段一·现身
一月十六日，下午四点。
离期限还有一天。
马可给侯处长发了一份东西。
标题很平：
《关于落实核查反馈第三条的情况报告》
里面没有请求延期。
里面是一份名单。
四个人，每一个后面写着三样：是否具备条件、是否询问、答复内容。
第一，王志远。合作社法人。具备条件。未询问。
第二，周××，村党支部书记。具备条件。已询问。答：本人二〇二三年上任，非立项签字人，且明年七月换届；若在二〇二一年，愿签。
第三，县农业投资发展有限公司。具备条件。已洽谈。三项前提：运营主体变更、台账并入县级统一格式、项目更名。本人未接受第二项。
第四，强磊，本库记录人。不具备法人资格。本人已明确告知其不得办理。
下面还有两条。
第五条：另有两人主动提出承担，均不具备条件，本人已谢绝。姓名从略，理由见附页。
第六条：截至本报告，未找到符合三项条件且愿意签署的人。
最后一行：
「以上情况属实。落实不力的责任在本人。」
这份东西他写了两个小时。
写的时候，最难的是第一条。
「王志远。合作社法人。具备条件。未询问。」
第三栏「是否询问」，只能填两个字。
问，或者没问。
他在这一栏上停了很久。
因为他知道，一旦写下「未询问」，这三个字就会跟着这份材料，进到卢组长的卷宗里。
从今往后，任何人翻这份材料，都会问同一句：
这个人具备条件，你为什么不问？
马可想过一个折中的写法。
「未正式询问」。
这四个字比三个字好听得多。
它给一个人留了一条缝：也许我私下试探过，只是没有正式开口。
他把这四个字打上去，看了一分钟。
然后删了。
他想起十二月三日晚上，宋璟说的那一句。
捎带一句解释，整份就成了辩解。
「未正式询问」里的那个「正式」，就是那一句解释。
他重新打了两个字。
未问。

侯处长第二天上午回了电话。
“马先生。”
“侯处长。”
“您这份东西，第二条那个『若在二〇二一年，愿签』，”
“是周书记的原话。”
“您跟他核过吗？”
“核过。我昨天给他念了一遍，他说可以这么写。”
电话那头顿了一下。
“那第五条那两个人呢？”
马可说：
“一个是西安的果商，五十三岁，个体户，愿意转成公司。”
“另一个呢？”
“是一个农户，五十五岁，走了十二公里来跟我说的。”
电话那头很久没有说话。
过了大概十秒，侯处长说了一句：
“马先生，您这份报告，我要转一份给卢组长。”
“可以。”
“您不问为什么？”
马可说：
“因为这份东西本来就是写给他看的。”
电话那头笑了一下。
这是马可认识侯处长以来，第一次听见他笑。
“马先生，我再问您一件事。”
“您说。”
“第一条那个『未询问』，”
他停了一下。
“您为什么不问？”
马可站在窗前。
这个问题，他知道会来。
他也知道，他现在有两种答法。
第一种是：他刚被谈了一个半小时，我觉得不合适。
这一句是真的，而且体面。
第二种是他一月八日夜里，在本子上写下的那一句。
他用了第二种。
“侯处长，因为我怕他说不。”
电话那头静了几秒。
“他说不会怎么样？”
马可说：
“他说不，我这份名单上就一个人都没有了。”
他停了一下。
“我不问，我就还有一个。”
电话那头又静了几秒。
然后侯处长说了一句：
“马先生，这个我懂。”
他停了一下。
他说的下一句，马可后来想了很久。
“可您那份名单上那个人，也知道自己在名单上。”
那天上午十一点，侯处长打了第二个电话。
“马先生，期限往后挪。”
“挪到什么时候？”
“二月二十八。”
马可站起来了。
“侯处长，为什么？”
电话那头说得很直。
“因为二月十号你们要出库。”
“这跟找人有什么关系？”
侯处长在电话里停了一下。
然后他说了一句很实在的话：
“马先生，一个人肯不肯替一件事签字，得先知道那件事是好是坏。”
他停了一下。
“二月十号那个数出来以前，谁都不肯签。”
“出来以后呢？”
侯处长说：
“出来以后，可能有人肯。”
他又补了一句。
这一句他说得很慢：
“当然，要是那个数不好看，就更没人肯了。”
段三·事件主体
二月十日，早上八点。
村东库。
去年这一天，是十几个人。
今年这一天，二十九户来了二十七户。
加上强磊、李叔、王主任、周支书。
加上老周。
加上一个马可不认识的人。
那个人姓聂。
四十来岁，戴一副黑框眼镜。
穿一件深灰色的冲锋衣。
手里拎着一个铝合金的箱子。
他是厅里委托的第三方。
这是七条里第五条改过以后的样子：由厅方委托第三方，名单报备，不公示。
马可去年争这一条的时候，要的是「第三方名单每年公示」。
没有争到。
所以今天早上八点，他第一次见到这个人。
聂工没有寒暄。
他把箱子打开。
里面是一台便携式硬度计、一台糖度仪、一把电子游标卡尺、一套色卡。
那套色卡是印刷厂做的，铝板的，比马可那张塑封的贵得多。
“马先生。”
“聂工。”
“规程我念一遍。”
他从口袋里掏出一张纸，念了大概两分钟。
抽样比例、抽样位置、称重方式、切样数量、复核程序。
念完，他抬起头。
“有异议吗？”
马可说：
“有一条。”
院子里所有人都看过来了。
“您说。”
马可说：
“抽样位置那一条，您念的是『随机抽取』。”
“是。”
“我们这个库有位置图。”
他从强磊手里接过那张图。
“我请您按位置分层抽。北墙一列，中间三列，南墙一列，各抽一样多。”
聂工接过那张图，看了大概十五秒。
他抬起头。
“为什么？”
马可说：
“因为北墙那一列冷。去年我们那一个褐心果，就在北墙。”
他停了一下。
“随机抽，抽到北墙的概率是五分之一。”
“分层抽呢？”
“一定抽到。”
聂工把那张图还回去。
他在自己那张纸上写了一行。
然后他说了一句：
“同意。记入抽样说明。”
他停了一下，又说了一句：
“马先生，我干这个八年，头一回有人要求把抽样改严。”
那一天，出库用了九个小时。
结果是这样的。
入库：八万二千斤。
出库毛重：七万八千斤。
失水四千斤，四点九个点。
挑坏果：两千八百五十斤。
好果：七万五千一百五十斤。
总损耗：六千八百五十斤。
八点三五个点。
去年是一成零九。
聂工报完这个数，院子里安静了一下。
然后有人开始鼓掌。
是七户人家里的一个老太太，八十岁那位。
她一鼓掌，别人也跟着鼓。
马可站在那儿，没有笑。
因为他知道下面还有一个数。
下午两点，分等。
这一次用了三个多小时。
聂工报数的时候，用的是分组的。
这是马可上午提的第二个要求。
“一级果，总体三成八点二。”
院子里没有什么反应。
去年这个村的一级果是三成六。
多了两个多点。
聂工接着念。
“分组：参加过去年五月疏果换工的七户，一级果四成七。”
院子里有人抬起头了。
“其余二十二户，一级果三成一。”
四成七。
三成一。
中间差十六个点。
马可站在那台判定台旁边。
他没有说话。
说话的是李叔。
他今年七十二，拿着那个喇叭。
他没有用喇叭。
他就站在人群里，问了一句：
“聂工，四成七跟三成一，差多少钱？”
聂工愣了一下。
“这个我算不了，我不管价。”
李叔转过头，看着强磊。
“娃，你算。”
强磊掏出手机。
他算了大概四十秒。
然后他报了一个数。
“按今天的价，一级一块七二，统货九毛八。”
“一亩地打三千斤算。”
他抬起头。
“一成六，是四百八十斤。”
“四百八十斤，差三百五十五块。”
院子里安静了一下。
三百五十五块。
一亩地。
李叔又问了一句：
“去年五月那二十二天，一个人出了几个工？”
强磊翻了一下那个变工本。
“平均二十一个工。”
李叔点了点头。
他站在那儿，用手指算了一会儿。
然后他说了一句：
“十亩地，三千五百五。除以二十一个工。”
他抬起头。
“一个工一百六十九。”
院子里有人说了一句：
“比雇人还高。”
李叔说：
“去年这个时候，我们算的是一个工赔七十。”
马可站在那台判定台旁边。
他忽然发现，今天这一段，不是他讲的。
是李叔问的，强磊算的。
他一句话也没说。
他等的就是这一句。
因为去年四月，他在强东林那片园子里算过一笔账。
那笔账当时的结论是：疏果稳赔八千八百五十。
十个月以后，那笔账多了一栏。
十六个点。
那天下午五点，出了一件事。
聂工在收拾箱子的时候，翻了一下那本台账。
他翻得不快，也不慢。
翻到第三十五页，那一页是空的，他停了一下。
然后他抬起头，问了一句：
“这个格式，你们自己定的？”
马可说：
“六栏是我定的。后面四张附表，是几个人加的。”
聂工点了点头。
他把台账合上。
然后他说了一句让马可愣在原地的话：
“我在白水见过。”
马可抬起头。
“白水？”
“白水那两座库，一月我去过。”
马可站在那儿。
白水那两座，是另一个县的试点。
他一次也没有去过。
他跟那边的人，一个也不认识。
“聂工，他们用的是这个格式？”
聂工把箱子扣上。
“是复印的。”
“从哪儿复印的？”
聂工想了一下。
“我没问。”
他说，“可我记得一件事。”
“什么事？”
聂工看着他。
“他们那一本，第五栏是手写加上去的。”
马可站在那片空地上，一句话也没说。
第五栏。
「今日有无对不上的地方。」
那一栏，八月四日被法规处删了。
厅里下发的正式格式上，只有六栏。
而白水那两座库里，有人在打印好的表上，用手在旁边加了一栏。
马可站在那儿，问了聂工最后一个问题。
“聂工，那一栏，他们填了吗？”
聂工想了一下。
“填了。”
“填的是什么？”
聂工把箱子提起来。
“我看的那一本，翻了大概二十页。”
他说，“十九页写的是『无』。”
“那一页呢？”
聂工看着他。
“有一页写了字。”
马可抬起头。
“写的什么？”
聂工想了很久。
他不是记不清。
他是在想该不该说。
过了大概十秒钟，他说了。
“那一页写的是：今天出库两筐，账上记的是一筐。已改。”
马可站在那片空地上。
他没有说话。
聂工也没有再说。
他把箱子拎上车，走了。
车灯出了村口，拐了个弯，看不见了。
马可站在那儿，想了很久。
十九页「无」，一页有字。
这个比例，跟他去年七月跟强磊说的那句话，几乎一模一样。
「因为这一栏要是九成人都填『无』，那这一栏就是废的。」
「那不就白写了？」
「不白。因为那一成填了的人，我要知道他是谁。」
他现在知道有这么一个人了。
他不知道那个人叫什么。
他也不打算去问。
段四·钩子结尾
那天晚上七点，人散了。
马可、强磊、老周三个人在库门口。
七万五千一百五十斤好果，装了三百二十筐，摆在库门口那片空地上。
冬天的夜里，那些筐上有一层白霜。
老周从上午八点站到现在，一句话没说过。
他今天不是验货人。
他是来看的。
“周老师。”
“嗯。”
“您今天怎么不说话？”
老周把手插进夹克口袋。
“今天有人验。”
他说，“有人验的时候，我说话不合适。”
他停了一下。
“那个姓聂的，行。”
“哪儿行？”
老周说：
“他八年头一回听见有人要求抽样改严，他记了一行。”
他抬起头。
“他没有说『这个不合规程』。”
马可点了点头。
过了一会儿，他问了正事。
“周老师，今年的价怎么样？”
老周没有立刻答。
他从口袋里掏出手机，划了几下。
然后他把手机递过来。
屏幕上是一个群。
是强磊去年办的那个价格群。
现在有一千一百多人。
最上面一条是今天下午发的：
「二月十日。洛川塬上冷库出货，一级一块七二至一块八。二级一块三。统货九毛八。」
马可看着这三个数。
他看了很久。
然后他抬起头。
“周老师，一级和统货，差了八毛二。”
老周点了点头。
“分等了。”
马可站在那片空地上。
去年二月十一日，他打了十七个电话。
那十七个电话得出的结论是：塬上一个价，不分等。
一年零一天以后，这个塬上分等了。
“周老师，为什么？”
老周把手机收起来。
他说了一句让马可整个二月都在想的话：
“小马，不是因为你。”
他停了一下。
“是因为今年全国减产。”
马可站在那儿。
“减多少？”
“山东那边倒春寒，减了两成。”
老周说，“甘肃也减。”
他抬起头。
“货紧的年头，买家才肯挑。”
“货松的年头呢？”
老周说得很平静。
“货松的年头，挑不挑一个价。”
库门口很静。
只有压缩机在响。
它今天下午已经停了。
响的是隔壁那台，另外一个小库房，存着一批留着自己吃的果。
马可站在那儿，忽然问了一句。
“周老师，那要是明年货松呢？”
老周看着他。
他没有安慰。
他说的是：
“明年货松，就又是一个价。”
马可点了点头。
他问了最后一句：
“周老师，那这一套东西，在货松的年头，还有用吗？”
老周想了很久。
外面很冷。
他呼出来的气是白的。
“小马，我给你说个实在的。”
“您说。”
“货松的年头，分等不值钱。”
他停了一下。
“可货松的年头，还有一样东西值钱。”
“哪一样？”
老周指了指那三百二十筐果。
“知道谁家的果不会烂。”
他把手放下。
“价崩的年头，客商第一件事是压价。”
“第二件呢？”
“第二件是挑人。”
老周说。
“他手上钱少了，他只敢收他信得过的那几家。”
他看着马可。
“你这一年记的这些东西，货紧的时候多卖两毛。”
他停了一下。
“货松的时候，管的是另一件事。”
“哪一件？”
老周说了三个字：
“卖得掉。”
那天夜里十点，马可回到县城。
他把今天的数，一条一条抄进本子。
八万二千斤进。
七万五千一百五十斤好果。
八点三五。
一级三成八点二。
换工七户四成七，其余三成一。
一级一块七二，统货九毛八。
抄完，他在最下面写了一行：
「今天所有的数都比去年好。」
他盯着这一行看了很久。
然后他在旁边加了一句：
「而这些数，一个也不能替我签那个字。」
离二月二十八日，还有十八天。
他把本子合上，掏出手机。
通讯录里翻到一个号。
这个号他去年十月存的，一次也没打过。
存的名字是三个字：王主任。
他把手指放在那个号上。
放了大概二十秒。
然后他把手机扣在桌上。
因为他忽然想起朱家那一句。
「保人不能靠开口去求。」
他坐在那间六楼里，想了一夜这句话。
到天快亮的时候，他想明白了一件事。
朱家那句话不是说「不要开口」。
朱家那句话说的是：开口去求来的，不是保。
可要是一个人已经准备好了，你不开口，他也没有地方签。
天亮的时候，马可做了一个决定。
他不去求。
他做另一件事。
二月十一日上午九点，马可去了库上。
他没有找王主任。
他做的是这个：
他把这一年所有的东西，重新整理了一遍，装成一个牛皮纸袋。
里面有九样。
一、二〇二五至二〇二六年度台账复印件，三十五页，编号完整。
二、二〇二六至二〇二七年度台账复印件，至二月十日，一百一十七页。
三、两年的入库单，共三十六份。
四、两年的位置图。
五、争议记录本复印件，本季共十九条。
六、聂工二月十日的检测报告。
七、核查组十二月十八日的反馈意见。
八、马可自己那份八条。
九、强磊那份五条。
装完，他在袋子外面写了一行字。
这一行他写得很慢：
「这个库这两年，全在这儿。二〇二七年二月十一日，马可。」
然后他做了一件他自己都觉得很笨的事。
他把这个袋子，放在了库门口那张塑料桌上。
用一块砖压着。
他没有给任何人。
他也没有说过一句「请谁来看」。
他只是在那面墙上，那张空白A4的旁边，又钉了一张纸。
那张纸上只有两行：
「桌上那个袋子里，是这个库两年的全部记录。」
「谁都可以看。看完请放回去。」
钉完，他走了。
那天上午，库门口一共来过四个人。
强磊，李叔，一个来拉果的司机，还有一个不认识的。
马可不在。
这些是强磊后来告诉他的。
中午十二点，强磊发了一条消息。
「马哥，那个袋子有人动过。」
马可回：
「谁？」
强磊回：
「不知道。我出去吃了个饭，回来砖挪了个位置。」
过了两分钟，又来一条。
「里面的东西没少，我数过。九样。」
再过了一分钟，第三条。
「不过第七样，那份反馈意见，被翻到第三条那一页，折了个角。」
马可点了点头。
他掏出本子，在上面写了一行：
「今年一级比统货高八毛二。」
「这八毛二不是我做出来的，是山东的倒春寒做出来的。」
他停了一下，又写了一行：
「可这八毛二落在谁手上，是我做的。」
他抬起头，问强磊：
“强磊，一级果多少斤？”
强磊翻了一下本子。
“两万八千七百斤。”
马可算了一下。
两万八千七百斤，按一块七二。
四万九千三百六十四。
要是不分等，按九毛八，是两万八千一百二十六。
中间差两万一千二百三十八块。
这个数，分给二十九户。
他把这个数写在本子上，又划掉了。
因为他忽然想起一件事。
这个塬上今年分等，是因为货紧。
可要分等，得有人能分。
能分，得有一套双方都认的判法。
而这一年，全塬只有三个地方有这个东西。
洛川这三座库。
他抬起头。
“强磊，你去年那个价格群，现在多少人？”
“一千一百三十七。”
“里面有几个是收购商？”
强磊想了一下。
“我加过的，四十几个。”
马可站在那片空地上，忽然明白了一件事。
他掏出手机，翻到那条今天下午的行情。
「一级一块七二至一块八。二级一块三。统货九毛八。」
这条消息里有三个价。
去年这个群里，只有一个价。
报三个价，前提是有人能说清什么是一级。
他把手机递给强磊。
“这一条，谁发的？”
强磊看了一眼。
他愣了一下。
然后他说了一个名字。
“马哥，是白水那边一个人发的。”
马可接过手机，看了一眼那个头像。
是一个默认头像。
名字是四个字：白水·果。
他往上翻。
这个人在这个群里，一共发过十一条。
最早的一条是去年十一月。
那一条只有一行：
「请问洛川那个争议堆，是怎么记的？」
马可翻到那一条，停住了。
去年十一月，他在西安看那封举报信。
同一个月，这个群里有一个他不认识的人，在问怎么记争议堆。
当时谁答的？
他往下划。
答的是强磊。
答了五条，很长。
最后一条是：
「格式我发你。第五栏厅里删了，你自己想加就加，写在旁边。」
马可把手机放下。
他抬起头，看着强磊。
“这个是你答的。”
强磊挠了挠头。
“有人问，我就答了。”
“你跟我说过吗？”
强磊想了一下。
他很老实。
“没有。”
“为啥不说？”
强磊说了一句：
“马哥，这个又不是啥事。”
马可站在那片空地上，忽然笑了。
这是他这三个月，第一次笑。
因为这句话他听过两次。
一次是七十四个苹果。
一次是墙角那张折叠床。
这是第三次。
他掏出本子，在上面写了一行：
「他第三次说『这个又不是啥事』。」
「前两次，是这个库最要紧的两样东西。」
他停了一下，又写了一行：
「这一次，是第一样跟这个库无关的东西。」

附录一·Dongpo's Note
Nobody came today. There was no room for anyone.
On the sixteenth of January, one day before the deadline, I sent Hou a report titled Situation Report on Implementation of Review Finding Three. It does not request an extension. It is a list of four names, each with three fields: qualifies / asked / answer.
Wang Zhiyuan, qualifies, not asked. Secretary Zhou, qualifies, asked, answer recorded verbatim including if it were 2021 I would sign. The county investment company, qualifies, negotiated, three preconditions, second one refused by me. Qiang Lei, does not qualify, and I have expressly forbidden him to register a legal person.
Plus item five: two others volunteered, neither qualifies, both declined by me, names omitted, reasons attached. And item six: as of this report, no person meeting all three conditions and willing to sign has been found.
Last line: the above is accurate. The failure to implement is mine.
Hou rang the next morning to verify the Zhou quotation — did you check it with him — yes, I read it back to him yesterday and he approved the wording. Then he asked about the two in item five: a fifty-three-year-old fruit trader in Xi'an with a dormant licence, and a fifty-five-year-old farmer who walked twelve kilometres to say it. He was quiet for ten seconds and said he would forward the report to Lu. I said that is what it was written for.
At eleven he called again. Deadline moved to 28 February. Why: because a man cannot decide whether to sign for something until he knows whether the thing is good or bad. Before the tenth of February nobody will sign. After it, somebody might. And, slowly: and if the number is bad, then nobody will, even more so.
Tenth of February. Twenty-seven of twenty-nine households present. And a man I had never met — Nie, forties, black-framed glasses, grey shell jacket, aluminium case containing a penetrometer, a refractometer, digital callipers and a printed metal colour chart considerably better than my laminated one. The department's commissioned third party. Under condition five as amended — commissioned by the department, panel filed, not published — which is the clause I failed to win, and which is why I met him for the first time at eight that morning.
He read the protocol aloud for two minutes and asked for objections, and I raised one. Sampling: he had read random. We have a position map. I asked for stratified sampling — north wall, three middle columns, south wall, equal counts — because the north column runs cold and last year's single brown-core came from there, and random sampling reaches it one time in five while stratified reaches it every time.
He read the map for fifteen seconds, wrote a line, and said: agreed, entered into the sampling note. Then: eight years doing this and it is the first time anyone has asked me to make the sampling stricter.
Nine hours. In 82,000 jin. Gross out 78,000, water loss 4,000 = 4.9%. Spoiled 2,850. Sound 75,150. Total loss 6,850 jin = 8.35%, against 10.9% last year. The eighty-year-old started clapping and the rest followed.
Grading, three hours, reported in the two groups I had asked for that morning. Overall grade one 38.2%. And then: the seven households who took part in the May labour exchange, 47%. The other twenty-two, 31%. Sixteen points.
Last April in that orchard I calculated that thinning properly loses 8,850 yuan. Ten months later that calculation has one more column in it.
At five Nie leafed through the ledger, stopped at page thirty-five, which is blank, and asked whether we had designed the format ourselves. Six columns mine, four annexes added by several people. He closed it and said: I've seen this at Baishui.
Baishui is the other pilot county. I have never been there and know nobody there.
It is a photocopy. He did not ask where from. But he remembered one thing: in their copy, the fifth column has been added back by hand.
The fifth column is whether anything failed to add up today. Legal affairs struck it on 4 August. The official format issued by the department has six columns. Somebody in Baishui has drawn a seventh beside the printed ones with a pen.
Zhou Jianguo stood from eight in the morning until seven at night without speaking once, because there was an inspector today and it is not his place to speak when there is. His verdict on Nie: eight years and the first time anyone asked him to tighten sampling, and he wrote it down. He did not say "that's not in the protocol."
Then the prices, off Qiang Lei's group, now 1,137 people. Posted this afternoon: plateau cold-store outturn, grade one 1.72–1.80, grade two 1.30, ungraded 0.98.
Eighty-two fen between grade one and ungraded. The plateau grades now. A year and one day after seventeen phone calls established that it does not.
And Zhou, before I could enjoy that: it is not because of you. It is because the national crop is down — a late frost in Shandong took twenty percent, Gansu is down too. In a tight year buyers are willing to sort. In a loose year sorting and not sorting are the same price. And next year, if it is loose, it will be one price again.
Which is true and is not the whole of it. The eighty-two fen was made by a frost in Shandong. Where the eighty-two fen lands was made here — 28,700 jin of grade one at 1.72 is 49,364 against 28,126 flat, a difference of 21,238 yuan across twenty-nine households.
And a tight year only pays for grade where somebody can establish grade. On this plateau, three places can.

Memo to file. Luochuan, 16 January – 10 February. Night one hundred and fifteen. No visitation.
1. Deadline report filed 16 Jan, one day early, reporting failure. Four candidates with qualification / asked / verbatim answer; two volunteers declined by me; and item six: no qualifying willing person found. Closing line: the failure to implement is mine.
Rationale for filing a failure as a document rather than requesting an extension: a request for time is an opinion about me; a list of four refusals with reasons is a description of the constraint. The second is checkable, and checkable things get acted on.
It worked, and I should note precisely how: Hou did not grant time because I asked. He granted it because the document made visible that the obstacle is structural — every qualified person declined for the same reason (open file), and every willing person is disqualified for the same reason (no standing).
2. Extension to 28 February, on Hou's stated logic: nobody signs for a thing before knowing whether it is good, and the tenth of February produces that. With the corollary said out loud: a bad number makes it harder, not easier.
3. Third-party verification, Nie, department-commissioned. First met on the morning of the inspection, because condition five as amended keeps the panel unpublished. That is the cost of the clause I lost, and it is not trivial: I could not prepare, and I could not vet.
One amendment obtained on the spot: stratified sampling by position map (north wall / three middle columns / south wall, equal counts) instead of random. Grounds: the north column runs cold; random reaches it p=0.2, stratified p=1. Accepted and entered in the sampling note.
Note against myself: I asked for the sampling to be made stricter, and it was the first such request he had received in eight years. I did it because I already knew where our weakness is. Anyone who does not know where their weakness is cannot make this request, which means the request is itself a disclosure.
4. Outturn, season two. — In: 82,000 jin. — Gross out 78,000. Water loss 4,000 = 4.9% (vs 5.9%). — Spoiled 2,850. Sound 75,150. — Total loss 6,850 = 8.35% (vs 10.9%).
Attribution, best estimate: the six-cage sampling protocol (no weekly door openings), the position map used for crate placement, and one more season of practice. Not attributable to anything I did in Xi'an.
5. Grading, reported in two groups at my request. — Overall grade one: 38.2% (vs 36% last year). — May labour-exchange households (7): 47%. — Others (22): 31%. — Spread: 16 points.
This is the answer to the April 2026 calculation, which showed correct thinning as a guaranteed loss of ~8,850 under flat pricing. Under this year's grade differential of 0.82, a sixteen-point shift on a typical household's tonnage is worth substantially more than that. The practice was never uneconomic. It was uneconomic in a market with no grade differential, and that condition is exogenous and reverses.
Which means the honest statement is: thinning is a bet on the buyer being willing to sort, and that willingness is a function of the national crop, not of anything we do.
6. The Baishui finding, and it is the most important thing that happened today.
Nie recognised the ledger format at Baishui, the other pilot county, in January. Photocopied. I have never been there and know nobody there. And their copy has the fifth column added back by hand — the column legal affairs struck on 4 August.
Assessment. I lost that column in the official format. It reappeared, unprompted, in a county I have no contact with, written in by hand next to the printed ones. A field removed from a form was reinstated by the people who fill the form. That is a stronger outcome than winning the argument would have been, and it is the first evidence I have that any of this transmits without me.
Action: do not contact Baishui. The moment I go and look at it, it becomes my thing again.
7. Price, 10 Feb, from the group (now 1,137 members): grade one 1.72–1.80 / grade two 1.30 / ungraded 0.98. The plateau is grading, one year and one day after seventeen calls established that it does not.
Cause, per Zhou, and he is right: national crop down; Shandong −20% on late frost; Gansu down. In a tight year buyers sort. In a loose year they do not, at any price. Next loose year it reverts.
Correct framing, written down so I do not overclaim it later: the 0.82 differential was produced by weather. Where the 0.82 lands was produced here. 28,700 jin of grade one at 1.72 = 49,364 vs 28,126 flat: +21,238 across twenty-nine households.
And the necessary condition: a tight market pays for grade only where grade can be established. Three facilities on this plateau can establish it.
8. The three-price message in the group was posted by someone in Baishui. Last year that group carried one price.

附录三·English Highlight
"To attempt a great undertaking without being clear on the reckoning is like crossing dangerous water without a boat."
One day before the deadline to produce a guarantor, he filed a document reporting that he had failed. Four names, each with three fields: does this person qualify, was he asked, and what did he say — with the refusals quoted verbatim, including the village secretary's if it were 2021 I would sign. Two further volunteers, both disqualified, both declined by him. And a closing line stating that the failure was his.
He got six extra weeks, and not because he had asked for them. He had not asked. The document made visible that the obstacle was structural: every person who qualified refused for the same reason, and every person willing was disqualified for the same reason. A request for time is an opinion about the person asking. A list of four refusals is a description of a constraint, and constraints are the only thing an institution knows how to act on.
On the tenth of February the store was opened for the second time. 82,000 jin in; 75,150 sound; total loss 8.35% against 10.9% the year before.
And grading, reported in two groups at his request: overall grade one 38.2 percent — but 47 percent among the seven households who had rotated through each other's orchards thinning fruit in May, and 31 percent among the other twenty-two. Sixteen points. Ten months earlier the arithmetic had shown that thinning correctly was a guaranteed loss of about nine thousand yuan, and it had been right, because that year nobody paid a premium for grade.
This year the plateau paid eighty-two fen more for grade one than for unsorted fruit. Which was not caused by anything anyone in that village did. It was caused by a late frost in Shandong that took a fifth of the national crop, and in a tight year buyers are willing to sort and in a loose year they are not, at any price.
The weather made the eighty-two fen. Where the eighty-two fen landed was made locally — and a tight market only pays for grade where somebody can establish grade at all.
The last thing that happened that day was the inspector, closing the ledger, remarking that he had seen this format at the other pilot county in January. A photocopy. With the fifth column — the one head office had struck out in August — written back in by hand.
