I do. I make three hundred thousand-odd a year. I can afford a hundred thousand." — And when I finally asked about the tree: "Cut it down for what?" For timber. He laughed. "Four thousand yuan. That's the margin on one shipment. My father is lying in there and I come home and cut down the tree his father planted?" My hour of arithmetic was worth one-thirtieth of a bill the family had already covered before I started.

4. The failure is not the arithmetic. It is three years of an unexamined assumption. I have treated that household as "upstream": three houses, two people, thirteen hundred jin a year. I have never once asked what that family's annual income is. I did not know there was a son in Guangzhou earning three hundred thousand. In the book: I have never asked because I have always assumed I was the end that gives them money. Reyimu, kindly: "It's not your fault. People in your line have to run the numbers on everything."

5. Gong Sui's question, which is the one I skipped. Sent to suppress banditry, he asked the throne first: do you wish me to defeat them, or to settle them — because for the same place, the two are opposite methods: to defeat, take troops; to settle, go alone; there is nothing in between. He went in a single carriage, alone, and sent back the armed escort at the border: take troops and what people see is troops; go alone and what they see is an old man. I arrived with a valuation and no question.

6. And the thing he said about the tree, which I am keeping as a permanent caution. On those books of yours, only what can be sold has a figure. This tree, unsold, is zero; sold, it has a figure. And: those books of yours push people into selling things. Compare his own instruction: sell the sword and buy an ox — because it is worth an ox, and it does not calve. The blade and the tree look alike on a ledger and are opposite in fact: the blade produces nothing while it hangs there; the tree has been producing one degree of shade every afternoon for thirty-nine years and my accounts have no line for it.

7. The half I got right, per Alim on the sixteenth. "If you'd asked me I'd have said don't cut it too. But you were half right about something." Which half? "My second brother says he'll pay the hundred thousand. He can. But once he's paid it, he doesn't owe anything any more." "He left at sixteen. Eighteen years, home once or twice a year, and every time he gives money." And: "This time he gives a hundred thousand and then he's square with himself." And: "And then he goes back to Guangzhou." — The sister is in Ürümqi and is not coming back. "The three houses are mine." Said flatly, not in anger.

8. Why he stays, which he has never said before and which I did not ask for. He thought about leaving at seventeen — the year his father put him on the six thermometers. "After I started keeping them I found something out." Which? "Those three houses — I'm the only one who knows they're different from each other." And: "My father knows, but he can't say it. My sister and my brother don't know." — And, three times into the book: "Once you know, you can't leave."

9. And what he said at four o'clock and then went indoors. "Marco, next year I don't dare change that string." And: "If you want me to change it, you have to tell me first what my father's six characters actually mean."

"Why are you wearing an ox and carrying a calf about with you?"
He was over seventy and physically unimpressive — the emperor, on first seeing him, privately thought him not equal to his reputation — and he was being sent to a region where famine had produced disorder that the local administration could not contain.
Asked how he proposed to put the trouble down, he did not answer the question. He asked one back: does Your Majesty wish me to defeat them, or to settle them?
The reason he needed the answer before he set out is that the two are not points on a scale. For the same place, defeating and settling are opposite methods. To defeat, I should take troops. To settle, I should go alone. There is nothing in between.
He went in a single carriage with no escort, and when an armed party came out to meet him at the border he sent it back, on a piece of reasoning about perception rather than courage: take troops, and what people see is troops; go alone, and what they see is an old man.
What followed was not policy but a list, and the list is startlingly small. Any man carrying a hoe or a farming tool was to be counted a good subject and left alone. Each person was to plant one elm tree, a hundred plants of xie, fifty scallions, one bed of chives; each household to keep two sows and five hens.
And to the men still wearing blades he made an argument out of arithmetic rather than authority. A good blade fetches an ox; the thing on your belt already is an ox; and you walk about all day with it hanging on you.
It is worth an ox, and it does not calve.
The same eye, turned on a thirty-nine-year-old elm standing beside a drying shed and valued at nothing, produced the inverse observation — and it is aimed at the ledger rather than the tree.
On those books of yours, only what can be sold has a figure. This tree, unsold, is zero. Sold, it has a figure.
Those books of yours push people into selling things.
