“那四百五十二块,您真的没追?”
“我没追。”
这句话说完,成都那间旅馆的窗外,正好放了一挂鞭。
很远,听着像有人在拆什么东西。
二月十六。
年三十。
崔处长在电话那头,安静了一会儿。
“马先生。”
“崔处长。”
“我今天打这个电话,不是为了核这一件事。”
“那是为了什么?”
“二月十八,省上有个会。”
“什么会?”
“三十个库那份实施方案的定稿会。”
他停了一下。
“我想请您来。”
马可站在窗前。
外面是成都年三十的早晨。
街上没有人。
一整座城,像被谁按了暂停。
“崔处长,我以什么身份去?”
电话那头没有绕。
“列席。”
“列席是什么意思?”
“意思是您可以说话,可以进会议记录。”
“那不可以什么?”
崔处长笑了一下。
“不可以投票。”
“我能说多久?”
“二十分钟。”
“改不改,由谁定?”
电话那头顿了两秒。
这是这通电话里,他第一次停这么久。
“马先生,我跟您说实话。”
“您说。”
“改不改,不由您定。”
“也不由我定。”
他停了一下。
“那份方案,一月上旬送的审计,二月上旬过的合法性审查。”
“十八号那个会,叫定稿会。”
“定稿会是什么意思?”
崔处长说了六个字。
“改字,不改结构。”
马可站在窗前,把这六个字在心里过了一遍。
“崔处长,那我去,是为了什么?”
电话那头没有回避这个问题。
“马先生,我给您三句实话。”
“您说。”
“第一句:那份方案定了以后,五年之内不会大动。”
“第二句:三十个库,明年秋天之前要全部开工,这是任务书上的时间。”
“第三句,”
他停了一下。
“第三句是:我请您来,不是我一个人的意思。”
马可站直了一点。
“那是谁的意思?”
“我们处长看了那段录像。”
“哪一段?”
“周建国报名字那一段。”
马可没有说话。
那段录像是王主任举着手机拍的。
老周在里面报了自己的名字,报了损耗,然后又当场加了三条限制条件。
“崔处长,我们处长看的是哪一部分?”
电话那头笑了一下。
“是老周加那三条的部分。”
“为什么?”
“因为他说,”
崔处长学了一句:
“‘这个人在给我们省事。’”
马可站在成都那间旅馆里,一下子明白了很多东西。
老周那三条,本来是在削弱他自己刚说过的话。
在马可看来,那是诚实。
在省厅那间办公室看来,那是「这批材料可以直接引用,不用担心以后被人打脸」。
同一个动作,两个屋子,两种价值。
他忽然想起王主任在雪地上说的:
「他们看您那四页,看了四十分钟。」
那时候他以为,被看见的是他的判断力。
现在他知道了:被看见的是「这个人写的东西可以拿去用,不会炸」。

那天上午十点,马可去送强东林父子。
那辆白面包车停在旅馆门口。
十三筐已经空了,摞在车厢后头。
强东林要连夜赶回去。
“老强,一千一百公里,您今天走?”
“走。”
“年三十走?”
强东林把车门拉开。
“我媳妇在家。”
“我娘八十一。”
他抬起头。
“我这三十年,没有一个年三十不在家。”
马可看着他。
“那您几点能到?”
强东林算了一下。
“今天十点走,明天凌晨两三点。”
“那不是年三十了。”
强东林愣了一下。
然后他笑了。
“兄弟,我娘那儿,只要天还没大亮,就还算年三十。”
车走的时候,强磊从后座探出头。
“马哥。”
“嗯。”
“你几时回洛川?”
马可想了一下。
“二月十八我去西安开个会。”
“开完呢?”
“开完就上去。”
强磊点了点头。
他缩回车里,又忽然探出来。
“马哥,那个会是干啥的?”
马可看着他。
他忽然发现自己不知道该怎么答。
“改字,不改结构。”
强磊没听懂。
车开走了。
马可站在旅馆门口,看着那辆白面包车拐出街口。
他忽然想起一件事。
他刚才那句「改字,不改结构」,是崔处长的原话。
他一转身就用了同一句话去答强磊。
答完,对方没听懂。
更要命的是,强磊也没有追问。
他缩回车里,车就开走了。
没有人不高兴。
这件事从头到尾都很客气。
这是一个很小的动作。
可他站在那儿,出了一身汗。
因为他这三个月,一直在做一件相反的事:
把西安那边的话,翻成洛川这边的话。
把「递延负债」翻成「今年不来要,明年从你自己挣的钱里扣」。
把「追偿路径」翻成「出了事谁顶」。
而今天早上七点接了一个电话,到十点钟,他就开始往回翻了。
他把洛川那边的话,用西安那边的词,答给了一个洛川人。
他掏出手机,在错题簿上加了第十条。
那三样格式他一直没改:错在哪,谁发现的,为什么没早点发现。
「错在哪:用对方听不懂的话,答了一个真问题。」
「谁发现的:强磊,他没听懂,也没追问。」
「为什么没早点发现:因为对方没有追问,所以这个错不会被投诉。
这一类错,只会越犯越多。」
那天下午,马可一个人在成都的街上走。
年三十的成都,店都关了。
只有一家便利店开着。
他进去买了一瓶水。
收银的是个小姑娘,二十来岁。
“你不回家?”马可问。
“回不了。”她说,“我值到晚上八点。”
“哪儿的人?”
“南充。”
“远不远?”
“两百公里。”
她把水递过来。
“八点下班,赶得上末班车。”
马可拿着那瓶水,站在便利店门口,忽然回头问了一句。
“你在这儿干多久了?”
“一年半。”
“每年年三十都值班?”
她点了点头。
“排班表上,本地的先挑。”
“那外地的呢?”
“外地的排剩下的。”
她笑了一下。
“其实也挺好,年三十三倍工资。”
马可走出去,走了二十米,停住了。
他掏出本子,把这件事记了下来。
不是记那个姑娘。
是记那句「本地的先挑」。
那是一条规则。
那条规则不是谁坏。
它甚至看起来很合理:本地的人回家近,走了明天还能回来。
可它的结果是:每一年,离家最远的那个人,最不容易回家。
他在本子上写:
「一条看起来公平的排班规则,会把最重的成本,稳定地压在最没有余地的人身上。」
「第三条为什么被改成农户担三成,是同一个道理。」
「农户不是被针对。农户是那个最好压的位子。」
马可拿着那瓶水,走到府南河边。
昨夜他就是在这儿刻的字。
桥上现在有太阳。
河水是灰绿色的。
魏徵站在桥的另一头。
他很瘦。
一身紫色的官服,可袖口是磨白的。
他手里拿着一卷东西。
不是奏章,是一根很旧的竹尺。
“先生。”
“马先生。”
他走过来,把那根竹尺在栏杆上敲了一下。
“你昨夜刻了一个渠字。”
“是。”
“今早接了一个电话。”
“是。”
魏徵看着他。
“你现在心里想的是什么?”
马可老老实实地说:
“我在想,二十分钟够不够。”
魏徵摇了摇头。
“你想错了地方。”
“错在哪儿?”
“你该想的不是够不够。”
他把竹尺横过来。
“是这二十分钟,能换到什么。”
“先生,我不太懂。”
魏徵没有解释。
他反问了一句:
“你在纽约那八年,开过多少次会?”
马可算了一下。
“几千次。”
“其中有多少次,是你去说服别人的?”
马可想了很久。
“很少。”
“大多数是什么?”
“大多数是,让人知道我这边在做什么。”
“为什么?”
马可停住了。
他忽然记起一件很久以前的事。
他刚进那家基金第二年,做过一份很扎实的东西。
他把它拿到投委会上讲了四十分钟。
讲完,没有人反对。
也没有人做。
后来一个前辈跟他说了一句话:
「你讲得太完整了。」
「完整有什么错?」
「完整的东西,别人插不进手。」
「插不进手,就没人认领。」
「没人认领,就没人推。」
魏徵听完,点了点头。
“你那位前辈,比我说得好。”
“先生,那我该怎么讲那二十分钟?”
魏徵摇了摇头。
“这个我不能替你想。”
“为什么?”
魏徵把竹尺举起来,对着太阳。
那些小字在光里晃了一下。
“因为我不知道那间屋子里坐的是谁。”
他把竹尺放下。
“马先生,进谏这件事,最没用的就是通例。”
“那有用的是什么?”
“是你进门以后的头五分钟。”
“头五分钟干什么?”
“看三样。”
魏徵伸出三根手指。
“第一,谁坐在正中间,谁坐在他右手边。”
“为什么看右手边?”
“因为正中间那个人负责拍板,右手边那个人负责替他挡。”
他收回一根手指。
“第二,谁一句话不说,可所有人念稿子的时候都往他那边看一眼。”
“第三,”
他停了一下。
“第三,谁在记。”
段三·事件主体
“先生,”马可说,“我想请教您一件事。”
“你问。”
“您在太宗那儿,进谏了多少次?”
魏徵想了想。
“史上记的,二百余事。”
“采纳了多少?”
魏徵没有立刻答。
他把竹尺在手里转了半圈。
“大半。”
马可怔住了。
“大半?”
“是。”
“先生,这个比例太高了。”
“高吗?”
马可想了想自己这四个月。
他递上去的东西,被采纳的比例,是六分之五。
六条铁律,抄了五条。
可那被删的一条,正好是全部的重量。
“先生,比例不说明什么。”
魏徵点了点头。
“你说得对。”
他把竹尺放下。
“我进的二百余事,大半是采纳的。”
“可我死后第二年,我的碑被推倒了。”
马可站在那儿。
他知道这件事。
贞观十七年魏徵死,太宗恸哭,说失去一面镜子。
转年,太宗亲手仆了他的碑。
再过两年,征高丽不利,太宗又把碑立了回来。
“先生,为什么?”
魏徵看着河水。
“因为我活着的时候,他需要一个肯听话的名声。”
“我死了以后,那个名声不需要我了。”
他转过头。
“再后来他打了败仗,那个名声又需要我了。”
“先生,这个太冷了。”
“冷不冷不重要。”魏徵说,“准不准重要。”
他把竹尺举起来。
“马先生,你二月十八要去的那个屋子,跟我那个朝堂,是一回事。”
“哪一回事?”
“你说的话有没有用,不取决于它对不对。”
他停了一下。
“取决于它对屋里那个能拍板的人,有没有用。”
马可站在桥上,很久没有说话。
河水在下面走。
“先生,那我该怎么办?”
魏徵把那根竹尺递给他。
马可接过来。
竹尺很轻。
上面刻着一道一道的格。
每一格里都有很小的字,可他看不清写的是什么。
“马先生,我给你三条。”
“先生请讲。”
“第一条:不要第一个说。”
“为什么?”
“第一个说的人,是靶子。”
魏徵伸出一根手指。
“我在朝上,从来不第一个开口。”
“我等到有人说错了,我再说。”
“那不是怯懦吗?”
魏徵摇了摇头。
“第一个说的人,要把整件事说完。”
“说完了,别人挑他的错。”
他停了一下。
“第二个说的人,只要补一句。”
“补的那一句,落在别人的错上面,看着就特别对。”
“先生,这个太取巧了。”
魏徵看了他一眼。
“取巧?”
“是。”
魏徵把竹尺横在栏杆上。
“马先生,我这一辈子,最险的一次是什么时候?”
“先生说。”
“是我还在李建成那边的时候。”
马可点了点头。
这件事天下皆知。
魏徵原是太子李建成的僚属,劝过李建成早下手除掉李世民。
玄武门之后,李世民把他叫去,问他为什么离间他们兄弟。
“先生那天答的是什么?”
魏徵笑了一下。
“我说:太子要是听了我的,不会有今天。”
马可怔住了。
“先生,这一句是找死。”
“是。”
“那您为什么这么说?”
魏徵把竹尺竖起来,用手指弹了一下。
“因为那天,屋里除了我们两个,还有别人。”
“我要是求饶,我就是一个降人。”
“降人可以留,也可以杀,全看他心情。”
他停了一下。
“我那么答,我就成了一个‘忠于旧主的人’。”
“忠于旧主的人,杀不得。”
“为什么杀不得?”
“因为他刚刚杀了他哥哥。”
魏徵看着河水。
“他那个时候,最缺的就是一件事:让天下人相信,跟过他哥哥的人也能活。”
他转过头。
“我那一句,不是硬气。”
“是把我自己,摆到了他最需要的那个位子上。”
马可站在桥上,很久没有说话。
“先生,那还是取巧。”
魏徵点了点头。
“是取巧。”
他把竹尺收回袖子里。
“可我取的这个巧,救了那天屋里的我,也救了后来一百多个跟错人的官。”
他抬起头。
“马先生,取巧不脏。”
“为了自己一个人取巧,才脏。”
“第二条。”
“先生请讲。”
“不要说你想要什么。”
魏徵看着河水。
“要说,你不这么做,会出什么事。”
“这个我懂。”马可说,“这是讲风险。”
“不完全是。”
魏徵摇了摇头。
“你讲风险,讲的是那件事会不会坏。”
“你要讲的,是那件事坏了以后,谁去顶。”
马可怔住了。
他忽然想起王主任在雪地上说过的话。
「财政资金形成的资产损失,须明确责任主体及追偿路径。」
那句话不是不讲道理。
那句话讲的就是:出了事,谁顶。
“先生,那第三条呢?”
魏徵这一次想了很久。
他把手放在栏杆上。
“第三条最难。”
“是什么?”
“你要先想清楚,你去那个屋子,是为了什么事。”
马可站在那儿。
“先生,我是为了那第三条。”
魏徵摇了摇头。
“不对。”
“哪儿不对?”
“第三条你改不动。”
他转过身,看着马可。
“方案一月送审计,二月过合法性审查。”
“十八号那个会,只改字。”
“你去,是为了那第三条,那你就是白去。”
“那我去干什么?”
魏徵伸出手,把那根竹尺从马可手里拿回去。
他把竹尺举到眼前,眯着眼看那些小字。
“马先生,你手上有三个数。”
马可怔了一下。
“先生知道?”
“一成零九。四块六。两毛四。”
马可没有说话。
这三个数,是他昨夜在成都那间面馆里,才第一次凑齐的。
“这三个数里,前两个,屋里的人不会关心。”
“为什么?”
“一成零九,是你那半吨的事。”
“四块六,是你那趟车的事。”
魏徵把竹尺放下。
“只有第三个数,是他们的事。”
“两毛四。”马可说。
“对。”
“为什么?”
魏徵看着他。
“因为两毛四这个数说的是:”
“同一辆车,同一条路,装满了,运费只有原来的十九分之一。”
他停了一下。
“马先生,三十个库,说的就是‘装满’这件事。”
马可站在成都二月的桥上,忽然出了一身汗。
他这两天一直以为,自己要去那个会上争第三条。
他一直以为自己是去讲道理的。
而魏徵刚刚告诉他:那个屋子不缺道理,缺的是一个能让三十个库不空着的数。
“先生,”他说,“我明白了。”
“你说。”
“我不去争第三条。”
“那你去说什么?”
马可想了很久。
“我去说一件事:三十个库建起来以后,最大的风险不是果坏。”
“是什么?”
“是空着。”
魏徵点了点头。
他把那根竹尺插回袖子里。
“马先生,你现在知道该说什么了。”
“是。”
“那我再问你一句。”
“先生问。”
“你说了这个,他们会不会把第三条改回来?”
马可摇了摇头。
“不会。”
“那你为什么还说?”
马可看着河水。
他想了很久。
“先生,因为空着这件事,明年冬天一定会发生。”
“发生的时候,会有人去翻二月十八那天的会议记录。”
“那时候记录里得有一句话。”
他抬起头。
“那句话得是我说的,得有日期。”
魏徵没有立刻接。
他反问了一句:
“记录是谁记的?”
马可怔了一下。
“应该是他们处里的人。”
“那你信不信那个记录?”
“这个,”
马可停住了。
他忽然想起卷一。
他想起自己在纽约那八年里,看过多少份会议纪要。
每一份都是真的。
每一份都漏掉了当天屋里真正发生的事。
“先生,我不完全信。”
“那你怎么办?”
马可想了很久。
然后他说了一句:
“我说完那句话,当场问一句:这一句能不能进纪要?”
魏徵点了点头。
“这一句好。”
“为什么好?”
“因为你这一问,屋里所有人都听见了。”
他停了一下。
“纪要里可以没有那句话。”
“可屋里那十几个人,都记得你问过。”
魏徵看着他,很久没有说话。
然后他说了一句:
“马先生,这就是我那二百余事的用处。”
段四·钩子结尾
那天晚上七点,马可给他母亲打了电话。
这个电话他每年这一天都打。
今年打的时候,他在成都一间旅馆里。
电话那头是纽约,那边是早上六点。
“妈。”
“吃了没有?”
“还没。”
“年三十不吃饭?”
“待会儿去楼下吃。”
“一个人?”
“一个人。”
那头安静了一下。
这三年,每年这一天,都是这一句。
“妈,我跟您说个事。”
“你说。”
“我今年这个冬天,赔了九百六十三块三。”
“多少?”
“九百六十三块三。人民币。”
他母亲在电话那头愣了一下。
“就这么点?”
马可笑了。
“就这么点。”
“那你紧张什么?”
“我不紧张。”
“你声音是紧张的。”
马可坐在床边,看着窗外。
成都的天全黑了。
远处开始有人放烟花。
一朵一朵,不整齐。
“妈,我后天要去开个会。”
“什么会?”
“省里的。”
“你去讲什么?”
马可想了一下。
“我去讲一个数。”
“什么数?”
“两毛四。”
他母亲在电话那头笑了。
“你从纽约辞了工作,跑到中国种苹果,一年赔九百六十三块,就为了去讲两毛四?”
马可也笑了。
“对。”
那头安静了很久。
然后他母亲说了一句话。
这句话马可后来记了很多年。
“儿子,你爸当年在那家厂,做了二十六年。”
“我知道。”
“他最后那两年,一直想改一个东西。”
“改什么?”
“一张表。”
马可怔住了。
“什么表?”
“我也说不清。”她说,“好像是记什么东西的一张表。”
“他说那张表少一栏,害得他们每年白干两个月。”
“后来改了吗?”
电话那头顿了一下。
“没改。”
“为什么?”
“他一直说,等他升上去就改。”
她停了一下。
“他没升上去。”
马可坐在成都那间旅馆的床上,一句话也没说。
外面的烟花还在响。
“妈。”
“嗯。”
“那张表,他跟人提过吗?”
“提过。”
“几次?”
他母亲想了很久。
“我听他说过大概三四次。”
“都是跟谁说的?”
“跟我。”
马可握着手机,没有说话。
他母亲在那头等着。
“妈,他那张表,到底少哪一栏?”
“我真说不清。”
“您再想想。”
他母亲想了很久。
“他好像说过一句话。”
“什么话?”
“他说,那张表上记的是‘做了多少’。”
“然后呢?”
她想了一下。
“他说,没有一栏记‘为什么要做’。”
马可坐在成都那间旅馆的床上,一句话也没说。
他父亲二十六年,没能加上的那一栏,跟他现在过所上空着的那一格,是同一格。
所为何事。
马可挂了电话,在床边坐了很久。
他掏出那枚青铜过所。
四个字。
客。侣。本。渠。
第五道界格,空着。
他把它摆在桌上,打开手机备忘录,新建了一个文档。
标题打了四个字:
二月十八。
他打了第一行:
「二十分钟。不争第三条。」
第二行:
「只讲一个数:两毛四。」
第三行他打了一半,停住了。
「要让这句话留在,」
他删掉重打。
「要让这句话,留在会议记录里,有日期,有名字。」
打完,他又加了第四行。
这一行他打得很慢:
「不能只跟一个人说。」
第二天是大年初一。
马可订了初二早上七点飞西安的机票。
订完,手机响了。
是强磊。
“马哥。”
“到家了?”
“凌晨三点到的。”
“你爸呢?”
“睡了。”
强磊那边很吵,像是全村都在放炮。
“马哥,我问你个事。”
“你说。”
“你后天那个会,能带我去不?”
马可愣住了。
“你去干什么?”
电话那头顿了一下。
然后强磊说了一句话。
“马哥,那个会上要定的,是三十个库怎么用。”
“对。”
“那屋里,”
他停了一下。
“有没有一个人,真在库里睡过?”

附录一·Dongpo's Note
Wei Zheng was on the far end of the bridge in the afternoon of New Year's Eve, in a purple official's robe with the cuffs worn white, holding not a memorial but an old bamboo rule, ruled off in graduations with characters too small to read.
The call first. Cui confirmed the 452 and then said that was not why he had rung. There is a meeting in Xi'an on the eighteenth to finalise the implementation plan for the thirty stores, and he wants me there. In what capacity: attending, not voting. Twenty minutes, entered in the minutes. Who decides what changes: not me, and not him. The plan went to audit in early January and cleared legality review in early February, and the eighteenth is a finalisation meeting, which he defined in six characters: wording changes, not structure.
Qiang Donglin drove home at ten in the morning, New Year's Eve, eleven hundred kilometres, arriving around two or three the next morning. His mother is eighty-one and he has not missed a New Year's Eve in thirty years. As long as it is not yet light, he said, it still counts as New Year's Eve.
The girl at the only open convenience store is from Nanchong, two hundred kilometres away, off at eight, in time for the last bus.
Wei Zheng's correction: I was asking whether twenty minutes is enough. The question is what twenty minutes can be exchanged for.
He memorialised the throne on some two hundred matters and most were adopted. My own ratio this winter is five of six, and the one deleted carried the entire weight, so ratios say nothing. He agreed, and then said the harder thing: in the year after he died, Taizong pulled down his memorial stele with his own hand, and two years later, after a failed campaign in Liaodong, put it back up. Alive, the emperor needed a reputation for listening. Dead, the reputation no longer needed him. After the defeat it needed him again.
Cold, I said. Cold is not the point, he said. Accurate is the point. Whether what you say has effect does not depend on whether it is right. It depends on whether it is useful to the person in the room who can decide.
Three rules he gave me.
One: never speak first. The first speaker has to lay out the whole thing and the others pick at it; the second speaker only has to add a sentence, and a sentence laid on top of somebody else's error looks unusually correct.
Two: do not say what you want. Say what will happen if they do not do it — and not merely that the thing may go wrong. Say who will have to answer for it when it does. Which is precisely what the auditor's nineteen characters were saying to Director Wang: fix the responsible party and the recovery path.
Three, and he called it the hard one: be clear what business you are going on. I said the third clause. He said no — the third clause is beyond me, the plan cleared audit in January, and if I go for the third clause I go for nothing.
Then he named my three numbers without being told them: 10.9%, 4.60, 0.24. The first two are mine and the room will not care. The third is theirs, because 0.24 is the number that says the same van on the same road, loaded, costs a nineteenth per jin. And thirty stores is a question about loading.
So the twenty minutes are not for the third clause. They are for one sentence: the largest risk to thirty new stores is not that the fruit spoils. It is that they stand empty.
He asked whether saying it would get the third clause restored. No. Then why say it. Because the emptiness will happen next winter, and when it does somebody will go back and read the minutes of the eighteenth of February, and there must be a sentence in there with a date and a name on it. He said: that is what my two hundred memorials were for.
My mother, seven in the evening, six in the morning in New York. She laughed that I had left New York to lose 963.30 in a Chinese winter and travel to argue about 0.24. And then she said that in his last two years my father wanted to change a form at the plant where he worked twenty-six years — a form missing a column, which she said cost them two wasted months every year. He never changed it. He kept saying he would when he was promoted. He was not promoted.
He raised it three or four times, she thinks. All of them to her.
Four lines in the notebook for the eighteenth. Twenty minutes, do not fight the third clause. One number: 0.24. Get the sentence into the minutes with a date and a name. And the fourth, which came from my mother without her knowing it: do not say it to only one person.
Qiang Lei rang on New Year's Day. He wants to come. His reason, and I have no answer to it: that room is deciding how thirty cold stores will be used — is there one person in it who has ever slept in one? — M.

Memo to file. Chengdu, New Year's Eve, 16 February. Night one hundred and one. No fieldwork.
1. Call from Division Chief Cui, 07:00. Confirmed the 452 waiver against three evidences (signed payment schedule with the village head as witness; ledger p.117; ~15 people present). His stated count: seven instances of "borne by the initiating party" in nineteen years; one honoured.
2. Actual purpose of the call: invitation to the finalisation meeting for the thirty-store implementation plan. Xi'an, 18 February.
Terms, stated without evasion: — Capacity: attending. Speaking rights, minuted. No vote. — Duration: 20 minutes. — Authority to amend: not mine, and not his. — Plan status: audit early January, legality review early February. Finalisation = wording, not structure.
3. Wei Zheng's reframing, which I had wrong. The question is not whether twenty minutes is enough. It is what twenty minutes can be converted into.
His record: ~200 memorials, most adopted. Mine this winter: 5 of 6 clauses adopted, and the deleted one carried the whole load. Adoption rate is not a measure of anything.
The colder observation, and the operative one: the effect of a proposal is not a function of its correctness. It is a function of its usefulness to whoever in the room can decide. Evidence he offered against himself: his own stele pulled down the year after his death and re-erected two years later after a military failure. The reputation for listening needed him, then did not, then did again.
4. Three operating rules, adopted:
(a) Never speak first. The first speaker must present the whole case and is therefore the target. The second speaker adds one sentence on top of an exposed error, and it reads as unusually sound.
(b) Do not state what you want; state who will have to answer when it fails. Not risk in the abstract — attribution of consequence. This is the same grammar as the auditor's nineteen characters that produced the diluted clause three. That clause was not malice; it was an unanswered question about who bears the loss, and I never answered it.
(c) Be clear what business you are on. Not the third clause. It is structurally out of reach at this meeting and going for it converts the twenty minutes into nothing.
5. Revised objective for 18 February.
Of my three numbers, the room will not care about 10.9% (my half-tonne) or 4.60 (my one trip). It will care about 0.24, because 0.24 says: same vehicle, same road, loaded, freight per jin falls to one-nineteenth. Thirty stores is a loading problem.
Single sentence to be delivered and minuted: the principal risk to thirty new stores is not spoilage. It is standing empty.
Supporting, from chapter 92's work: provincial capacity ~6m tonnes against ~13m tonnes output. The province is not short of buildings. It is short of a reason for anyone to put fruit inside one.
6. On why to say something that will not be adopted. The emptiness will occur next winter. When it does, someone will retrieve the minutes of 18 February. A dated, attributed sentence in those minutes is an asset that does not exist unless it is created before the outcome — the same instrument as the four scenario pages, applied one level up.
7. Four lines in the file for the eighteenth: — Twenty minutes. Do not fight clause three. — One number: 0.24. — Sentence into the minutes: date and name. — Do not say it to only one person.
The fourth line came out of my mother's account of my father, who spent his last two working years wanting to add a column to a form and raised it three or four times, all of them to her. He was waiting to be promoted first. A proposal held until you have standing is a proposal that never enters the record. I intend not to repeat that.
8. Qiang Lei has asked to come. His argument: the room is deciding how thirty cold stores will be operated, and he wants to know whether anyone in it has ever slept in one.
I do not have a counter-argument. I have a logistical problem and a status problem, and neither is a counter-argument.
Flight 07:00 on the eighteenth. Unresolved.

"He who would have the tree grow tall must make its root firm; he who would have the water run far must dredge out its spring."
Wei Zheng submitted some two hundred memorials to Emperor Taizong and most were adopted, which sounds like the record of a man who prevailed. In the year after his death his memorial stele was pulled down by the emperor's own hand, and two years later, after a failed campaign, put back up.
He offered that against himself, to make one point: the effect of a proposal is not a function of whether it is correct. It is a function of whether it is useful to the person in the room who can decide. Cold, perhaps. The alternative is to be right and to have no idea why nothing moves.
Three rules followed. Never speak first, because the first speaker must present the whole case and is therefore the target, while the second adds a single sentence laid on top of an exposed error and it reads as unusually sound. Do not say what you want — say who will have to answer for it when the thing fails, which is the only grammar an institution reliably parses. And be clear what business you are actually on, because a twenty-minute slot spent on the one clause that has already cleared audit converts into nothing at all.
That last rule produced the change. The analyst arrived intending to reopen a clause about who bears a loss. He left intending to say one sentence about freight: that a hundred and fifty-six kilograms costs 4.60 a jin to move and three tonnes over the same road in the same van costs 0.24, and that therefore the principal risk to thirty new cold stores is not that the fruit spoils. It is that they stand empty.
Which will not be adopted either. The reason to say it is that the emptiness will occur next winter, and someone will then retrieve the minutes — and a dated, attributed sentence in those minutes is an asset that cannot be created after the fact.

He raised it three or four times, all of them to his wife, because he was waiting until he had the standing to change it. He never got the standing. A proposal withheld until you have authority is a proposal that never enters the record.
