English Mirror: The members are requested to assemble at the association hall by the hour of mao on the fifteenth of this month. Whoever comes late shall be fined half a jar of wine; whoever does not come at all, a full jar. This notice is to be passed on at once and not held up; anyone delaying it shall be fined according to the articles. When the notice has gone the whole round, it is returned to the office, to serve as the warrant for imposing fines.
Dongpo's Note
Chang telephoned at seven, before I was up. Are you free today? Yes. Then come over. I have to go to the next village. What for? A pause. Someone has died.
He met me at the village mouth in a dark coat that was not yesterday's, holding an envelope. The old man of the Zhou family, eighty-six, gone in the small hours. He and Chang had been in one village before the villages were split. When my mother died last year, they came.
White cloth awning at the gate, two shawm players and a drum, and a yard full of people none of whom were idle: building the stove, washing vegetables, setting out tables. Against the east wall, a small table with a notebook, a pen and a tin box, and behind it a man of seventy in reading glasses. Chang set the envelope down. Chang Yushan, three hundred. The old man counted it and wrote one line. Five characters. Nothing else.
People came the same way for the next fifty minutes — forty-one of them by half past nine — set the money down, said a name and a figure, and left. No compliments, no refusals, no ceremony. Mostly two hundred. Some three, some five. One man gave a hundred.
How is the figure decided? By what they gave my family last time. To the yuan? To the yuan. Can you not give more? He looked at me. No. Why not? If you give more, they have to give more back next time. And: you cannot overpay a favour.
The book is a red-covered exercise book, dozens of pages full, the earliest dated 2009. Sixteen years. All in my hand. Eighty-seven households in the village. Eighty-seven households, who gave what to whom, it is all in here.
And the question I knew was rude as I asked it: what if someone doesn't give? He put the pen down and pushed his glasses up. Some don't. What happens? Nothing happens. He tapped the book. They aren't in here. That's all? That's all. Then, picking the pen back up, quietly: when something happens at their house, nobody comes either.
He is not appointed and is not paid. Nobody decided. He has kept it sixteen years, so it's him. No wage? No. When his family has an occasion, his table is the best table.
An Yuanjin came round the end of the drying houses in the afternoon while Chang was inside — a worn round-collared robe, forty or fifty, weathered — holding a sheet of paper folded so many times the creases had gone furry. Have a look. Most of it I couldn't read. Four characters I could: fined half a jar of wine. And below: fined one jar. My name is An. Head of the association.
The paper is a circulating notice. It calls people in. Assemble at the hall at the hour of mao on the fifteenth. For what? Anything. The spring and autumn rites. Repairing the channel. Someone raising a roof beam. Someone with a death in the family. And: the funerals matter most. Seventeen households in his association.
Is the wine fine real? Real. A jar is about three sheng, and worth little. Not much. Then what use is it? He laughed. Now you've asked the right question. Three sheng of wine doesn't hurt. Then: what hurts is that all seventeen households know you were fined three sheng.
Why not fine more heavily? Fine him heavily and he leaves. Said perfectly ordinarily. Fine him a shi of wheat and he can't produce it. If he can't produce it, he stops coming. Then, folding the paper away: the wine fine is what lets him come back.
Which is Daozhen from the other side. A debt with a record is settled by setting the thing down; a fine that can be paid is settled by handing over three sheng and sitting down again. A fine that cannot be paid does not punish a man. It removes him.
Do you ever have someone who can't pay even that? Yes. And? We reduce it. A jar to half a jar, half a jar to one sheng. But then you haven't really fined him. We have. One sheng is still a fine. All seventeen still know.
Then he pointed at the second-to-last line and said it mattered more than the wine. This notice is to be passed on at once and not held up; anyone delaying it shall be fined according to the articles. It is not posted up. It goes from house to house. All seventeen in one round. Holding it and not passing it on is itself an offence, which I understood — it stops people pretending not to have seen.
And then the last line, at which I got my notebook out. When the notice has gone the whole round, it is returned to the office, to serve as the warrant for imposing fines. He turned the sheet over. On the back, seventeen crooked little marks. Whoever has read it puts a stroke on it himself. And: on the day, whoever didn't come, I check them against this sheet.
So one piece of paper is three things at once: the summons; the proof of who received it; the evidence for who is fined.
Why keep no copy? What for? In case it's lost. If it's lost it's void. Not a moment's hesitation. Whoever loses it, answers for it. Then he stood and brushed off the dust. One sheet, seventeen houses, and back again. Two steps toward the drying houses: if it doesn't come back, something has happened inside those seventeen houses. — M.
Marco's Memo
Memo to file. Dunhuang, 19 November 2027. Volume three, night twelve.
1. The gift ledger, observed live. A funeral; 87 households in the village; 41 contributions in fifty minutes; amounts 100–500 with 200 modal; recorded one line per gift in a red exercise book kept by the same unpaid, unappointed man for sixteen years.
2. The pricing rule, which is the opposite of a gift. The amount is exactly what that household gave yours last time, to the yuan. Overpaying is prohibited: give more and they must give more back next time. This is not generosity. It is a zero-interest mutual credit facility with a fixed principal, in which raising your contribution unilaterally raises the other party's future liability — i.e. a unilateral increase is an imposition, not a kindness. Note this against every instinct I have about doing more than was asked for a counterparty. Out here, doing more is a debt you place on someone without their consent.
3. Enforcement: none. What happens to a household that doesn't contribute? Nothing. They aren't in the book. And: when something happens at their house, nobody comes. So the system has 100% effective compliance with zero penalty mechanism, because every participant will certainly need it, the game is indefinitely repeated within a fixed population, and the ledger makes each household's position in the population common knowledge. The sanction is not applied; it is simply the absence of the good.
4. An Yuanjin's association, and the sizing of penalties — the most directly usable thing I have been told on this trip. — Fines are levied in wine: half a jar late, one jar absent. Roughly three sheng. Worth very little. — Three sheng doesn't hurt. What hurts is that all seventeen households know you were fined three sheng. — Why not larger? Fine him heavily and he leaves. Fine him a shi of wheat and he cannot produce it; if he cannot produce it, he stops coming. — The wine fine is what lets him come back. — And when even that is unaffordable: reduce it. One sheng is still a fine. All seventeen still know.
Stated generally: the purpose of a penalty in a repeated relationship is not deterrence by cost. It is publication. The magnitude should therefore be set at the largest amount payable on the spot without hardship, and no higher — because a penalty above that threshold does not punish the member, it converts him into a non-member, which is the outcome the institution exists to prevent. Corollary, and it explains ch.129 completely: Chang's fifty thousand was an unpayable fine. Not levied, but functionally identical — an obligation above the threshold at which a man can settle and sit back down. It did not make him pay. It removed him from Luo's world for ten years.
5. Consequent redesign of 《西线便物历》 rules 5 and 6. (v) A travel document accompanies each consignment. Issued at origin; each segment signs it as the goods pass; on arrival in Chengdu it is posted back to Dunhuang. — This is the 转帖 exactly: summons, receipt, and evidence in one sheet, closing the loop back to the issuer. (vi) First draft, discarded: a failing segment loses priority on the next run. Sized it: one skipped run ≈ 2,000 jin ≈ ¥4,200 to a contractor whose whole year is ¥12,700. Thirty-three percent of annual income for one lapse. Far above the payable threshold. This does not discipline him, it ends him. (vi) Adopted: a failing segment gets one mark on the sheet. No money, no volume. The sheet is visible to the segments above and below. One mark is three sheng of wine. It doesn't hurt. What hurts is that the two segments either side can see it.
6. The chain-of-custody design, which I would not have invented. No copy is retained. If the sheet is lost it is void, and whoever lost it answers for it. I would instinctively have kept a master copy at origin, and that instinct is wrong here: a retained copy makes the travelling sheet merely informational. Because there is exactly one, possession is accountability, and the sheet's failure to return is itself the alarm — if it doesn't come back, something has happened inside those seventeen houses. Adopt as written. One sheet. No copy. Non-return is the signal.
7. Jiang, tonight. Sent her the March protocol — dates, handling, signatures, no prices — and asked her to sign the travel sheet on receipt and post it back to Dunhuang. She asked why. I wrote a long explanation and deleted it, and sent: so the people who made this batch can see the mark you signed. Two characters back: fine. Then, a minute later: in five years of group buying nobody has ever asked me to sign something for the people upstream. Then: it's always me signing for the platform. Note that carefully. Every document in her working life runs one direction — from her, upward, to a party that can penalise her. A document running the other way is not a control. It is the first evidence she has ever been given that there is anybody up there.
8. The distinction I found at midnight and could not see all day. The red exercise book has no penalty clause. An's notice is mostly penalty clause. Both work. Why? The red book records what has already been given. The notice governs what has not yet been done. Records handle the past. Fines handle the future. In twelve days I have built only the recording half. The 便物历 as drafted is entirely retrospective; it makes settling cheap and makes nothing happen on time.
9. For tomorrow. Chang said the she died out between his grandfather's generation and his father's, for the reason fewer people. Seventeen households was a working size. Eighty-seven households still runs a gift ledger. Find out the number at which it stopped working — because my chain has nine segments and one of them (Chengdu) currently contains exactly one person.
English Highlight
"Whoever comes late shall be fined half a jar of wine; whoever does not come at all, a full jar."
A jar is about three sheng and is worth very little, which is the first thing an outsider notices and the last thing he understands. Asked what use so small a fine could be, the head of a seventeen-household association in Dunhuang laughed and said: now you have asked the right question.
Three sheng of wine does not hurt. What hurts is that all seventeen households know you were fined three sheng.
Then why not fine more? Fine him heavily and he leaves. It was said as flatly as a fact about weather. Fine him a shi of wheat and he cannot produce it. And if he cannot produce it, he stops coming.
The wine fine is what lets him come back.
And where even three sheng is beyond a member: reduce it. A jar to half a jar, half a jar to one sheng. But then you have not really fined him. We have. One sheng is still a fine. All seventeen still know.
Which inverts the usual reasoning about penalties entirely. A fine in a community of seventeen is not priced to deter by cost; it is priced to be payable on the spot without hardship, and its entire force is publication. Set it higher and it stops being a punishment at all — it becomes a mechanism for removing people, which is precisely what the association exists to prevent.
The same afternoon produced the other half of the design, in the notice's closing line: when the notice has gone the whole round, it is returned to the office, to serve as the warrant for imposing fines.
The sheet is not posted on a wall. It travels house to house; each member marks it; the seventeen crooked strokes on the back are the record of who received it; and on the appointed day it is checked against the attendance. One piece of paper is the summons, the proof of delivery, and the evidence for the penalty.
No copy is kept. If it is lost it is void, and whoever lost it answers for it. And the last thing he said before walking off, which is the whole system in one line: one sheet, seventeen houses, and back again. If it does not come back, something has happened inside those seventeen houses.
