四月二十二日上午,马可给罗代办打了第二个电话。

这一次他把话说完了。

说了十七分钟。

说完他等着。

罗代办在那头先问了一句:

“你要我给你收货?”

马可说:

“不是。”

罗代办说:

“那是什么?”

马可说:

“我要您自己买一批。”

他说:

“您出钱,您挑,您定价。”

他说:

“买完了卖给我。”

电话那头静了几秒。

罗代办说:

“小马,你这个是让我做买卖。”

马可说:

“是。”

罗代办说:

“我二十年没做过买卖。”

他说:

“我是代办。”

这三个字他说得很重。

马可听得出来那个重是什么意思。

代办这两个字在河西是一个身份。

不是打工的,也不是老板。

是站在中间那个人。

两边都认他,因为他两边都不站。

罗代办说:

“小马,我要是自己买货,那我就是买家了。”

他说:

“明年阿不都热合曼卖货给别人,我还去不去帮他谈?”

马可说:

“去。”

罗代办说:

“我去了,人家心里会想:这个人自己也收货。”

他说:

“他给我谈的这个价,是不是给他自己留了口子。”

马可在这边站着,没有立刻答。

因为这一条他没有想到。

他想的是给罗代办一笔他自己的生意。

他没有想到,这一笔会把那两千七百笔的底子动一下。

过了一会儿马可说:

“罗大哥,那我这个提议是错的。”

罗代办说:

“你先别急着收回去。”

他说:

“我想想。”

他说:

“我想了二十年了。”

“卜式曰:‘县官当食租衣税而已,今弘羊令吏坐市列肆,贩物求利。烹弘羊,天乃雨。’”
“大夫曰:‘边用度不足,故兴盐铁,设酒榷,置均输,蕃货长财,以佐助边费。今议者欲罢之,内空府库之藏,外乏执备之用,使备塞乘城之士饥寒于边,将何以赡之?罢之,不便也。’”
English Mirror: Sang Hongyang, son of a Luoyang merchant, entered the palace at thirteen on the strength of his head for figures. — He requested the appointment of several dozen assistant commissioners of agriculture, assigned by district over the commanderies and kingdoms, with equable-transport and salt-and-iron officers established county by county, so that distant places should pay as tax the very goods that merchants carried away when those goods were dear, and these should be poured from one place to another. A Ministry of Levelling was set up in the capital to receive all that was transported in from the empire; artisan officers were summoned to make carts and equipment, all supplied by the Grand Agriculture. The offices of the Grand Agriculture took the goods of the empire wholly into their hands: when dear, they sold; when cheap, they bought. Thus great merchants had no way to take large profits and returned to the root, and no commodity could shoot upward. Because it held the empire's prices down, it was named the Levelling. — The Son of Heaven thought it good and permitted it. … Within one year the Great Granary and the Ganquan granary were full; surplus grain on the frontier and five million bolts of equable-transport silk. The people's taxes were not increased and the empire's expenditure was ample. — Bu Shi said: "The state should eat its rents and clothe itself in its taxes, and no more. Now those who debate wish to abolish them: within, the treasuries and granaries would be emptied; without, the means of defence would be lacking; and the men who hold the passes and man the walls would be cold and hungry on the frontier. With what would they be provided? To abolish them would not be convenient."

那天上午,两个人在电话上谈了三样。

第一样是数。

马可说:

“三千斤。”

他说:

“二〇三一年的杏干,五月那一批。”

他说:

“我按十六块一斤收,全要。”

罗代办说:

“十六?”

马可说:

“是。”

罗代办说:

“你去年收十五。”

马可说:

“去年是我自己收。”

他说:

“今年您收,多的那一块是您的。”

罗代办说:

“那我要是收得比十五还便宜呢?”

马可说:

“那也是您的。”

电话那头静了一下。

罗代办说:

“小马,这样我可能挣三千,也可能赔三千。”

马可说:

“对。”

罗代办说:

“你出这个价,是给我一个底。”

马可说:

“是。”

罗代办说:

“给我底的人,是不是就在给我定价?”

这一句问完,马可停了三秒。

他说:

“是。”

罗代办说:

“那这一笔还是不是我的?”

马可想了一会儿。

他说:

“罗大哥,我加一条。”

他说:

“这一千三百斤,您可以卖给任何人。”

马可说:

“是。”

第二样是钱从哪儿来。

罗代办说:

“三千斤,我得先出四万五。”

马可说:

“四万五您出得起吗?”

罗代办说:

“出得起两万。”

他说得很干脆。

他说:

“两万是我的全部。”

马可说:

“那就一千三百斤。”

罗代办说:

“一千三百斤太少。”

马可说:

“少就少。”

他说:

“罗大哥,这一笔要紧的不是量。”

他说:

“要紧的是这一笔是您的。”

第三样是条件。

马可说了一条,罗代办停了很久。

马可说的是:

“这一千三百斤,您可以卖给任何人。”

罗代办说:

“什么意思?”

马可说:

“有人出十七块,您就卖给他。”

他说:

“我这十六块是个底,不是一个约。”

罗代办说:

“那你不是白给我兜着?”

马可说:

“是。”

罗代办说:

“你图什么?”

马可说:

“我图您明年还肯做第二笔。”

他说:

“头一笔要是赔了,第二笔就没有了。”

罗代办在那头「嗯」了一声。

过了一会儿他说:

“小马,我给你说一句实话。”

他说:

“你这个安排,好在哪儿我知道。”

他说:

“坏在哪儿我也知道。”

马可说:

“坏在哪儿?”

罗代办说:

“坏在你这个底给得太厚。”

他说:

“厚到我不用真去操心。”

他说:

“我随便收,收回来卖给你,也是十六。”

他抬起声音说了最后一句:

“那我还是没有做买卖。”

马可在这边听完,站着没有动。

这一条他也没有想到。

他给这个底,本意是让罗代办不怕。

不怕才肯下第一笔。

可是不怕的人不会看。

他自己这三年为什么去数那六百八十四个孔?

因为那批货是他自己掏钱买的,卖不掉是他的。

罗代办说:

“你把那个十六改一改。”

马可问:

“改成多少?”

罗代办说:

“改成一个我要花力气才够得着的数。”

马可想了一会儿。

他说:

“十四块五。”

电话那头笑了一声。

罗代办说:

“这个数狠。”

他说:

“十四块五,我收货得收到十三块以下才有得赚。”

他说:

“十三块以下的货,多半不能要。”

马可说:

“那您说多少。”

罗代办说了一个数。

他说:

“十五块二。”

他说:

“比你去年高两毛。”

他说:

“这两毛是我的辛苦费。”

他停了一下。

他说:

“剩下的我自己去挣。”

马可说:

“是。”

段三·事件主体

桑弘羊是那天下午出现的。

电话挂了以后,马可在纸上算这一笔。

十六块一斤,一千三百斤,两万零八百。

这个价比他自己去收贵一块钱。

贵一块,还要多跑一个人。

从纯粹的算法上看,这一笔是亏的。

马可在纸上把它列了一遍。

多花:一千三百块。

多得:一个能在五月替他站在吐鲁番的人。

这个人今年六十一。

他不会咬。

他二十年没有自己做过买卖。

一千三百块买这些,算不算贵?

马可写到这儿停了笔。

因为他发现自己在做一件很熟的事。

给一件说不清楚的东西定价。

这件事他在纽约做了十五年。

做的时候他总能给出一个数。

给出来的那个数,从来没有一次是他真的相信的。

一千三百斤,多花一千三。

屋里多了一个人。

五十上下,个子不高,很精神。

穿的是汉代的官服,可是他坐的姿势不像官。

他坐下的时候,先把袖子往上撸了一截。

他手上有算珠子的茧。

他看了一眼纸上那三个数。

他说的第一句是:

“你多花的这一千三,买的是什么?”

马可说:

“先生。”

那个人说:

“桑弘羊。”

那天下午,桑弘羊先说了他做的那两件事。

他说:

“我十三岁进宫,靠的是会算。”

他说:

“后来管天下的钱。”

马可问:

“那时候朝廷缺钱?”

桑弘羊说:

“打匈奴。”

他说:

“一年打下来,府库空了。”

他说:

“加税不行,加税百姓反。”

马可问:

“那您怎么办的?”

桑弘羊说:

“均输。”

他说:

“平准。”

马可问:

“这两个是什么?”

桑弘羊说:

“均输是这样。”

他说:

“远地方要交税,交的是粮。”

他说:

“粮从边上运到长安,运费比粮贵。”

他说:

“我让他们不交粮,交当地值钱的东西。”

他说:

“那些东西本来就是商人从这儿贩到那儿的。”

他说:

“现在官府自己贩。”

马可问:

“平准呢?”

桑弘羊说:

“平准在京师。”

他说:

“天下的货都运到这儿。”

他说:

“贵了,我卖出去。”

他说:

“贱了,我买进来。”

马可说:

“这个我懂。”

他说:

“这是把价压平。”

桑弘羊说:

“对。”

他说:

“大商人靠的是贱买贵卖。”

他说:

“价平了,他们就没有大利可图。”

他抬起头。

他说:

“一年下来,太仓满了,甘泉仓满了。”

他说:

“民不益赋而天下用饶。”

马可问了一句。

他说:

“先生,这八个字听着太好了。”

桑弘羊笑了一下。

他说:

“这八个字是太史公写的。”

他说:

“他写完这八个字,后头还写了很多别的。”

马可问:

“写的什么?”

桑弘羊说:

“有一个人骂我。”

他说:

“那个人叫卜式。”

马可停了一下。

这个名字他上个月刚听过。

桑弘羊说:

“他说:官府应该靠租税吃饭。”

他说:

“他说:现在弘羊让官吏坐在市上摆摊,贩东西求利。”

他说:

“他说:把弘羊煮了,天就下雨了。”

马可说:

“那年旱?”

桑弘羊说:

“那年旱。”

那天下午,桑弘羊说了他自己怎么答的。

他说:

“盐铁会议上,六十几个贤良文学一起骂我。”

他说:

“他们说:请罢盐铁、酒榷、均输,不要跟老百姓争利。”

马可问:

“您答的什么?”

桑弘羊说:

“我问他们一句。”

他说:

“边上那些守城的兵,冬天要衣服,要粮。”

他说:

“罢了这些,钱从哪儿来。”

他说:

“你们拿什么给他们?”

他抬起头。

他说:

“他们答不上来。”

他停了一下。

他说了一句,马可当天在本子上抄了两遍:

“他们答不上来,可是他们没有错。”

马可问:

“先生,那错在哪儿?”

桑弘羊说:

“错在我后来是唯一一个买家。”

他说:

“一开始我是压平价。”

他说:

“贵了卖,贱了买。”

他说:

“做了几年以后,市上只有我一个。”

他抬起头。

他说了一句,马可当时把笔停住了:

“只有我一个的时候,压平和定价,就是同一件事。”

他说:

“我说这个价是平价。”

他说:

“没有别的价可以跟它比。”

他说:

“那这个价就是我说了算。”

马可问:

“先生,那怎么办?”

桑弘羊说:

“没有办法。”

他答得很直。

他说:

“你要么不做,要么做到那一天。”

马可说:

“总该有个法子。”

桑弘羊说:

“有一个不算法子的法子。”

马可说:

“先生说。”

桑弘羊说:

“你每年问一次:今年他还有别人可以卖吗。”

他说:

“不是估,是去问那个卖货的人。”

他说:

“问他今年还有几家来问过价。”

马可说:

“他会说吗?”

桑弘羊说:

“你要是唯一那个买家,他不会说。”

他抬起头。

他说了一句,马可当天在本子上抄了三遍:

“他不肯说的那一年,就是那一年了。”

马可把桌上那张纸推过去。

他说:

“先生,我这一条呢?”

他指着第三样条件。

这一千三百斤,您可以卖给任何人。

桑弘羊看了一会儿。

他说:

“这一条是对的。”

他说:

“你留了别的价。”

他说:

“你那十六块,是底,不是唯一的价。”

他抬起头。

他说:

“要是有一天没有别的买家了,这一条就自动没有了。”

他说:

“到那一天,你的十六块就是平准。”

他说了走之前那一句:

“那一天你自己不会知道。”

段四·钩子结尾

四月二十五日,马可到了张掖。

罗代办那间铺子在城东,一条老街上。

门脸不宽,两间。

里头一张桌子,两把椅子,靠墙一排铁皮柜。

柜子上贴着标签,写着年份。

从二〇〇六到二〇三〇。

马可进去先看那排柜子。

罗代办说:

“都是单子。”

马可数了一下柜子。

六个铁皮柜,每个五格。

三十格,标着二十五个年份,剩下五格空着。

罗代办说:

“空的那五格是给以后的。”

马可问:

“留到什么时候?”

罗代办说:

“留到我不跑了。”

他说:

“柜子是二〇〇六年买的。”

他说:

“买的时候我三十六岁。”

他说:

“我算了一下我能跑到七十。”

他说:

“所以买了三十格。”

马可站在那儿,把这个数在心里过了一遍。

一个三十六岁的人,买柜子的时候算的是自己还能干几年。

算出来是三十四年。

他买了三十格。

留了四年的余量,也可能是他算错了。

今年是二〇三一。

从二〇〇六到今年,二十五格。

还剩五格。

马可问:

“两千七百笔都在这儿?”

罗代办说:

“在。”

他走过去,拉开二〇一四那一格。

里头是一沓复写纸的单子,粉色的那一联。

他抽出一张,递给马可。

马可看了一眼。

单子上有三个名字。

卖方,买方,还有下面一行小字:经手人。

经手人那一栏写着「罗」。

一个字。

马可问:

“为什么只写一个字?”

罗代办说:

“地方小。”

他说:

“那一栏就那么宽。”

马可又问:

“这一栏是干什么用的?”

罗代办说:

“出了事找人。”

他说:

“货不对,钱不对,两边找不到对方,就找经手人。”

马可问:

“找过几次?”

罗代办想了一下。

他说:

“二十年,十几次。”

马可问:

“十几次怎么了结的?”

罗代办说:

“我贴。”

他说得很平常,像在说吃饭。

他说:

“贴得最多的一次八千。”

马可问:

“那一次是谁的错?”

罗代办说:

“都不是。”

他说:

“路上下雨。”

他说:

“下雨谁也没有错,可是钱得有人出。”

他把那张粉单子收回去。

他说:

“这一栏写着谁,钱就是谁出。”

他说:

“所以这一栏不是荣誉。”

那天下午,两个人在那张桌子上写了一份东西。

不是合同。

罗代办不要合同。

他说:

“合同我签过两千七百份。”

他说:

“我签的都是别人的。”

马可问:

“那写什么?”

罗代办想了一会儿。

他说:

“你写一张纸,写清楚这一批是我的。”

马可说:

“怎么写?”

罗代办说:

“就写:二〇三一年五月,吐鲁番杏干,一千三百斤,罗建国自购自销。”

他停了一下。

他说:

“买方那一栏写你。”

他说:

“卖方那一栏写我。”

他说:

“经手人那一栏,空着。”

马可写那张纸的时候,罗代办站在旁边看。

写到「卖方:罗建国」的时候,他没有说话。

写完马可把纸推过去。

罗代办没有立刻拿。

他先在裤子上擦了擦手。

这个动作马可见过。

去年十一月在吐鲁番,常从架子上把那一串取下来,递给他之前,也在裤子上擦了两下。

那一下擦的不是手上的土。

因为常的手当时是干净的,他刚才在垒土坯,可是土坯不脏。

擦手是一个准备的动作。

准备把一样自己拿了很多年的东西,递出去。

去年十一月在吐鲁番,常从架子上下来递那一串的时候,也擦了两下。

罗代办拿起那张纸,看了很久。

看完他说了一句:

“这是我头一回。”

马可看着他的手。

六十一岁的手,指头很粗,虎口那儿有一块厚茧。

那块茧不是干活磨的。

是二十年握笔在复写纸上用力压出来的。

马可说:

“头一回什么?”

罗代办说:

“头一回名字写在卖方那一栏。”

马可问了一句:

“罗大哥,买方那一栏呢?”

罗代办说:

“买方也没有过。”

他说:

“两千七百笔,我从来没有买过,也没有卖过。”

他说:

“我一直在那一栏底下。”

马可问:

“这二十年您没有想过自己做?”

罗代办说:

“想过。”

他说:

“想过很多回。”

马可问:

“为什么没做?”

罗代办说:

“做了就没有人信我了。”

他说:

“代办这一行,靠的就是两边都当你不是买家。”

他停了一下。

他说:

“这二十年我守住了这个。”

他说:

“守住了,两千七百笔。”

他抬起头。

他说了一句,说完就把抽屉关上了:

“守住了,一笔也不是我的。”

他把纸放下,转身去拉那排柜子。

他拉的是最右边那一格。

那一格上贴的标签是二〇三一,空的。

他把那张纸放进去。

放进去以后他没有关抽屉。

他站在那儿看了一会儿。

然后他说了一句,说得很轻:

“两万块。”

他说:

“我老伴不知道。”

马可问:

“您打算什么时候跟她说?”

罗代办说:

“卖完了说。”

马可说:

“赔了呢?”

罗代办说:

“赔了也说。”

他说:

“赔了更要说。”

马可问:

“为什么?”

罗代办想了一会儿。

他说:

“赔了不说,那两万就成了一件我瞒着她做的事。”

他说:

“赚了不说,也一样。”

他抬起头。

他说:

“我这一辈子没瞒过她什么。”

他说:

“这两万我今天没说,是因为还没有做。”

他说:

“做了就得说。”

那天晚上,两个人在铺子后头吃饭。

罗代办烫了一壶酒。

喝到一半,马可问了一件事。

他说:

“罗大哥,您怎么知道哪一批货好?”

罗代办说:

“看。”

马可说:

“看什么?”

罗代办说:

“看人。”

马可问:

“看人的什么?”

罗代办说:

“看他怕不怕你回头找他。”

他说:

“做买卖,货送出去就完了,这是一种人。”

他说:

“送出去以后心里还挂着,这是另一种。”

马可问:

“怎么看得出来?”

罗代办说:

“装完车他会不会跟你说一句多余的话。”

马可问:

“什么叫多余的话?”

罗代办说:

“「这一批底下那两袋,你回去先卖。」”

他说:

“这句话对他没有一点好处。”

他说:

“说了,你回去真的先卖,就没事。”

他说:

“不说,你也发现不了。”

马可停住了。

这个答案跟他预料的完全不一样。

他以为会听到「看颜色」「看手感」「捏一下」。

罗代办说:

“货我不懂。”

他说得很坦白。

他说:

“我做了二十年,我到现在也分不出好杏干和顶好的杏干。”

马可问:

“那两千七百笔您怎么做的?”

罗代办说:

“我看那个人怎么装车。”

他说:

“装车的时候,好的放在哪儿,碎的放在哪儿。”

他说:

“有的人碎的放最底下。”

他说:

“有的人碎的单装一袋,跟你说这一袋是碎的。”

他抬起头。

他说了一句,马可当天晚上在旅馆里坐着想了很久:

“我这二十年,认的是人不是货。”

他说:

“你要我五月去吐鲁番收货。”

他说:

“阿不都热合曼那个人我认识。”

他停了一下。

他说了最后半句:

“可是你那个咬,我不会。”

马可放下筷子,问了一句。

他说:

“罗大哥,我教您行不行?”

罗代办说:

“你教过谁?”

马可想了一下。

他说:

“没有。”

罗代办说:

“你自己是怎么会的?”

马可说:

“常那边看了两年。”

他说:

“后来吐尔逊那儿摸了一次。”

他说:

“去年在买买提他妈那三座房里,我咬了一个。”

罗代办说:

“那就是三年。”

他说:

“五月还有二十天。”

他把酒喝完了。

他说了一句,说完就去收碗了:

“你要是三年学的,你别指望二十天教给我。”

他说:

“你想清楚,我到底该会哪一样。”

苏东坡当夜记下的:这一回他看见了什么

Twenty-second of April, second call to Luo, seventeen minutes, the whole thing this time. You want me to buy for you? No. Then what? I want you to buy a lot yourself. Your money, your choosing, your price. And then sell it to me. A silence. Xiao Ma, you're asking me to trade. Yes. I haven't traded in twenty years. I'm an agent.

Three things settled on the phone. The quantity and the price. Three thousand jin of the 2031 May apricots, and I'll take the lot at ¥16 a jin. Sixteen? Yes. You paid fifteen last year. Last year I bought it myself. This year you buy it, and whatever is above that is yours. And if I get it below fifteen? Also yours. A pause. Xiao Ma, this way I could make three thousand or lose three thousand. Yes. You're setting me a floor. Yes.*

Where the money comes from. Three thousand jin means forty-five thousand up front. Can you find forty-five? I can find twenty. Flat. Twenty is everything I have. Then thirteen hundred jin. Thirteen hundred is too little. Then it's too little. What matters in this one isn't the quantity. What matters is that this one is yours.*

The condition, which stopped him longest. Those thirteen hundred jin, you may sell to anybody. What does that mean? If somebody offers seventeen, sell to him. My sixteen is a floor, not a contract. Then you're just carrying me for nothing? Yes.*

Sang Hongyang came in the afternoon while I was doing the arithmetic — ¥16 × 1,300 = ¥20,800, a yuan a jin more than buying it myself, so ¥1,300 more. Fifty or so, not tall, quick-looking, Han official's robes but sitting like no official — he pushed his sleeves back before he sat, and there are calluses on his hand from an abacus. He looked at the three figures. What does the extra thirteen hundred buy you? Sir. Sang Hongyang.

On his own work: I came into the palace at thirteen on my head for figures. Later I ran the empire's money. Short of it? Fighting the Xiongnu. A year of that and the treasuries were empty. Raising taxes was out — raise taxes and the people rebel. So? Equable transport. Levelling. Equable transport: distant places paid tax in grain, and moving grain from the frontier to Chang'an cost more than the grain. So I had them pay in whatever was valuable locally — the very goods merchants were already carrying from there to here. Now the state carries them. Levelling: everything is shipped to the capital. When it's dear I sell. When it's cheap I buy. I said I understood — flattening the price. Yes. Great merchants live on buying cheap and selling dear. Flatten the price and there is no great profit in it for them. And: within a year the granaries were full. The people's taxes were not increased and the empire's expenditure was ample.

I said those last eight characters sound too good. He laughed. The Grand Historian wrote them. And after he wrote them he wrote a good deal else. Such as? A man abused me. He was called Bu Shi. — whom I met last month. He said: the state should eat its rents and clothe itself in its taxes and no more. He said: now Hongyang has clerks sitting in market rows trading for profit. He said: boil Hongyang, and Heaven will send rain. Was it a drought year? It was a drought year.

At the salt-and-iron debate sixty-odd scholars came at him together. They said: abolish salt and iron, the liquor monopoly, the equable transport; stop competing with the people for profit. And you? I asked them one question. The men holding the passes need clothes and grain in winter. Abolish these and where does the money come from? What will you give them? And? They had no answer. And then, twice into the book: they had no answer, and they were not wrong.

Then where was the error? The error is that in the end I was the only buyer. And: at the start I was flattening prices — sell when dear, buy when cheap. After some years there was nobody else in the market. And, and I stopped the pen: when there is only me, flattening the price and setting the price are the same act. And: I say this price is the level price. There is no other price to compare it against. So the price is whatever I say.

I pushed the sheet across and pointed at my third condition — you may sell these thirteen hundred jin to anybody. That one is right. You have left another price in existence. Your sixteen is a floor and not the only price. And: on the day there is no other buyer, that clause vanishes by itself. On that day your sixteen is the Levelling. And, going: and you will not know when that day is. — M.

1. Why it could not be commission. Luo has refused a raise from me twice in three years, both times with the same sentence: "If I take money from both ends, then what I say stops counting." He is paid an agent's fee by the seller's side, a few hundred a trip, and has been for twenty years. The only structure that does not corrupt his word is one where he is a principal, not an agent.

2. Terms. — 1,300 jin (he can raise ¥20,000, which is everything he has; 3,000 jin would need ¥45,000). — I commit to buy the lot at ¥16.00/jin = ¥20,800. A yuan a jin above what I paid last year; the extra ¥1,300 is the price of the structure. — Whatever he buys below that, he keeps. Whatever he loses, he loses. — He may sell the lot to anyone else at a better price. My ¥16 is a floor, not an exclusive.

3. Sang Hongyang on why clause three is the whole thing. The Levelling began as stabilisation — sell when dear, buy when cheap — and it worked: granaries full inside a year, taxes not raised and expenditure ample. And then: after some years there was nobody else in the market. And: when there is only me, flattening the price and setting the price are the same act. I say this is the level price; there is no other price to compare it against; so the price is whatever I say. Applied: my floor is honest only while a competing bid exists. And the warning I want on the record: on the day there is no other buyer, the clause dies by itself, and I will not know which day that was.

4. And the thing about the critics. Bu Shi — the shepherd who told me to cull on contagion last month — was the one who said boil Hongyang and Heaven will send rain, in a drought year. Sang Hongyang's answer to sixty scholars was unanswerable on its own terms — the men on the walls need grain in winter; abolish this and with what will you supply them — and he said of them, without softening it: they had no answer, and they were not wrong. Both halves are true at once, and the person running the mechanism is the last one able to see when it crosses over.

5. Zhangye, 25 April. The filing cabinets. Sheet-metal cabinets along the wall of a two-room shopfront, labelled by year, 2006 to 2030. All 2,700 dockets. He pulled 2014 and handed me one: carbon-copy form, the pink sheet. Three names: seller, buyer, and a small line below — 经手人, "handled by." In that box: 罗. One character.

6. He would not sign a contract. "I've signed two thousand seven hundred contracts. Every one of them was somebody else's." What he wanted instead was a sheet of paper stating whose lot this is: "May 2031, Turpan apricots, one thousand three hundred jin, bought and sold on his own account by Luo Jianguo." Buyer: me. Seller: him. Handled-by: left blank. *He wiped his hands on his trousers before he picked it up — the same motion Chang made in November before handing over the string — read it for a long time, and said: "First time. First time my name has been in the seller's box." Then he put it in the empty 2031 drawer and stood there without closing it, and said, quietly: "Twenty thousand. My wife doesn't know."

7. And then, over dinner, the sentence that undoes half of what I flew here to do. How do you know which lot is good? "You look." At what? "At the person." — "I don't understand the goods. Twenty years, and to this day I can't tell good dried apricot from the very best." — "I watch how a man loads the truck. Where the good ones go and where the broken ones go. Some men put the broken at the bottom. Some men bag the broken separately and tell you that bag is broken." — "Twenty years, and what I've been reading is people, not goods." — And: "You want me in Turpan in May. I know Abdul Rahman." And then: "But that bite of yours — I can't do it."

8. Which is the actual problem of this year, now stated by the person concerned before I could dress it up. I have just paid ¥1,300 and a great deal of structure to acquire a second pair of eyes that reads loading behaviour and cannot read fruit. That may be worth more than mine. It is certainly not the same instrument, and I do not yet know whether the one I have can be handed over at all.

The problem he was hired to solve was not ideological. A long war had emptied the treasuries; raising taxes would have produced rebellion; and distant commanderies were paying their tax in grain that cost more to move than it was worth. His answer was to have them pay in whatever was valuable locally — the very goods merchants were already carrying from there to here — and to have the state carry them instead. And in the capital, a levelling office: when it is dear I sell; when it is cheap I buy.
It worked, and quickly. Within a year the granaries were full. The people's taxes were not increased and the empire's expenditure was ample.
He quoted that last clause himself and immediately undercut it. The Grand Historian wrote them. And after he wrote them he wrote a good deal else — including a shepherd's line, delivered in a drought year: the state should eat its rents and clothe itself in its taxes and no more; now he has clerks sitting in market rows trading for profit; boil him, and Heaven will send rain.
Sixty scholars made the same case at a formal debate, and his reply to them has never been easy to answer. The men holding the passes need clothes and grain in winter. Abolish these and where does the money come from? What will you give them?
They had no answer. And his verdict on that, given two thousand years later, is the interesting part: they had no answer, and they were not wrong.
Asked where the error actually lay, he did not name a policy or a person. He named a date he could not identify. At the beginning there were merchants in the market and the levelling office was one buyer among many, damping the swings. After some years there was nobody else in the market. From that point the mechanism was unchanged and its meaning had inverted: I say this is the level price. There is no other price to compare it against. So the price is whatever I say.
Told about a floor price offered to a small trader, with an explicit clause that he might sell to anyone else who bid higher, he approved of the clause and then removed the comfort from it.
On the day there is no other buyer, that clause vanishes by itself. And you will not know when that day is.
